This article bridges the gap between the intellectual history and critical geography of neoliberalism through a study of the overlooked figure of the German economist Herbert Giersch. As a public economist and director of the Kiel Institute for the World Economy from 1969 to 1989, Giersch blended German traditions of location theory with liberal globalism to lay the foundation of a neoliberal economic geography. We show the origins of globalism at Kiel through the work of the institute's founder, Bernhard Harms, and Giersch's influences, including Johann Heinrich von Thünen, August Lösch, and Alfred Weber. We argue that Giersch's neoliberal economic geography emerged out of two perceived necessities in the 1970s. On the one hand, he saw a need to reorient German industry through import competition with the global South. On the other hand, he felt the need for an ethically defensible global imaginary to pose against both traditional German social democracy and the promise of the global South's New International Economic Order. In his metaphor of a landscape of so-called Schumpeterian volcanoes in which regions were locked in perpetual struggle for temporary monopoly positions against competitors, Giersch provided a powerful distillation of the geographic imaginary at the heart of the neoliberal movement since the 1970s.

This article explores the ideas of a key thinker of the International Working Men's Association in the 1860s and 1870s. César De Paepe, recognized by contemporaries as a major advocate of “collectivism,” attempted to justify social property as the logical consequence both of mutualist justice and of economic necessity. His theories played a significant role in informing the programs of other socialists in the turbulent 1870s, and sustained the successes of the Belgian workers’ party into the twentieth century. While historians focus on Marx and Bakunin or posit a break between “early” and “late” socialism, the study of De Paepe's writings in context draws attention to neglected themes in the intellectual development of modern socialism, and suggests that “utopianism” could underwrite practical politics. The article concludes by reflecting on De Paepe's significance for contemporary politics and the practice of intellectual history.

Historians often interpret American political thought in the early twentieth century through an opposition between the technocratic power of expertise and the deliberative promise of democracy, respectively represented by Walter Lippmann and John Dewey. This article explores Lippmann's concurrent controversy with Lewis Terman about intelligence testing, in which Dewey also intervened. It argues that the Lippmann–Terman controversy dramatized and developed a range of ideas about the politics of expertise in a democracy, which centered on explaining how democratic citizens might engage with and control the authority of experts. It concludes by examining the controversy's influence on democratic theory.

The figure of Oedipus haunted the thought of Michel Foucault from the outset of his tenure at the Collège de France, in association with several key philosophical and historical projects, and enduring until the conclusion of his career. However, it was with Foucault's account of an “Oedipus complex”—one that operated “not at the individual level but at the collective level; not in connection with desire and the unconscious but in connection with power and knowledge” (“Truth and Juridical Forms,” 1973)—that Foucault was able to enlist Oedipus for a genealogy of “sexuality” and, furthermore, of “governmentality,” such as would increasingly preoccupy him through the mid- to late 1970s. Foucault's attention to classical texts—in particular the Oedipus Tyrannos of Sophocles and the Republic of Plato—thereby helped to clear a critical pathway through the conventional Marxism embraced by the “repressive hypothesis,” and to arrive at a Nietzschean genealogy of sexuality and power.

This article examines the work of the intellectual historian and critic Stefan Collini (1947–). It illustrates his methodological approach to the study of history; traces the unexpected similarities between his intellectual practice and that of cultural critics as diverse as Matthew Arnold and William Empson; points to the differences in content and vision informing his manifold scholarly pursuits and those of other intellectual historians (e.g. Skinner) as well as critics (e.g. Mulhern and Eagleton); and levels some criticism at his writings. Specific attention is given to the centrality of cadence, congeniality, irony and sympathy, as well as to the function of the intellectual portrait in his narrative. The article's main claim is that Collini's history writing is better understood as the embodiment of the activity of the intellectual historian as critic. Situated within a broad range of different historical and critical practices, Collini's own practice is thoroughly analyzed both for its intrinsic value and for providing an original picture of the activity generally referred to as “intellectual history.”

It underplays the significance of James Kloppenberg's monumentally ambitious and massively learned Toward Democracy to call it a big book—though at seven hundred pages of text, a hundred pages of notes and another five hundred pages of additional endnotes online it is surely that. It is, in voice and subject, several books in one. The first is a sweeping narrative account of the struggles for self-rule in England, the United States, and France from the seventeenth century through the middle third of the nineteenth century. The great revolutions stand at this history's center—the Puritan Revolution of the 1640s, the British North Americans’ revolt against monarchy and their construction of an enduring kingless polity in the 1770s and 1780s, and the revolutionary upheaval in France in the years after 1789—their origins, struggles, and dramas etched with a skilled narrative historian's hand.

For European literati of the early twentieth century, Fyodor Dostoevsky represented a mythically Russian spirituality in contrast to a soulless, rationalized West. One such enthusiast was Georg Lukács, who in 1915 began a never-completed book about Dostoevsky's work, a model of spiritual community that could redeem a fallen world. Though framing his analysis in the language and themes of broader Dostoevsky reception, Lukács used this idiom innovatively to go beyond the reactionary implications this model might connote. Highlighting similarities with Max Weber's account of political ethics, I argue that Lukács developed an ethic derived from his reading of Dostoevsky, which focused on the idea of a hero defined by an ability to resolve the specific ethical dilemma of adherence to duty and moral law on the one hand, and, on the other, the need to restore spontaneous human community at a time when the social institutions embodying such laws had fallen into decay. Crucially, he deployed the same framework after his conversion to Marxism to justify revolutionary terror. However different his position from Dostoevsky's, it was through engagement with these novels that Lukács not only clarified his thought but also came to identify Lenin as a Dostoevskyan hero figure.

After a generation of grand stories about the rise of modern republican thought (the so-called “republican-synthesis” school epitomized by the works of Gordon Wood and J. G. A. Pocock), James Kloppenberg's new book, Toward Democracy: The Struggle for Self-Rule in European and American Thought, offers a history of democratic thought: what Kloppenberg calls “the idea of self-government.” In the course of nearly a thousand pages of text and notes, Kloppenberg traces democracy's emergence “as a widely shared, albeit still controversial, model of government” over the last four centuries in the North Atlantic world (1). The book is deeply learned and intellectually capacious, covering thinkers from the ancient Greeks, through the sixteenth-century wars of religion, through the American and French Revolutions, ending abruptly at the Civil War. Few intellectual historians writing today could have managed a book of such sweep. The number of authors, texts, and themes discussed is vast—so much so that at times it seems that the book could double as a history of thought in the West.

This article examines the ways in which defining the character of early Islam has been instrumental to contemporary political debates at distinct moments in time. It looks in particular at Restoration-era England and the last decades of the Ottoman Caliphate. In the latter period, European and Muslim scholars alike reappraised Islamic history in the context of the often polemical discourse surrounding pan-Islamism and the future of Islam. Indian Muslim writers especially moved into new and inventive historical territory. They took up the vocabulary of modern politics in their histories and in doing so pluralized the heritage of certain ideas and concepts, including democracy, constitutionalism, republicanism, and socialism. The result was the articulation of a usable, progressive Islamic past.

The publication of Richard Tuck's 2012 Seeley Lectures constituted an important event in intellectual history and political theory. The Sleeping Sovereign reflects the depth of Tuck's nearly forty years of historical inquiry into the concepts of rights, reason of state, and freedom, beginning with Natural Rights Theories. The leading member of the “Cambridge school” of the study of the history of political thought in the United States, and the Frank G. Thomson Professor of Government at Harvard University, Tuck combines a contextualist, and often intertextualist, approach to the interpretation of canonical works with a theorist's attention to the value these works retain for contemporary political life.

James Kloppenberg's Toward Democracy is a monumental achievement. To start with, Kloppenberg's breadth and depth of knowledge are awe-inspiring. He begins his story in the late sixteenth century, at the height of the religious wars in France, with the philosopher Michel de Montaigne, who rejected democracy because he did not believe ordinary people were capable of the self-restraint it required. Kloppenberg ends his narrative three hundred years later, with the poet Walt Whitman, lamenting the rise of unbridled individualism in the post-Civil War United States. Even though much attention is devoted to intellectual developments in northern America—Kloppenberg is, after all, specialized in American history—his book places these in a much broader context, highlighting how both in the colonial period and beyond Americans participated in transatlantic “communities of discourse” (2). In that sense, Toward Democracy contributes towards the recent transatlantic turn in American historiography.

We continue to be intrigued by the Scottish Enlightenment. How was it that a relatively remote country on the geographical periphery of Europe—with a harsh climate, a largely mountainous terrain, a strict Calvinist creed, a small population and a history of civil strife—emerged in the 1740s as a “hotbed of genius” and a center of the European Enlightenment? The subject, to be sure, has been well studied. There is an immense literature and it can seem that there is little new to be said. Indeed, it may be, as the eminent historian Colin Kidd has observed in this journal, that “the very concept of the ‘Scottish Enlightenment’ has become a stale historiographical commonplace.” And yet the subject continues to intrigue, continues to attract scholars from a variety of disciplines. For something extraordinary happened in eighteenth-century Scotland. Simply to list some of the names cannot fail to impress: David Hume in philosophy and historical writing, Frances Hutcheson in moral philosophy, Adam Smith in moral philosophy and economic thought, Adam Ferguson in social thought, Thomas Reid in philosophy, William Robertson in historical writing, Hugh Blair in rhetoric and literary studies, James Hutton in geology, and Joseph Black in chemistry. The achievements of the Scottish Enlightenment were immense; its world influence has been enduring. And at its heart was the study of moral philosophy and of the moral progress of humankind.

“With an anxiety that almost amounted to agony, I collected the instruments of life around me, that I might infuse a spark of being into the lifeless thing that lay at my feet.” So recalled Victor Frankenstein, reflecting on the creative act. By its end, however, Frankenstein has less to do with the scientist's creativity and more to do with his monster's. This is why Mary Shelley inverts this Promethean moment in the book's final scene, as the monster stands over the lifeless body of his creator. Frankenstein's last words mark the inversion: his “instruments of life,” he laments, had given rise to “an instrument of mischief,” a creature animated by a desire for human fulfillment. To live may mean behaving instrumentally, but some instruments get the better of you. Frankenstein learns this lesson the hard way; but does his monster? He echoes his creator's words—“Fear not that I shall be the instrument of future mischief”—and promises his own end, when he will “collect my funeral pile and consume to ashes this miserable frame.” One's frame is mere matter, but such an act is proof of the life that animates it. On the cusp of death, then, the monster lives. Frankenstein reminds us that the question “What is life?” can only be answered by experiment, from the medical horrors that gave the monster life to the fatal act with which he plans to abandon it. At life's end, as at its beginning, creator and creation combine; we become our instruments, or they surpass us.

Toward Democracy traces a remarkable journey across two continents. Its aim, as the subtitle indicates, is to chart “the struggle for self-rule” in European and American thought. Its scope and erudition are at once imposing and inspiring. Not only has the author mastered several historical literatures, he also demonstrates considerable knowledge of a range of primary materials spanning ancient, European and American history.

The world of grand strategy is not one to which intellectual historians have devoted a great deal of attention. Matters of interstate economic competition and imperial rivalry have, of course, long been at the center of histories of early modern political thought. Yet, when these currents in the history of political thought narrow into nineteenth-century realpolitik, and then turn toward the professionalized contemporary discourses of international relations and war studies, intellectual historians have, for the most part, left the matter to the experts. The strategic maxims of Clausewitz and Liddell Hart may fascinate IR theorists, political scientists, and military historians, but they seldom fire the imaginations of tender-minded historians of ideas. The two books under review challenge such preconceptions. They ask us to consider the history of Cold War strategic thought in a wider conceptual frame. Buried in the history of strategy, they suggest, are some of the central themes of postwar social and political thought.

When I began work on Toward Democracy more than twenty years ago, I planned to write a short book explaining how and why ideas about self-government developed in European and American thought from the middle of the eighteenth century to the present. Teaching courses and writing articles on republican, liberal, and democratic ideas, I found thinkers reflecting again and again on searing experiences of fratricidal violence, and as a result the theme of civil war became more prominent in my understanding of democracy. Had my analysis begun in the eighteenth century, I would have missed—as US historians often do—the shaping force of the devastating sixteenth-century wars of religion, the murderous mid-seventeenth-century English Civil War, and the less violent but no less crucial English revolution of 1688. Attempts to establish non-monarchical regimes, or even to modify monarchies to include elements of popular participation, foundered for multiple reasons, but among them were recollections of the carnage that ordinary people repeatedly inflicted on other ordinary people. Misgivings about democracy did not only arise from cultural conservatism or reverence for hierarchy. They also were forged in irrepressible memories of savagery.

Two new works historicize the human faculty of reason. The first, a biography of Jürgen Habermas, traces the evolution of his postmetaphysical theory of reason from its origins to its most recent iterations. The second offers a far broader genealogy of the concept of reason in modern thought, especially in Kant, Hegel, Marx, and the Frankfurt school. Both depict Habermas as one of the most important protagonists in contemporary philosophy, but offer differing accounts of his place in the history of the “Frankfurt school.” The two also contextualize Habermas very differently. While Müller-Doohm locates Habermas firmly within a postwar German, European, and to a lesser extent transatlantic frame, Jay opts for the longue durée of German Idealist thought and its critics from Kant to the first generation of the Frankfurt school. Both help us assess the merits of the procedural rationality that Habermas considers the only valid conception of reason available to us as moderns—Müller-Doohm by sketching its many facets and spheres of application, Jay by scrutinizing the arguments for and against Habermas's account of reason. As Jay puts it,

If one Googles “Wingspread” a vast number of conference titles covering all manner of topics will fill the screen: from Fire-Rescue Service Stakeholders to Endocrine Disruptors, from Domestic Violence to Civic Responsibilities of Research. Of more interest to intellectual historians was the conference on the future of American intellectual history held at the Wingspread Conference Center in 1977. Over forty years the “Wingspread conference” and the book that came out of it has echoed through the field. Neither the conference nor the book that emerged from it, New Directions in American Intellectual History, edited by John Higham and Paul Conkin, was a celebration of the field. It focused on a collective crisis of confidence, particularly among the more senior scholars. The heart of the matter at the conference was the perceived challenge of social history, a social history that fancied itself “scientific” and more rigorous than intellectual history. There was fear that this movement in the profession was marginalizing a field that had flourished for a couple of generations.
