How does the public respond to court-packing attempts? Longstanding accounts of public support for courts suggest voters retaliate against incumbents who seek to manipulate well-respected courts. Yet incumbents might strategically frame their efforts in bureaucratic terms to minimize the public’s outcry or use court-packing proposals to activate a partisan base of support. Drawing on a series of survey experiments, we demonstrate that strategic politicians can minimize electoral backlash by couching court reform proposals in apolitical language, and institutional legitimacy’s shielding effect dissolves in the face of shared partisanship. These results shed new light on how ambitious politicians might avoid electoral consequences for efforts to bend the judiciary to their will.

In 2011, Bolivia became the first modern country to directly elect national judges. Reformers heralded the adoption of judicial elections as a “democratization of justice,” by which institutional independence would be assured, public confidence in the judiciary might be expanded, and various maladies of the judicial system would find resolution. We evaluate the elections in light of these objectives. We show candidates were advantaged when voters shared their partisan and demographic traits, resulting in unprecedented diversity on the national courts. Also, public confidence in the judiciary increased among government supporters but declined overall. We offer preliminary reflections for would-be reformers.

A critical question in invasion biology involves the relative importance of propagule rain and community invasibility. For plant invasions, invasibility is often related to disturbance, but few studies of forest invaders have simultaneously investigated both canopy and ground-level disturbance. We investigated the relative importance of seed rain, canopy disturbance, and soil disturbance in a mature forest in Maryland on the recruitment of four invasive species: wine raspberry (Rubus phoenicolasius Maxim.), Japanese barberry (Berberis thunbergii DC), multiflora rose (Rosa multiflora Thunb.), and Japanese stiltgrass [Microstegium vimineum (Trin.) A. Camus]. Using complete censuses of a 9-ha plot at two points in time (2011–12 and 2014), we mapped new recruits, and related their locations to canopy and soil disturbance, as well as to a seed rain index based on locations of reproducing plants and seed-dispersal kernels.

We found that propagule rain, as measured by the seed rain index, was a significant predictor of recruitment for B. thunbergii, R. phoenicolasius, and M. vimineum. For R. multiflora, seed sources were not located, precluding assessment of propagule rain, but recruitment was linked to canopy disturbance, as was recruitment of M. vimineum. However, because reproduction of R. phoenicolasius and, in some years, of B. thunbergii is higher in treefall gaps, these gaps experience higher propagule rain, with the result that recruitment is indirectly associated with these gaps. Ground-layer disturbance was an important predictor of recruitment only for B. thunbergii. Our findings reveal that the importance of propagule rain is the most consistent driver of recruitment, but canopy or ground-layer disturbance promotes recruitment of some invasive plant species.

The aim of this study was to calculate the risk for aneuploidy in twin pregnancies between 9–14 weeks utilizing maternal age, race and dizygotic twinning rates. Using previously published risks for aneuploidy in singletons and twins at the time of amniocentesis and at term, we calculated new risk estimates for twins at 9–14 weeks gestation or at the time of chorionic villus sampling. Using these tables, the risk for trisomy 21 in at least one fetus of a twin gestation in a 32-year-old at 9–14 weeks is 1/285 for Whites and for African- Americans. This is equivalent to the risk for trisomy 21 (1/265) in a 35-year-old woman with a singleton at the same gestational age. The risks for trisomies 18 and 13 also follow similar trends. In counseling women with twin pregnancies at the time of first trimester nuchal translucency screening or chorionic villus sampling, it should be noted that the maternal age-related risk for aneuploidy for a 32-year-old is equivalent to that of a 35-year-old woman with a singleton gestation.

Once-through fuel cycles directly dispose of one primary waste form: spent nuclear fuel (SNF). In contrast, the reprocessed SNF yields multiple waste streams with different chemical, physical, and radionuclide characteristics. These different characteristics of each waste stream imply that there are potential cost and performance benefits to developing different disposal sites that best match the disposal requirements of each waste stream. Disposal sites as defined herein may be located in different geologies or in a single repository containing multiple sections, each with different design characteristics. The paper describes the results of a series of studies on disposal options for specific wastes and the potential for a waste management system that better couples various reprocessing plant wastes with disposal facilities.

The issue of specificity in tyrosine kinase intracellular signaling mediated by src homology 2 (SH2) domains has great importance in the understanding how individual signals maintain their mutual exclusivity and affect downstream responses. Several proteins contain tandem SH2 domains that, on interacting with their ligand, provide a higher level of specificity than can be afforded by the interaction of a single SH2 domain. In this study, we focus on the comparison of two proteins ZAP70 and the p85 subunit of PI 3-kinase, which although distinctly different in function and general structure, possess tandem SH2 domains separated by a linker region and which bind to phosphorylated receptor molecules localized to the cell membrane. Binding studies using isothermal titration calorimetry show that these two proteins interact with peptides mimicking their physiological ligands in very different ways. In the case of the SH2 domains from ZAP70, they interact with a stoichiometry of unity, while p85 is able to make two distinct interactions, one with a stoichiometry of 1:1 and the other with two p85 molecules interacting with one receptor. The observation of two different modes of binding of p85 might be important in providing different cellular responses based on fluctuating intracellular concentration regimes of this protein. Thermodynamic data on both proteins suggest that a conformational change occurs on binding. On investigation of this structural change using a truncated form of p85 (including just the two SH2 domains and the inter-SH2 region), both NMR and circular dichroism spectroscopic studies failed to show significant changes in secondary structure. This suggests that any conformational change associated with binding is small and potentially limited to loop regions of the protein.

To date, the business ethics movement has mainly concentrated on reaching the troops, not the generals. But the issue that will determine how well this movement succeeds in the opening decades of the new millennium is not how we drive ethics and compliance programs down an organization, but how we integrate considerations of ethics and values up in an organization. We must broaden the present group of business ethics advocates by enlisting influential policymakers, opinion leaders, the media, boards of directors, CEOs, investment bankers, international economic experts, and others who comprise what we might call the International Club of Thinkers and Doers. The key to ethical health in the future is a process that will drive integrity-based leadership and governance to the top of our global business organizations, with a goal to achieving global and universal standards of fundamental ethical values.

The subject of penance and confession is central in the writings of Alcuin of York (†804), and found in many different literary genres: e.g., liturgical writings, devotional works, letters, and small treatises. The genius of Alcuin, as well as the principal thrust of his work at the court of Charlemagne, lay in pedagogical concerns. Within the school reform, however, we find traces of theological thought, most notably his ideas regarding penance. His overriding interest was pastoral rather than theoretical. He was concerned about the well-being of his pupils and it was for them that he composed his most important treatise on confession and penance, Ad pueros sancti Martini.

In this paper we report new evidence on the importance of price level inertia in the four major European countries: Germany, Prance, Italy and the United Kingdom. We focus on the sensitivity of the results to different proxies for aggregate demand and different measures of equilibrium (or trend output). Overall, our results confirm the findings of related studies, and show that price level inertia is present to a significant degree in Europe. In addition, monetary aggregates appear to be a poor proxy for aggregate demand because of systematic movements in velocity.

A solution is obtained for the signal-noise problem X = M + Z in which M and Z are independent Gaussian processes. Conditions on the processes are given which insure that the best estimate under generalized square — error loss is the conditional mean of M given X = x. A sequence of approximators of the best estimate is also given.
