The International Society for Criminology marked in 2013 the 75th anniversary of its foundation in Rome, Italy in 1938. Since the founding of the Society, criminology as a field has grown exponentially as an academic discipline, a research field, a policy-making tool, and a source of different approaches, solutions, and interventions. During these 75 years, the discipline has been able to establish its identity, gain a measure of autonomy, delimit its area of research and inquiry, demonstrate its usefulness, expand its influence, and deepen its impact. This has been accomplished because of the work of countless scholars, researchers and professionals and especially thanks to the Society and its journal, the Annals.

La Société Internationale de Criminologie a marqué en 2013 le 75e anniversaire de sa fondation à Rome, en Italie, en 1938. Depuis la fondation de la Société, la criminologie a connu une croissance exponentielle en tant que discipline académique, domaine de recherche, outil de prise de décisions, et source d'approches, de solutions et d'interventions différentes. Au cours de ces 75 années, la discipline a pu établir son identité, acquérir une certaine autonomie, délimiter son domaine de recherche et d'enquête, fournir la preuve de son utilité, étendre son influence et renforcer son impact. Ceci a été réalisé grâce au travail de nombreux chercheurs, académiciens, et professionnels et surtout grâce à la Société et de sa revue, les Annales.

La Sociedad Internacional de Criminología en 2013 marcó el 75mo aniversario de su fundación en Roma, Italia en el 1938. Desde la fundación de la Sociedad, la criminología como campo ha crecido de manera exponencial, como disciplina académica, campo de investigación, herramienta de toma de decisiones, y fuente de diferentes enfoques, soluciones e intervenciones. Durante estos pasados 75 años, la disciplina ha sido capaz de establecer su identidad, adquirir una cierta autonomía, delimitar su campo de investigación y de prueba, demostrar su utilidad, ampliar su influencia, y profundizar su impacto. Esto se ha logrado gracias a la labor de innumerables estudiosos, investigadores y profesionales y, en especial, gracias a la Sociedad y a su revista, los Anales.

This study provides data on substance use patterns, including medications, among female inmates in Canadian federal prisons. The participants were interviewed regarding their substance use and their psychological condition before and during incarceration. Their medication cards were also analyzed. The results show that a large proportion (66.9 %) of these incarcerated women reported substance abuse prior to incarceration and exhibited psychological disorders. In prison, if the illicit substance use remained low, most subjects had prescriptions for more than one medication. Furthermore, women with psychotropic medication prescriptions in their file had, on average, prescriptions for two different psychotropic medications. Significant relationships were found between substance misuse before incarceration and illicit substance use or and psychotropic medication use during incarceration. These results support the need to develop integrated services for both addiction and mental health for female offenders during incarceration.

Cet article présente un certain nombre de réflexions sur le processus de coévolution socio-technique qui voit les technologies issues de la révolution numérique (téléphonie sans fil, internet, robotique, big data, etc.) faire l'objet d'exploitations systématiques à des fins délinquantes. Il est organisé en cinq sections: après avoir examiné le contexte économique permettant au cybercrime de devenir une activité extrêmement lucrative, on aborde dans les deux sections suivantes quelques-unes des principales manifestations de la délinquance numérique en s'appuyant sur une perspective canadienne. Dans une quatrième section, nous déplacerons notre regard vers la réponse que les institutions chargées du contrôle social, la police en l'occurrence, apportent à ce problème et sur les innovations possibles en matière de régulation des déviances numériques. Finalement, la dernière partie de cet article adopte une approche prospective inspirée de la théorie des brèches afin d'essayer d'identifier les technologies émergentes de la prochaine décennie qui offriront des opportunités attractives aux délinquants.

Fear of crime has always been a major topic in the popular media and for public policy. Consequences of fear of crime are salient for citizens' and the community's quality of life. Since the late 1970s, there has been a much scholarly attention paid to the role of disorder in producing fear of crime and further producing adverse community consequences. Particularly influential works were Wilson and Kelling's paper (1982) and Skogan's work (1990); these works greatly influenced public policy in the late 1980s and early 1990s (Greene and Taylor 1988; Ferraro 1994). The salient feature of this research is its emphasis on the role of community context, analyzing how disorder generates fear of crime and leads to community decline at the street block and neighborhood level. The impact of fear of crime extends beyond the victims of the crimes, and indicates the salience of the social aspect of fear of crime. Therefore, neighborhood effects are highly relevant to the understanding of fear of crime. Scholars have recognized that individuals' fear is better understood within a neighborhood or community context. The purpose of the present study is to build upon prior work to address critical questions of neighborhood effects on fear of crime under context of contemporary urban China. Using multilevel analyses of data from Tianjing, China, this paper found that neighborhood context variables have effect on fear of crime independent of individual characteristics.

Sexting among teens has become a huge problem in the US as well as in India. This has given birth to numerous issues including issues related to child pornography, exploitation of images by perpetrators and revenge porn. While in the US laws are being created and tested for regulating sexting in relation to revenge porn, the situation is quite different in India. This paper emphasises that there is a lacuna in dealing with adolescent sexual behaviour including revenge taking attitude with the help of sexted images. This paper argues that instead of dealing the issue of revenge porn by teens in the traditional procedural ways as has been laid down in the legal provisions or by way of rusticating the children (including the perpetrators and the victim) from the school as has happened in India in several occasions, Therapeutic Jurisprudence approach should be taken up.

Tout au long du XXe siècle, la justice des mineurs en Europe s'est développée selon un modèle de justice spécifique, parfois qualifié de « tutélaire » ou de « protectionnel ». Avec des caractéristiques propres et selon des rythmes spécifiques à chaque pays, un même idéal de justice individualisée se déploie, qui trahit l'influence du discours Welfare propre à l'Etat social.

Depuis la fin du XXe siècle, ce modèle de justice spécifique est largement remis en question. Oscillant entre résistance du « penal welfarism », avancées punitives et logiques managériales, la justice des mineurs se cherche entre différentes logiques parfois complémentaires, parfois contradictoires. Dans cet article, nous cherchons à expliquer cette évolution en mettant l'accent sur le rôle joué par quelques facteurs essentiels: le rôle des médias, la place des droits de l'homme, la montée du processus de victimisation et l'inflexion managériale en contexte de gestion des risques.

Durante la última década se ha producido un número importante de estudios sobre la efectividad de las sanciones judiciales para reintegrar a delincuentes juveniles y los efectos de las prácticas correccionales en su reincidencia delictiva. El hallazgo común en la mayoría de aquellas investigaciones es que las medidas judiciales (generalmente denominadas medidas socioeducativas en el caso de menores infractores) aplicadas en ámbitos comunitarios son más efectivas que aquellas que se ejecutan en contextos de privación de la libertad. Aunque reconozcamos la importancia de favorecer el uso de sanciones judiciales en ámbitos comunitarios antes que el encarcelamiento -y por tanto estos hallazgos contribuyan a tal posición- estos estudios aparentemente no han tomado en cuenta los efectos de sesgo metodológico condicionados por la Administración de Justicia Criminal. En los ensayos aleatorios controlados, los sujetos son asignados al azar en los tratamientos a los que son sometidos. En la Justicia Criminal, existe un sesgo de selección atribuido al juez al momento de sancionar a un convicto con un tipo de sanción (de encarcelamiento o no), según el tipo de delito cometido o según las características de riesgo criminogénico de éste. Por tanto, concluir sobre la efectividad de una intervención sin tales controles metodológicos restringe la validez de sus resultados. Por otro lado, la efectividad de los programas de reintegración incorporados en las sanciones judiciales ha sido generalmente medida a través de las tasas de reincidencia de tales programas. Sin embargo, en la composición de la varianza de reincidencia explicada subyacen tanto los efectos atribuidos a los programas como a otras variables intervinientes que generalmente no son controladas dadas las limitaciones metodológicas de los diseños de investigación posibles de ejecutar en contextos judiciales. Tomando en cuenta los resultados de las revisiones sistemáticas y los meta-análisis desarrollados fundamentalmente por el Grupo Campbell, este artículo analiza el estado del arte reportado en la literatura internacional sobre la efectividad correccional y discute las discrepancias metodológicas de los estudios previos ante los nuevos hallazgos.

In October 1984, Shanghai Changning district people's court established the first collegial panel of our country specializing in juvenile criminal cases; and it marks the beginning of the juvenile justice reform in China. After 30 years of development, the philosophy of juvenile justice has changed; juvenile judicial institutions are growing and juvenile justice system has gradually formed. Different from the practices of juvenile court in Western countries such as the U. S., Japan, and Germany, juvenile delinquency or deviant behavior that does not violate the criminal law would not enter the judicial process, but rather, would be handled by administrative agencies such as the police, and subject to coercive measures including educational measures, protective measures, and punitive measures in China. Among these measures, education through Custody as a strict administrative punishment can deprive the personal liberty of the juvenile delinquents for as long as four years. Instead of ruling by court through the due process in accordance with the law, decisions of education through custody are made by the administrative organs in practice. This practice is probably unique in the world.
