We study a partial dewetting corner flow with a moving contact line at a finite Reynolds number,
$0<\mathit{Re}<O(100)$. When the speed of the moving contact line increases, the receding contact line appears with a corner shape that is also observed in a gravity-driven liquid droplet on an incline and on a plate withdrawn from a bath. In the current problem,
$\mathit{Re}\,{\it\epsilon}$ is larger than unity, where
${\it\epsilon}$ is the aspect ratio of the flow structure. Therefore, classical lubrication theory is no longer appropriate. We develop a modified three-dimensional lubrication model for the dewetting corner structure at
$\mathit{Re}\,{\it\epsilon}>1$ by taking into account the internal flow pattern and by scaling arguments. The key requirement is that the streamlines in the corner are straight and (nearly) parallel. In this case, we can obtain a modified pressure consisting of the capillary pressure and the dynamic pressure. This model describes the three-dimensional dewetting corner structure at the rear of the moving droplets at
$\mathit{Re}\,{\it\epsilon}>1$ and furthermore shows that the dynamic pressure effects become dominant at a small half-opening angle. Additionally, this model provides analytical results for the internal flow, which is a self-similar flow pattern. To validate the analytical results, we perform high-speed shadowgraphy and tomographic particle image velocimetry (PIV). We find a good agreement between the theoretical and the experimental results.

We have initiated a study of improved methods for implementing dry (AIROX) processing of commercial spent nuclear fuels for recycling back into light-water reactors. In this proliferation-resistant recycle, the spent fuel is converted to a powder, blended with fresh medium-enriched uranium powder, and refabricated into fuel elements. Evaluations of neutronic characteristics show that it will be necessary to remove a substantial portion of the neutronabsorbing fission products in the spent fuel, especially lanthanides and rhodium, in order to achieve efficient utilization of the spent fuel. We have already modeled oxidative vaporization of selected fission products from the powder at 1000 °C. In addition to permanent gases and fission products that are vaporized during pellet sintering, this can remove Tc, Mo, and some Ru and improve the neutronics. A number of approaches are being evaluated for removing lanthanides and rhodium, initially by thermodynamic modeling and review of literature. The lanthanides exist in solid solution with UO2 so separations methods will require conversion to fine powder; rhodium is present as a metallic inclusion in the epsilon phase. Chlorination of finely powdered oxide at 1100-1200 °C would vaporize substantial portions of Nd, Eu, Gd, and Rh. A fraction of the uranium would also vaporize; if significant, it could be recovered for recycle. Magnetic and electrostatic methods were evaluated for separation of lanthanide from spent fuel. They are not likely to be practical. However, static separation techniques may be applicable for removing rhodium in the fine powder metallic inclusions. These technicalconsiderations provide the basis for a suggested experimental program.

Assessments are made of the corrosion characteristics of spent nuclear fuel Zircaloy cladding in a Yucca mountain repository environment and the potential for the cladding to provide protection against radionuclide release following waste package failure. Considerations and assumptions includes a waste package life near 10,000 years and air-saturated water contacted with waste package corrosion product goethite, based on the near-field geochemical environment evaluated in the Yucca Mountain Viability Assessment [3]. Literature corrosion data (general, pitting, and localized crevice attack) are evaluated on the basis of these conditions and the expected chemical environments that can result on the surface of the fuel. General corrosion of Zircaloy is expected to be negligible and result in a lifetime of the SNF cladding of several hundred thousand years, approaching a million years. General surface pitting is not expected. Effects of crevice localized corrosion for periods beyond 10,000 years are uncertain and require modeling development and experimental characterization. Details of the evaluations that provide the basis for the conclusions are presented.

A substitute additive, HBF4, has been discovered that will replace Hg(NO3)2 catalyst for dissolving aluminum spent nuclear fuels in nitric acid for recovery of usable materials. The catalyst or substitute is necessary to penetrate a protective oxide film that continuously forms on the Al surface in the oxidizing acid. A penetration rate of alloy Al-6061 T6 of 40 mg/cm2-h can be achieved in a continuous dissolution process at 100 °C using a dissolvent of 0.15 M HBF4 in 7 M HNO3 that achieves a steady-state composition of 1.0 M Al3+ and 3.3 M HNO3, while maintaining a corrosion rate of a type 304L stainless steel dissolver vessel of 0.015 mm/mo. The penetration rate of aluminum is correlated with the equilibrium concentration of HF in the system. The postulated mechanism involves dissolution of the alumina film by approximately 0.006 M HF in equilibrium with the HBF4 and complexed aluminum fluoride species in nitric acid, which provide a large semi-buffered supply of HF. This allows the HNO3 to attack the aluminum metal. The small concentration of HF does not compete favorably with HNO3 for reaction with and consumption by Al.
