Summary
State parties to multilateral environmental agreements establish secretariats to undertake tasks required for the efficient operation of the treaty body. A key area of responsibility for secretariats is the organization of meetings of Conferences of the Parties (COPs), during which state parties negotiate the ongoing work and focus of the treaty, including the budget that the secretariat can access for its activities during the subsequent year(s). A close examination of the decision-making process and structures for these budgets offers a window into the principal–agent relationship between member states and secretariats. This examination explores a mechanism through which the principals (states) exercise authority over the cognitive, normative, and executive influence of secretariats (agents), while at the same time demonstrating that these agents are seeking such influence in the first place. The chapter explores the negotiation dynamics regarding the budgets for the Rio Conventions – the United Nations Framework Convention on Climate Change, the Convention of Biological Diversity, and the United Nations Convention to Combat Desertification – as well as budget dilemmas faced by two multilateral scientific bodies to explore the accountability mechanism that are brought to the relationship between member states and secretariats.

Firefighting service is known to involve high rates of exposure to potentially traumatic situations, and research on mental health in firefighting populations is of critical importance in understanding the impact of occupational exposure. To date, the literature concerning prevalence of trauma-related mental disorders such as posttraumatic stress disorder (PTSD) has not distinguished between symptomology associated routine duty-related exposure and exposure to large-scale disaster. The present systematic review synthesizes a heterogeneous cross-national literature on large-scale disaster exposure in firefighters and provides support for the hypothesis that the prevalence of PTSD, major depressive disorder, and anxiety disorders are elevated in firefighters compared with rates observed in the general population. In addition, we conducted narrative synthesis concerning several commonly assessed predictive factors for disorder and found that sociodemographic factors appear to bear a weak relationship to mental disorder, while incident-related factors, such as severity and duration of disaster exposure, bear a stronger and more consistent relationship to the development of PTSD and depression in cross-national samples. Future work should expand on these preliminary findings to better understand the impact of disaster exposure in firefighting personnel.

Three approaches to data analysis were compared to describe competitive interactions between wheat and Italian ryegrass. Replacement series were performed using the two species at total densities of 100, 200, and 400 plants/ m2, and separate monoculture experiments for each species at densities from 33 to 800 plants/m2. Approaches to data analysis included: 1) conventional analysis of replacement series experiments, 2) development of synthetic no-interaction responses from monoculture experiments for comparison with results from mixtures, and 3) responses of the reciprocal yield of individual plants to variation in densities of the two species. Wheat was the superior competitor to ryegrass; however, the three approaches varied in ability to quantify this competitive relationship. The conventional replacement series analysis was least sensitive in describing the influences of either density or proportion on the plant association. The synthetic no-interaction approach provided the most detailed analysis of the influence of proportion on the species interaction. The reciprocal yield approach provided the simplest and most sensitive analysis of the joint influences of density and proportion. The latter approach also provided the most quantitative analysis of the influence of density on the species interaction. Plant density and species proportion are important variables for interpreting the process of plant competition.

Child conduct problems (CP) reflect a heterogeneous collection of oppositional, aggressive, norm-violating, and sometimes violent behaviors, whereas child callous–unemotional (CU) behaviors reflect interpersonal styles of interactions reflecting a lack of guilt and empathy as well as uncaring and shallow emotional responses to others. Taken together, high levels of child CP and CU behaviors are thought to identify a relatively homogenous group of children at elevated risk for persistent and more severe problem behaviors across childhood and into adulthood. Although a large body of research has examined the developmental etiology of CP behaviors, only recently has a developmental psychopathology approach been applied to early CU behaviors. The current study examines multiple levels of contextual influences during the first years of life, including family socioeconomic status, household chaos, and parenting behaviors, on CP and CU behaviors assessed during the first-grade year. Whereas previous studies found associations between parenting behaviors and child problem behaviors moderated by household chaos, the current study found no evidence of moderation. However, path analyses suggest that the associations between child CP and CU behaviors and the contextual variables of socioeconomic status (family income and parental education) and household chaos (disorganization and instability) were mediated by maternal sensitive and harsh–intrusive parenting behavior. Analyses are presented, interpreted, and discussed with respect to both bioecological and family stress models of development.

Summary
Established in the 1950s, the oncology cooperative group system is a national clinical trials network supported by the National Cancer Institute (NCI) as part of its National Cancer Program. Membership is composed of public and private institutions, and includes researchers, physicians, and health care professionals. This clinical-trials network is responsible for conducting hundreds of clinical trials each year for the treatment and prevention of all types of cancer, and in the area of cancer symptom management. Since its development in 1983, the NCI-funded Community Clinical Oncology Program links community cancer specialists, primary care physicians, and health care providers to oncology cooperative groups and academic cancer centers. The portfolio of research conducted in the Community Clinical Oncology Program has broadened to include symptom management and quality of life research. The relatively new discipline of symptom research is becoming an increasingly important research focus within the cooperative group system.
In this chapter we summarize key accomplishments of the cooperative groups that have cancer-control research-base funding. Factors that have facilitated the successful conduct of symptom research are described, including cooperative group organizational factors, member institution characteristics, and characteristics associated with research protocols.
Overview of the cooperative group system
The NCI-funded groups responsible for developing and implementing cancer prevention and control clinical trials are called Research Bases. The oncology cooperative group system includes eight Research Bases with NCI-funded cancer-control research (Table 20.1). Each of these cooperative groups leads a research program that includes cancer control and prevention research, and cancer symptom management trials.
