Infants and children born with CHD are at significant risk for neurodevelopmental delays and abnormalities. Individualised developmental care is widely recognised as best practice to support early neurodevelopment for medically fragile infants born premature or requiring surgical intervention after birth. However, wide variability in clinical practice is consistently demonstrated in units caring for infants with CHD. The Cardiac Newborn Neuroprotective Network, a Special Interest Group of the Cardiac Neurodevelopmental Outcome Collaborative, formed a working group of experts to create an evidence-based developmental care pathway to guide clinical practice in hospital settings caring for infants with CHD. The clinical pathway, “Developmental Care Pathway for Hospitalized Infants with Congenital Heart Disease,” includes recommendations for standardised developmental assessment, parent mental health screening, and the implementation of a daily developmental care bundle, which incorporates individualised assessments and interventions tailored to meet the needs of this unique infant population and their families. Hospitals caring for infants with CHD are encouraged to adopt this developmental care pathway and track metrics and outcomes using a quality improvement framework.

During the past decade—more precisely during the last five to seven years—the increased use of urban guerrilla warfare and terrorism have characterized the activities of many revolutionary groups in the less developed world. High-lighted by the olympic assassinations of 1972, this phenomenon has also been evident in various African and Asian states. It is in Latin America, however, that the change from the traditional rural base for guerrilla operations to an urban environment has been most pronounced. The years from 1962 to 1967 saw many Latin American insurgents copying the Cuban revolutionary model, with its emphasis on rural guerrilla operations and the peasantry as the ultimate motive force, but recent years have seen an equally strong pull toward either purely urban insurgency or a more balanced strategy according equal importance to both rural and urban activities. In either case, the identifiable shift away from a totally rural guerrilla strategy for most Latin American revolutionary groups seems an established fact.

Urban insurgency has been used with increasing frequency and effectiveness in many areas of the developed and less developed world during the past decade. In Latin America, this trend toward expanded urban guerrilla warfare has been most pronounced in Brazil, Uruguay, and Argentina. In the three nations, revolutionary forces have rejected completely the concept of the primacy of guerrilla activities based in the countryside, a theory adapted to the Latin American environment by Cuba's Ernesto “Che” Guevara and French Marxist Régis Debray. Instead, attention has been focused on organizing and developing guerrilla and terrorist operations in such population centers as Rio de Janeiro, São Paulo, Montevideo, Buenos Aires, Rosario, and Córdoba. We improve on and generalize a 1960 result of Maltsev. For a field F, we denote by $H(F)$ the Heisenberg group with entries in F. Maltsev showed that there is a copy of F defined in $H(F)$ , using existential formulas with an arbitrary non-commuting pair of elements as parameters. We show that F is interpreted in $H(F)$ using computable $\Sigma _1$ formulas with no parameters. We give two proofs. The first is an existence proof, relying on a result of Harrison-Trainor, Melnikov, R. Miller, and Montalbán. This proof allows the possibility that the elements of F are represented by tuples in $H(F)$ of no fixed arity. The second proof is direct, giving explicit finitary existential formulas that define the interpretation, with elements of F represented by triples in $H(F)$ . Looking at what was used to arrive at this parameter-free interpretation of F in $H(F)$ , we give general conditions sufficient to eliminate parameters from interpretations.

For a ring R, Hilbert’s Tenth Problem $HTP(R)$ is the set of polynomial equations over R, in several variables, with solutions in R. We view $HTP$ as an enumeration operator, mapping each set W of prime numbers to $HTP(\mathbb {Z}[W^{-1}])$ , which is naturally viewed as a set of polynomials in $\mathbb {Z}[X_1,X_2,\ldots ]$ . It is known that for almost all W, the jump $W'$ does not $1$ -reduce to $HTP(R_W)$ . In contrast, we show that every Turing degree contains a set W for which such a $1$ -reduction does hold: these W are said to be HTP-complete. Continuing, we derive additional results regarding the impossibility that a decision procedure for $W'$ from $HTP(\mathbb {Z}[W^{-1}])$ can succeed uniformly on a set of measure $1$ , and regarding the consequences for the boundary sets of the $HTP$ operator in case $\mathbb {Z}$ has an existential definition in $\mathbb {Q}$ .

We present a broadband radio study of the transient jets ejected from the black hole candidate X-ray binary MAXI J1535–571, which underwent a prolonged outburst beginning on 2017 September 2. We monitored MAXI J1535–571 with the Murchison Widefield Array (MWA) at frequencies from 119 to 186 MHz over six epochs from 2017 September 20 to 2017 October 14. The source was quasi-simultaneously observed over the frequency range 0.84–19 GHz by UTMOST (the Upgraded Molonglo Observatory Synthesis Telescope) the Australian Square Kilometre Array Pathfinder (ASKAP), the Australia Telescope Compact Array (ATCA), and the Australian Long Baseline Array (LBA). Using the LBA observations from 2017 September 23, we measured the source size to be $34\pm1$ mas. During the brightest radio flare on 2017 September 21, the source was detected down to 119 MHz by the MWA, and the radio spectrum indicates a turnover between 250 and 500 MHz, which is most likely due to synchrotron self-absorption (SSA). By fitting the radio spectrum with a SSA model and using the LBA size measurement, we determined various physical parameters of the jet knot (identified in ATCA data), including the jet opening angle ( $\phi_{\rm op} = 4.5\pm1.2^{\circ}$ ) and the magnetic field strength ( $B_{\rm s} = 104^{+80}_{-78}$ mG). Our fitted magnetic field strength agrees reasonably well with that inferred from the standard equipartition approach, suggesting the jet knot to be close to equipartition. Our study highlights the capabilities of the Australian suite of radio telescopes to jointly probe radio jets in black hole X-ray binaries via simultaneous observations over a broad frequency range, and with differing angular resolutions. This suite allows us to determine the physical properties of X-ray binary jets. Finally, our study emphasises the potential contributions that can be made by the low-frequency part of the Square Kilometre Array (SKA-Low) in the study of black hole X-ray binaries.

Identifying the potential pathways linking childhood abuse to depression and suicidal ideation is critical for developing effective interventions. This study investigated implicit self-esteem—unconscious valenced self-evaluation—as a potential pathway linking childhood abuse with depression and suicidal ideation. A sample of youth aged 8–16 years (N = 240) completed a self-esteem Implicit Association Test (IAT) and assessments of abuse exposure, and psychopathology symptoms, including depression, suicidal ideation, anxiety, and externalizing symptoms. Psychopathology symptoms were re-assessed 1–3 years later. Childhood abuse was positively associated with baseline and follow-up depression symptoms and suicidal ideation severity, and negatively associated with implicit self-esteem. Lower implicit self-esteem was associated with both depression and suicidal ideation assessed concurrently and predicted significant increases in depression and suicidal ideation over the longitudinal follow-up period. Lower implicit self-esteem was also associated with baseline anxiety, externalizing symptoms, and a general psychopathology factor (i.e. p-factor). We found an indirect effect of childhood abuse on baseline and follow-up depression symptoms and baseline suicidal ideation through implicit self-esteem. These findings point to implicit self-esteem as a potential mechanism linking childhood abuse to depression and suicidal ideation.

Coronavirus disease 2019 (COVID-19) has migrated to regions that were initially spared, and it is likely that different populations are currently at risk for illness. Herein, we present our observations of the change in characteristics and resource use of COVID-19 patients over time in a national system of community hospitals to help inform those managing surge planning, operational management, and future policy decisions.

The Editors-in-Chief have decided that we will provide our much-cherished readers with an editorial every so often as a way of sharing insights from the “machine room” where so much of the thinking and work is done to publish the German Law Journal. We want to let you in on the ideas that are on our minds, share with you our observations, and include you in the conversations we are having that might be of interest to you. We begin this tradition with this issue, Volume 21 – Number 6. Andrew Hyde, a member of the editorial team with which the Journal has partnered at Cambridge University Press, as well as Russell A. Miller and Emanuel V. Towfigh, two of the Journal’s co-Editors-in-Chief, open our From the Headquarters Essay with a piece on the Journal’s experiences with and its further plans for making open-access (OA) publishing economically viable. Related to that theme, we also want to share news with you about the introduction of a voluntary article processing charge this fall. On 17 July 2002, the First Senate of the Bundesverfassungsgericht (Federal Constitutional Court) upheld the recently enacted Lebenspartnerschaftsgesetz (Lifetime Partnership Act). The Court found, unanimously, that the process leading to the law's enactment was constitutional. The Court further found, over three dissenting votes, that the substance of the law conforms to the Grundgesetz (GG - Basic Law).

In an essay from 1998 the comparative law scholar Pierre Legrand asked the question “are civilians educable?” It was a theme that had preoccupied him for some years as he agonized over what he regarded as the intolerant, totalizing, and normalizing manner in which civilian legal systems and their acolytes encounter other legal traditions. He had documented, for example, the ways in which Quebec's new 1994 Civil Code constructively sought to suppress and exclude the significant and historically relevant Anglophone community in Quebec. Legrand argued that this domineering posture is a product of the civil law's cosmological and autarkic mentality. “The difficulty,” Legrand lamented, “is that the civil law mind … is reflexively imperialistic … because of its penchant for universalization.” Far more than his disquiet over the precarious future of Quebec's Anglophone community, Legrand came to be concerned about the fate of the English common law tradition in the face of the European Union's convergence agenda. This was, to Legrand's mind, an apocalyptic confrontation between England's still-proud legal culture and Europe's horsemen of convergence: the ECJ, the Commission, the Parliament. With increasing distress Legrand turned his attention to the way in which the European Community (and later the Union) “is liable to achieve … the marginalization of one of the subcultures that have defined western Europe historically.” He would go on to insist that “European legal systems are not converging” and to raise ever-more strident objections to the idea of a European civil code. This would not cease until Legrand had written “Antivonbar,” an incendiary manifesto aimed at salvaging the English common law from what he viewed as the Union's closed-fisted and violent politics of supremacy, which had taken the form of the proposed European Civil Code.

The third essay in Habermas' collection The Divided West is entitled “February 15, or: What Binds Europeans.” The essay regionalizes the global claims Habermas makes in the longer chapter “Does the Constitutionalization of International Law Still Have a Chance?” That is, in “February 15” Habermas makes the case for a European post-national order that he hopes will become the vanguard for the emergence of universal cosmopolitanism. Habermas concludes that all that is lacking for the achievement of this beachhead from which Europe can, in its turn, champion a “community of free and equal citizens” in a “global public sphere,” is a “European identity.”

Critiques of Robert Kagan's recent, inflamatory work on the nature and state of transatlanticisim seem to come in three forms: material, analytical and emotional. By “material” I mean critiques of the fundamental and more or less obvious facts and structures out of which he has spun his claims. These facts amount to little more than the less than revelatory reminder that the U.S. devotes considerably more resources to security and defense spending than do Europeans. Critiques of Kagan's work at this level are pointless. At least on this much, Kagan has it right: we are now all too familiar with the staggering statistic that reveals that American security and defense spending is equal to the total of the expenditures of the next twenty countries.
