This article studies the reformulation of Black Legend, Middle Passage and convivencia discourses in nineteenth-century narratives published by Cubans sent to Spain's de facto penal colony on Fernando Po. Contextualised with archival sources, this reading highlights how deportees condemned Spain's perpetuation of the slave trade while struggling to negotiate their own positioning within the racially-stratified practices of late-imperial space. Those negotiations often exacerbated traditional divisions between different communities within the Spanish colonial system. In some instances, however, the deportees’ encounters with citizens and colonised subjects from distant territories may have bolstered and expanded intra-imperial identification and solidarity.

In 1936, the indigenous Peruvian photographer Martín Chambi travelled to and exhibited his work in Chile. Using a transnational framework of historical analysis, this article explores the multiple meanings of his visit. In particular it underscores the involvement of the Chilean and Peruvian governments in this cultural encounter, and highlights some of the commonalities and connections, as well as differences, between the discourses of race that were circulating in Chile and Peru at the time. This is important because it undermines the dominant historical narratives, which have tended to present Chile as a country that – in contrast to Peru – failed to engage in discussions about the so-called ‘indigenous question’, and which have interpreted relations between Chile and Peru almost exclusively as antagonistic and hostile.

This article explores the reasons why the most important anti-corruption campaign in twentieth-century Venezuela failed to win sustained support. Employing a constructivist approach to historical actors’ understandings of corruption, it analyses the debates that erupted when the Acción Democrática (Democratic Action, AD) party prosecuted 167 former officials for illicit enrichment. The ensuing debate demonstrates that AD and its opponents disagreed over the proper boundaries between the public and private spheres in a modern state. AD sought to punish officials who used public office for private gain, but critiques of the trials effectively countered AD and contributed to its overthrow in 1948.

Based largely on research completed in the North American context, scholars of prisons detail the multiple ways in which carceral practices extend beyond prison walls to transform a wide variety of spaces, ultimately assessing how carceral imaginaries inhabit the most intimate aspects of everyday life. In Latin America, this division between the inside and the outside of prison breaks down even further when read from the perspective of survival. Drawing on ethnographic research across Guatemala's penitentiary system, this article explores how the deep interdependencies that develop between male prisoners and female visitors sustain not just these prisoners and their visitors but also the prison system itself.

The article analyses social and political conflict in Chile during the agrarian reform period of the 1960s and 1970s through a case study of the province of Cautín, in the indigenous heartlands of the south. Using a combination of written and oral sources, it analyses the responses and strategies of landowners descended from nineteenth-century settlers to the emancipatory projects carried out during the presidencies of Eduardo Frei and Salvador Allende. In the context of an increasingly radicalised agrarian reform programme and a growing number of territorial conflicts with the Mapuche communities, this little-studied political actor developed a collective identity, an ideological discourse and a readiness to use violence which provides important insights into the causes of the military coup carried out in 1973.

This essay maps the transformation of security from a symbol of authoritarian government under the Cold War paradigm of National Security into a public good and a policy field acknowledged as legitimate and democratic by politicians and policy experts. Using present-day Argentina as an example, we show how security ideas gain dominance across the political spectrum, displacing and subordinating democratic politics conceived in terms of rights. As institutions increasingly accept security measures and pre-emptive risk management, a securitising discourse – despite its claims to advocate for the ‘citizen’ – trumps governance and the rule of law. Appealing to citizens’ concerns and rights, the new forms of securitisation may yet undermine democratic life.

The announcement by Presidents Obama and Castro in December 2014 of a major step towards normalisation of inter-state relations was part of what is primarily a political process, but normalisation implies a return to peaceful inter-state relations based on respect for fundamental principles of international law. This commentary explores the role that those principles have played in helping shape the confrontation between the United States and Cuba since the revolution of 1959, which has been underpinned by an economic, commercial and financial embargo of Cuba by the United States. This commentary argues that, from being an integral part of the bilateral dispute, international law can, at key moments, shift to form part of a solution. The changing political landscape raises the prospects of the parties turning to international law as a means of restoring normal relations between them resulting in, amongst other changes, the demise of the embargo.
