In the span of ten years, what started as a minor commercial enterprise in a faraway African territory grew into an important extension of the German state. This article reorients our understanding of the relationship between the Kaiserreich and its overseas empire, specifically with a focus on Captain Hendrik Witbooi and on how the Witbooi Namaqua he led influenced the evolution of German imperial rule in Southwest Africa between 1884 and 1894. Witbooi's refusal to accept imperial authority compelled colonial officials to confront their administrative limitations in the colony. When the façade of imperial fantasy gave way to colonial reality, German administrators expanded the size and scope of the imperial government to subdue the Namaqua. The article emphasizes the appointments of Landeshauptmann Curt von François and Governor Theodor Leutwein as critical examples of Witbooi's impact on imperial policy, as well as the colonial administration's embrace of military violence to attain German supremacy in Southwest Africa. An emphasis on the Witbooi Namaqua illustrates the prominent role of Africans in German colonial history and exposes how peoples in distant places like Windhoek and Otjimbingwe manipulated official efforts to control and exploit the colony.

Before the commercialization of colonialism, Germans primarily engaged with the possibility of a German colonial empire through German explorers of Africa. This article examines the discourse about such men with an eye to the ways in which Germans formulated identities around them as celebrities in the early Kaiserreich. A shift in the discourse is observable around the time of the beginning of formal German colonialism in the mid-1880s. To that point, observers had placed German explorers within an international scientific community defined by its cosmopolitanism. From the mid-1880s, explorers more often appeared as embodiments of a chauvinistic national identity that defined German colonialism as superior to other variants. This discursive shift was indicative, on the one hand, of the erosion of the Bildungsbürgertum's control of the meaning of German colonialism and, on the other, of the emergence of alternative colonialist identities through public engagement with the exploration of Africa.

This article examines writings on the Zigeuner (“Gypsies”) by three prominent Hungarian-German scholars—Johann Schwicker, Anton Herrmann, and Heinrich von Wlislocki—as responses to Magyarization pressures, which divided Hungarian-Germans by threatening the traditional privileges of some while offering others opportunities for social advancement. Hungarian and German elites alike cast Zigeuner as primitive Naturvölker in an effort to legitimize reform efforts. By writing about the Zigeuner, scholars asserted competing Magyar and German models for modernization and reform. Passionate German nationalist Johann Schwicker called for the Zigeuner to assimilate into Hungarian and Romanian culture, arguing that Germanization was beyond their reach, thereby asserting German culture's supposedly superior status as an elite culture. By contrast, Hungarian nationalist Anton Herrmann urged the Magyarization of the Zigeuner to strengthen the Hungarian nation-state, denigrating the role of German and Romanian culture. Finally, Heinrich Wlislocki rejected all nationalist modernizing efforts, presenting the Zigeuner as a romantic symbol of the premodern age. In all three cases, Schwicker's, Herrmann's, and Wlislocki's Zigeuner bore very limited resemblance to Romani lived experience. Collectively, the writings of these three scholars illustrate both the range of Hungarian-German responses to nationalist modernization, as well as the role of national disputes in shaping Zigeunerkunde (“Gypsy Studies”).

This article revisits the interplay between enterprise, technology, science, and the state in the latter stages of Prussia's “early industrialization.” Tracing the footsteps of Werner Siemens as he sought to establish a business in Berlin during the 1840s, it highlights the social networks that enabled individuals and ideas to circulate between the military establishment, administrative departments, scientific circles, and entrepreneurial communities. At heart, these abstract entities constituted dense clusters of individuals who shared strong connections to one another, but whose contacts with other groups also enabled them to mobilize resources. During the 1840s, fostered by the dynamism of Berlin's expansion, social networks stepped into the breach caused by the Reform Era's upheaval of traditional employment structures and the emergence of a market economy. They provided a means of negotiating the uncertain socioeconomic circumstances that characterized Vormärz Prussia.

In January 1919, the Bürgertum of the Bavarian town of Hof voted overwhelmingly for the left-liberal German Democratic Party (Deutsche Demokratische Partei, DDP). But the following summer, in the Reichstag elections of June 1920, the Democrats sustained significant losses against the right-wing nationalist Bavarian Middle Party (Bayerische Mittelpartei, BMP). This article explores the rise and fall of the DDP in Hof by showing that a pro-republican politics initially proved popular among the local Bürgertum, until its credibility was undermined and ultimately destroyed by a series of devastating crises: the Bavarian Räterepublik of April 1919, the publication of the Versailles Treaty a month later, and the revolutionary and counterrevolutionary convulsions triggered by the Kapp Putsch in March 1920. This article concludes that political violence and a burgeoning confrontation between bürgerliche and socialist milieus were the key factors in explaining the eclipse of left-liberalism in Hof during the first years of the Weimar Republic.

In the early 1920s, the press faced an existential challenge. Publishers proclaimed the death of news, not because nothing was happening, but because there was insufficient paper to print newspapers. While historians of the early modern period have long investigated material constraints on the spread of information, the problem of paper in Weimar Germany shows that the economics and politics of supply chains continued to shape cultural production in the twentieth century as well. Rationing during World War I subsequently became a crisis in the 1920s, when paper shortages, which had started as an issue of prices and supply chains, ballooned into a discussion about the role of the press in political and economic life, about the relationship between the federal states and the central government, and about the responsibility of a democratic government to ensure an independent press. Paper became a litmus test for the relationship between politicians and the press. The failure to resolve the crisis not only undermined the trust of publishers in Weimar institutions, but, this article argues, also enabled greater control by right-wing media empires. The public sphere, it turned out, had a very material basis.

A variety of external forces led to the division of Germany after 1945, and, almost three decades after the fall of the Berlin Wall, division continues to persist as a social, economic, and political factor in united Germany. This article contributes to scholarly efforts aimed at delineating the ways in which division became a component in the self-perception of many Germans. Focusing on farmers, it shows that their attachment to the land was one such path. At the same time, it argues that farmers were among the first to contend with division in 1945 and, as the most numerous participants in the so-called Little Border Traffic (Kleine Grenzverkehr) between the two postwar states, were keenly aware of the growing division of Germany from its earliest days. The article highlights the choice that farmers made between living in East or in West Germany, arguing that because crossing the border was optional until the mid-1960s, and because land was much less available in the West than in the East, many East German farmers came to associate life in West Germany with the loss of land—and life in East Germany with an ability to keep it. When deciding to stay put, flee westward, or move from West to East, farmers prioritized the degree to which they were attached to their land and property. By making that choice, they cemented their self-perception as belonging to one of the opposing sides. This was not an ideological declaration per se, but rather one rooted in eminently practical considerations.

This article considers the fate of Prussian buildings and memorials in East Germany between 1945 and 1961. Analyzing a number of case studies from Berlin and Potsdam, it places the treatment of these structures within the broader contours of history management practices. Although this era was characterized by a strong anti-Prussian sentiment in the GDR's historical discourse, it also witnessed a complex interaction between the SED and its historical inheritance. This interaction often influenced decisions about the fate of Prussian structures in the GDR as much as any animosity toward Prussia as a historical entity did.

This article examines the role of the German language in early Jewish nationalism. It focuses on the publication, reception, and afterlife of the pamphlet Autoemancipation!, published in 1882 by Leon Pinsker, a Russian Jewish doctor. The first Jewish nationalist pamphlet to be written in German by a Russian Jew, its rhetoric and terminology tapped into various Jewish and European discourses of emancipation. Pinsker not only challenged the legal-political conception of emancipation as it had been commonly used in German-Jewish discourse, but also mobilized its social and revolutionary connotations, which had been associated with radical European political movements since 1848. Moreover, Autoemancipation! marked a shift in Jewish political culture with regard to the potential function of the German language. Since the late eighteenth century and through the nineteenth century, German had a controversial status in Central and Eastern European Jewish societies given its association with Jewish Enlightenment, religious reform, secularization, and assimilation. Pinsker was the first to use German as a transnational language aimed at promoting the Jewish national cause. In this respect, Autoemancipation! set in motion a process whereby German became the chief language of Jewish nationalist activism.

A new feature of World War II was the physical proximity of a growing number of women to death and destruction. Britain and the United States bombed Germany with the hope that the bombs would demoralize the population and thus defeat the Third Reich from within. Yet, even during the heaviest bombings between 1943 and 1945, no widespread organized dissent formed against the Nazi regime. Taking into account affect concepts of morale, this article examines the gendered experience of bombing in Darmstadt, a small town near Frankfurt am Main. It is based on largely unexamined home-front narratives from 1945, namely, transcribed United States Strategic Bombing Survey (USSBS) interviews with Germans who had recently lived through a period of intense air warfare. The experience with deadly force, as well as the gendered and generational preparation with which individuals encountered and made sense of it, shaped morale and social reorganization in a hopeless war. The affective dialogue between the personal sphere of survival and the public sphere of warfare revealed increasingly fluid gender roles in a besieged Third Reich. The bombing set the stage for a period of female self-sufficiency from as early as 1942, which means that increasing opportunities for female agency—usually associated with the “hour of the woman” during the final days of the war and the Allied occupation in postwar Germany—had appeared much earlier.

This article traces the rise of new ideas about energy and growth in West Germany between 1973 and 1986. It shows how new economic expertise emerged in response to the oil shocks, and looks at how West Germany could, paradoxically, sustain growth in a world of seemingly exhausted and insecure energy sources. These experts reconceptualized the economy to imagine a future where “decoupling”—reducing energy consumption while expanding Gross Domestic Production—was possible. They found support in the Social Democratic Party, which, in using their ideas to overcome an internal rift precipitated by the rise of the Green movement in the 1970s, helped make these new ideas mainstream. Investigating this new energy paradigm helps us understand why Germany began to diverge from other large, industrialized states in the 1980s, as it increasingly focused on energy conservation rather than on expanding its energy supply.

Last year marked the thirtieth anniversary of the so-called Historikerstreit (historians’ quarrel), as well as the twentieth anniversary of the lively debate sparked by the publication in 1996 of Daniel J. Goldhagen's Hitler's Willing Executioners: Ordinary Germans and the Holocaust. To mark the occasion, Central European History (CEH) has invited a group of seven specialists from Australia, Germany, Great Britain, and the United States to comment on the nature, stakes, and legacies of the two controversies, which attracted a great deal of both scholarly and popular attention at the time. To set the stage, the following introduction provides a brief overview of the two debates, followed by some personal reflections.

According to Friedrich Engels, communists would “take an axe to the root of crime.” Criminality was, in this and similar views, “alien” to the very essence of prevailing social conditions in communist societies and ought to have disappeared as a phenomenon as soon as socialism was established. Yet, despite the ruling Socialist Unity Party's (SED) claim to have created “really existing socialism” in East Germany, crime existed and persisted. Official statistics showed that over one hundred thousand incidents of “everyday” criminal offenses, such as theft, were recorded annually. The SED regarded public relations work concerning criminality as essential to its prevention. This article examines the narrative of crime that appeared in the pages of the East German magazine Neue Berliner Illustrierte, which, following SED instructions, attempted to shape public perceptions by informing readers that crime rates were decreasing and that no serious crimes were taking place. Moreover, the articles made it clear that the only way to eliminate the causes of crime were for citizens to live according to the socialist tenets set forth by the party. As this suggests, the regime used the media and its treatment of crime and criminality in an attempt to win greater legitimacy and coopt citizens for the socialist project.

This article focuses on compulsory psychiatric admissions in the early German Democratic Republic (GDR). Until 1968 there were no East German laws regulating such hospitalizations, a regulatory vaccuum filled by neither the police nor the judicial system. Instead, families made decisions in conjunction with medical personnel about sometimes unlimited stays in psychiatric institutions and clinics—a practice that calls into question popular scholarly characterizations of the relationship between state and society in the GDR. Previous research has explicitly argued that GDR citizens had agency and acted in a so-called eigensinnige manner in many areas, but has not examined this issue with regard to the sensitive practice of forced psychiatric admissions: where there was no state interest, no Eigensinn vis-à-vis authorities was necessary. This was an especially curious constellation given that psychiatric institutions were run by the East German state and that state interventions in this area had been well established under the Third Reich, as well as in the Soviet Union, which served in many areas as a model for the GDR. One might well have expected that continuing state intervention would have thus been path-dependent. This article suggests resurrecting the term Vergesellschaftung (socialization), only shortly discussed in the 1990s, as a way in which to understand the way in which agency on the part of patient families compensated for the absence of formal state regulations regarding such admissions. The term nicely captures such routine forms of compensation by East German society in areas where the state abdicated its responsibility—as was the case in the early GDR when it came to forced psychiatric hospitalizations.
