The US recession of 1937–8 is one of the deepest on record. Yet it did not produce a global depression – quite unlike 1930. According to the standard view, this reflected an unfettering of central banking after the collapse of the international gold standard circa 1931. We challenge this view. While Germany and a couple of Central and Eastern European countries were sheltered by binding exchange controls, most countries were still constrained by their golden fetters, as our new exchange rate regime classification suggests. The underlying policy regime was surprisingly similar to that of the 1929–30 downturn. What mattered was a quick reversal in US policy in 1938 and, for many countries, a more plentiful stock of international reserves.

Introduction
‘Bretton Woods’ is many things. Superficially, it is the New Hampshire resort where the globe's soon-to-be victorious nations agreed in principle to a new postwar order. It is also the ‘Bretton Woods institutions’, which gave rise to the World Bank, the International Monetary Fund and, with some delay, the World Trade Organization. And it is the most ambitious international monetary experiment in human history: the ‘Bretton Woods system.’ Governments of most of the world's main trading nations agreed to guarantee the price of dollars in their local currency. To appreciate this brio, imagine a government agreeing internationally to guarantee the price of any asset: a home, a share, a bond. As one of the foremost monetary law experts at the time commented, ‘The new plans are of a complication entirely unprecedented in the history of international law’ (Nussbaum 1944, 256).
How was this possible? One answer is Ragnar Nurkse. His International Currency Experience: Lessons of the Inter-war Period perfectly supported the case made by Keynes and White for an audacious codification of international finance. Nurkse's book sought to uncover the sources of interwar economic implosion; its villain is the international monetary system. The account is so thorough, so accessible and so compelling that its basic premises were considered axiomatic well into the second half of the twentieth century.

The Full-sky Astrometric Mapping Explorer (FAME) is designed to perform an all-sky, astrometric survey with unprecedented accuracy. It will create a rigid astrometric catalog of 4 × 107 stars with 5 < mV < 15. For bright stars, 5 < mV < 9, FAME will determine positions and parallaxes accurate to < 50 μas, with proper motion errors < 50 μas/yr. For fainter stars, 9 < mV < 15, FAME will determine positions and parallaxes accurate to < 500 μas, with proper motion errors < 500 μas/yr. It will also collect photometric data on these 4 × 107 stars in four Sloan Digital Sky Survey colors. NASA selected FAME to be one of five MIDEX missions funded for a concept study.
