This article addresses one of the instances of the transnationalisation of state terrorism that took place at the end of the Cold War in Latin America. It examines the collaboration of the Argentine military dictatorship with the governments of Guatemala and Honduras in their ‘fight against subversion’ (1980–3) through previously unexplored archives. It presents the different degrees and forms of inter-governmental collaboration, the people responsible, the time frame, and the institutions, seeking to elaborate on the role of this collaboration in the repressive processes of each nation's historical experience. In general terms, this article contributes to transnational studies of the right wing during the recent history of the Latin American Cold War.

Investigations at sites across northwestern Honduras—inside and outside the Maya area—have revealed diverse food activities and ingredients. Paralleling the evidence from durable artifact assemblages, we see transformation over time in materials and practices, as well as the movement of elements across the landscape. Botanical evidence points toward a dynamic overlap between northern and southern societies, with northwestern Honduras serving as a sort of regional crossroads. In this article, we compare cuisines from several ancient communities in northwestern Honduras, using microbotanical and macrobotanical residues. We briefly address the political and historic context of the region and provide abridged biographies of several culinary taxa. Of particular interest are milpa annual crops such as maize and squash, managed and cultivated palm species, wild and managed herbaceous species, edible fruit species, and root and tuberous crops such as lerén, sweet potato, and manioc.

Protecting marine biodiversity and ensuring sustainable use through a seascape approach is becoming increasingly widespread in response to the ecological, social and institutional challenges of scaling ocean management. A seascape approach means clustering spatial management measures (marine protected areas) based around the principles of ecological connectivity, and developing or enhancing collaborative governance networks of relevant stakeholders (managers, community groups, non-governmental organizations) based around the principles of social connectivity. As with other large-scale approaches to marine management, there is minimal evidence of long-term impact in seascapes. This study uses a theory-based, participatory impact evaluation to assess perceived changes attributed to the Atlántida seascape in Honduras (initiated in 2015), encompassing three well-established marine protected areas and the non-legally managed waters between them. Using an adapted most significant change method, 15 interviews with a representative subset of seascape stakeholders yielded 165 stories of change, the majority (88%) of which were positive. Enhanced social capital, associated with cross-sectoral collaboration, inter-site conflict resolution and shared learning, was the most consistently expressed thematic change (32% of stories). Although most stories were expressed as activity- or output-related changes, a small proportion (18%) were causally linked to broader outcomes or impact around increased fish and flagship species abundance as well as interconnected well-being benefits for people. Although minimal (and occasionally attributed to prior initiatives that were enhanced by the seascape approach), this impact evidence tentatively links seascapes to recent related research around the effectiveness of appropriately scaled, ecosystem-based and collaboratively governed marine management that balances strict protection with sustainable use.

In Central America, population and food demands are rising rapidly, while yields of staple crops, maize and beans, remain low. To identify the main factors limiting production, field trials were established in six maize- and bean-producing regions in Guatemala, Honduras and El Salvador, representing about three-quarters of the maize-producing area. Potential yield-limiting factors were evaluated in 2017 and included: water stress, nutrient deficiency, pest and disease pressure, and/or inter-plant competition. When considering all sites, improved fertilization and pest and disease control significantly improved yields in maize by 11 and 16%, respectively but did not have a significant effect in beans. Irrigation had no effect due to good rainfall distribution over the growing season. Optimized planting arrangement resulted in an average 18% increase in maize yield, making it the most promising factor evaluated. The treatment and site combinations that increased both crop productivity and net profit included management changes that improved resource use efficiency. However, the contribution of each limiting factor to yield gaps varied across sites and no treatment was effective at increasing yield consistently across sites. Production constraints are highly dependent on local management practices and agroecological location. Therefore, public and private development efforts that seek to increase production should conduct multi-year, participatory experiments to identify limitations pertinent to the area in question. The next step is then to evaluate sustainable and profitable practices, to address those limitations and provide sound recommendations to farmers while decreasing the environmental and economic costs.

The unconstitutional constitutional amendment doctrine has emerged as a highly successful, albeit still controversial, export in comparative constitutional law. The doctrine has often been defended as protecting a delegation from the people to the political institutions that they created. Other work has noted the doctrine’s potential utility in guarding against abusive constitutionalism. In this article, we consider how these justifications fare when expanded to encompass claims against the original constitution itself, rather than a later amendment to the text. That is, beyond the unconstitutional constitutional amendment doctrine, can or should there be a doctrine of an unconstitutional constitution? Our question is spurred by a puzzling 2015 case from Honduras where the Supreme Court held an unamendable one-term limit on presidential terms, as well as protective provisions punishing attempts to alter that limit, to be unconstitutional. What is particularly striking about the case is that these provisions were not later amendments to the constitution, but rather parts of the original 1982 constitution itself. Thus, this article examines the possibility of ‘an unconstitutional constitution’, what we predict to be the next trend in global constitutionalism.

Through a longitudinal field experience and interviews with rural and urban clinic workers in Honduras, the following data were collated regarding the challenges to prehospital Emergency Medical Services (EMS) in this country. In Honduras, both private and public organizations provide prehospital emergency care for citizens and face both financial and resource constraints. These constraints manifest in operational concerns such as challenges of integration of EMS systems with each other, differences in medical direction oversight, and barriers to public access. Despite the availability of public health care services, authorities and locals alike do not recommend using the public systems due to lack of needed resources and time of emergency response.

Private volunteer EMS organizations are scattered throughout the country and each operates as their own separate system. There is no single dispatch center available, nor is there a guarantee that calling for EMS will result in the patient’s desired response. In this report, the challenges are discussed with possible solutions presented.

The world is rapidly urbanizing, and so is internal displacement. However, knowledge about the specific situation of internally displaced persons (IDPs) in urban settings and how it differs from, and impacts on, their host communities is still limited, and responses continue to be inadequate. This article analyzes the particular needs of urban IDPs by taking into account how the various contexts and patterns of urban internal displacement contribute to shaping people's experience. It discusses three key challenges that humanitarian actors are faced with in developing effective responses: identifying and reaching IDPs in urban settings, addressing their urgent protection concerns, and supporting their local integration. It concludes by pointing out the need for methodological and operational guidance on how to bring together area-based approaches that account for the impact of displacement on entire urban communities, and tailored approaches addressing IDPs’ specific needs in urban settings. The need for stocktaking exercises and more effective sharing of experiences among practitioners, municipal authorities and policy-makers is also underlined.

This article presents, for the first time, a continuous series of value of Honduran exports and imports for the period 1880-1930, extending the series previously available from Notten (2012). The new series were constructed based on the official statistics of the main trading partners of Honduras (United States, Great Britain, Germany and France) corrected from Honduran and complementary sources. The correction criteria applied are based on the results of a previous reliability validation exercise. The data obtained allow to delimit a new chronology of the foreign trade of Honduras where the “export age” began before the banana export boom that took place between 1903 and 1930.

Both active and passive human interactions with reef fish communities are increasingly recognized to cause fish behavioural changes. However, few studies have considered how these behavioural adaptations impact standard reef survey techniques, particularly across natural gradients of interest to ecologists and reef managers. Here we measure fish abundance, biomass and minimum approach distance using stereo-video surveys to compare the effects of bubble-producing open-circuit scuba vs near-silent closed-circuit rebreathers. Surveys extended across a shallow to upper-mesophotic gradient on the fringing reefs of Utila, Honduras, to explore how the effects of diver gear choice vary with depth. For most fish families we recorded similar abundances and biomass with the two diving techniques, suggesting that open-circuit transects are generally appropriate for surveying western Atlantic reefs similar to Utila with regular tourist diving but no spearfishing. Despite no overall significant difference in fish abundance or biomass, we identified several fish families (Labridae, Pomacentridae, Scaridae) that allowed closed-circuit rebreather divers to approach more closely than open-circuit divers. In addition, smaller fish generally allowed divers to approach more closely than larger fish, and in most cases divers could approach fish more closely on mesophotic than shallow reefs. Despite these significant differences in approach distances, their magnitude suggest they are unlikely to affect reef fish detectability during normal fish surveys for most families. Our findings highlight the importance of considering variation in fish behavioural adaptations along natural gradients such as depth, which otherwise has the potential to cause biases when surveying by traditional monitoring programmes.

Six new species of the Neotropical genus Tetrapterys (Malpighiaceae) are described and illustrated: T. amazonica C.E.Anderson (Brazil, Colombia and Peru), T. andersonii C.E.Anderson (Mexico), T. callejasii W.R.Anderson (Colombia), T. molinae W.R.Anderson (Honduras), T. rzedowskii W.R.Anderson (Mexico) and T. steyermarkii W.R.Anderson (Colombia and Venezuela). All have 4(–6)-flowered umbels as the ultimate inflorescence units, glabrous yellow petals, and samaras with a small dorsal wing in addition to the four large lateral wings.

This study compared the life histories of Hemidactylus frenatus, a significant invasive gecko, and Phyllodactylus palmeus, a Honduran endemic, over 10 wk, June–August 2013 at 12 study sites on the Honduran island of Cayo Menor of the Cayo Cochinos archipelago where H. frenatus arrived in 2008. Three different life-history traits related to invasion success were measured: body size, fecundity and population size. During the study 140 natives and 37 non-natives were captured, weighed, measured and marked uniquely. The number of gravid females and number of eggs were also recorded. Phyllodactylus palmeus was the significantly larger of the two species (60% larger mass, 25% longer SVL) and had higher population abundance at all 12 study sites with some sites yielding no H. frenatus individuals. However, H. frenatus had a larger proportion of gravid females. Observations that the native species is more common despite being sympatric with a known aggressive invader suggest two possibilities: the island is at the start of an invasion, or that the two species co-exist in a more stable fashion.

The species of Podocarpus L’Hér. ex Pers. (Podocarpaceae) occurring in the Central America and Northern Mexico Bioregions are revised. Four species (Podocarpus costaricensis de Laub., P. guatemalensis Standl., P. matudae Lundell, P. oleifolius D.Don) occur in these bioregions as well as three infraspecific taxa, that are here all treated as subspecies [Podocarpus matudae subsp. matudae, P. matudae subsp. jaliscanus (de Laub. & Silba) Silba, P. oleifolius subsp. costaricensis (J.Buchholz & N.E.Gray) Silba]. A fifth species, Podocarpus magnifolius J.Buchholz & N.E.Gray, may also be present in Panama but this requires verification; a brief account is provided. Podocarpus monteverdeensis de Laub. is considered a synonym of P. oleifolius subsp. costaricensis, the concept of which is amplified to include all Central American material of P. oleifolius. Several previously recognised infraspecific taxa within both Podocarpus guatemalensis and P. matudae are reduced to synonymy. Within Podocarpus matudae, P. matudae subsp. matudae is regarded as including subsp. macrocarpus and subsp. reichei but P. matudae subsp. jaliscanus is regarded as a distinct, second subspecies disjunct in westernmost Mexico. Podocarpus costaricensis, P. matudae (both subspecies) and P. oleifolius subsp. costaricensis are endemic to these bioregions. A key is provided, all definitely recorded species are illustrated and the distributions of all definitely recorded taxa are mapped. The distributions are discussed in relation to the geology and geological history of the region as well as altitude and climate. New IUCN conservation assessments are proposed for Podocarpus matudae subsp. jaliscanus, P. matudae subsp. matudae and P. oleifolius subsp. costaricensis while details of the current assessments for the remaining taxa (including Podocarpus matudae as a whole) are given. Two appendices list all accepted names and synonyms, and give a list of exsiccatae.
