Across numerous countries with advanced welfare states, governments have relied on a hybrid of publicly funded and delivered welfare services and voluntary charity to meet the needs of people in poverty. Driven by austerity and economic downturns, many scholars agree that governments are increasingly relying on charity as a response to poverty. Taking Australia as a case study, this article demonstrates how the decayed welfare state is not just about outsourcing welfare provision to charities, but also a part of a broader project to cultivate a society in which social problems are responded to through spontaneous, community-led initiatives, powered by the ethical commitment of everyday citizens. We show how this project produces poverty through welfare state retrenchment, whilst simultaneously cultivating charity through material and symbolic support from the state. This results in the construction of charity as an end in itself, with little consideration given to its effectiveness in alleviating poverty.

Throughout the years, social policy scholars have advanced a multi-level perspective of non-take-up, viewing it as is a complex process shaped by a broad range of interacting barriers and actors. However, a comparatively small amount of that scholarship has addressed the key role of take-up agents: professionals or semi-professionals who actively help clients realise their welfare rights. Moreover, most of this scant literature has tended to focus on the agents’ impact rather than on their role and practices. Drawing on semi-structured interviews with Israeli take-up agents from the public, business, and non-profit sectors, this study seeks to understand better the work of take-up agents in realising their clients’ welfare rights. Our findings show that in order to pass their clients through the gateways of welfare, agents use four keys: knowledge, networking, emotions, and power. The meaning of these keys and related practices is discussed.

Academic debate about social isolation and loneliness, and their adverse health and well-being implications, has resulted in many policy and programme interventions directed towards reducing both, especially among older people. However, definitions of the two concepts, their measurement, and the relationship between the two are not clearly articulated. This article redresses this and draws on theoretical constructs adapted from symbolic interactionism, together with the Good Relations Measurement Framework, developed for the Equality and Human Rights Commission in the UK, to challenge the way in which social isolation and loneliness are currently understood. It argues for a need to understand experiences of social relationships, particularly those which facilitate meaningful interaction, suggesting that opportunities and barriers to meaningful interaction are determined by wider societal issues. This is set out in a new conceptual framework which can be applied across the life course and facilitates a new discourse for understanding these challenging concepts.

Increasingly, parents in separated families equally share care of their children post-separation. In this article we extend a well-known family policy model to generate hypotheses about the level of child support to be paid by separated parents when children live primarily with their mother (‘sole custody’) in contrast to when children spend equal time with both parents (‘shared care’). We test these hypotheses with data collected from thirteen countries. In sole custody cases, countries with an earner-carer policy model do have lower child support expectations than countries with a traditional family policy model or a market-oriented model, as predicted. Countries with a traditional family policy model do have the highest orders in the shared case, as predicted. However, there is as much variation within models as there is between, suggesting new analytic frameworks for considering child support in family policy need to be developed.

Here, we offer a synthesis of recent evidence and new developments in relation to three broad aspects of Black and minority ethnic (BAME) students’ participation in UK higher education (HE). First, we examine recent trends in ethnic group differences in rates of access to, success within, and positive destinations beyond HE. Secondly, we examine the nature of UK universities as exclusionary spaces which marginalise BAME students in a myriad of ways, not least through curricula that centre Whiteness. Finally, we consider the impact of the marginalisation of BAME students on mental health. We argue that progress towards race equality in each domain has been hampered by white-centric discourses which continue to identify BAME students and staff as ‘other’. We highlight the important roles that academic communities and HE policy-makers have to play in advancing ethnic equality in UK universities.

This article explores the role of the state in helping households to save. Using the UK as an example of challenges faced in other developed countries, it develops a framework for comparing saving schemes along two dimensions: apparent normative motivation for the scheme and likely impact on savers of varying income levels. Using this framework, our analysis suggests that there is much greater state support for high-income savers than low-income savers, even after the recent introduction of the ‘Help to Save’ scheme. So, while this scheme has provided some support for this group, we propose ways to expand it through providing initial seed funding to each account and greater marketing and accessibility. We note, however, that an important way to help those on low incomes to save is to increase their incomes so they have more capacity to do so.

This article analyses local care policies through the lens of the feminist ethics of care. The focus is on the normative understandings regarding care that emerge in local care strategy documents and how these understandings relate with the concept of ‘responsibility’. In this article, strategies published by the municipality of Jyväskylä, Finland, between the years 2008 and 2016, are analysed using Trace analysis. The research questions are: How is the division of responsibility regarding care among different actors constructed in the strategies? How do the roles assigned to these different actors accord with the principles of ethics of care? The findings show that the documents emphasise individual responsibility in managing risks related to old age, as the norms of local societal institutions are largely detached from the principles of ethics of care. The analysis also reveals the absence of gender and human frailty from the care strategy documents. Rethinking the strategies through the lens of the ethic of care would mean reconceptualising responsibility as relational.

This article is a case study of Brazil, a country where Catholic-based organizations have historically played a key role in providing education and welfare services. Since the 1980s, these organizations have supported progressive changes at both the national and subnational levels. Nevertheless, the influence of religion on education policy has shifted in the last few decades. Pentecostal and Neopentecostal groups have gained prominence through representatives in the National Congress, and, in 2018, formed a coalition enabling the election of a right-wing populist President. We analyse the trajectory of religious groups’ influence on Brazil’s education policy over time (colonization to the 1980s, the 1980s to the beginning of the 2000s, and the 2000s until now) through a qualitative-historical analysis of primary and secondary data. This article argues that both Catholic and Protestant groups have influenced progressive changes in Brazil’s education policy, but they also share conservative ideas impeding further advances.

Over the last few years, there has been an increase in discussions advocating in-cash programmes as a way to alleviate poverty. Indeed, this represents a leap forward in comparison to in-kind programmes. However, little progress, at least in developing countries, has been achieved in answering the question of how the state should transfer the means of redressing deprivation to those who are living in poverty. This article addresses this issue by challenging anti-poverty programmes through a social-egalitarian framework. My main argument starts from the perspective that in-cash transfers are a necessary but not sufficient mechanism for poverty alleviation. I acknowledge that cash alone does not guarantee the poor an equally active role in influencing the public-policy decisions that affect their lives. I then suggest a participatory device to complement the cash-transfer proposal in order to give institutional opportunities to the poor to decide, together with practitioners, what should be done at the level of local public services.

Research-led teaching is the sine qua non of the 21st century university. To understand its possibilities for teaching and learning about race in Social Policy requires, as a first step, interrogating the epistemological and theoretical core of the discipline, as well as its organisational dynamics. Using parts of Emirbayer and Desmond’s (2012) framework of disciplinary reflexivity, this article traces the discipline’s habits of thought but also its lacunae in the production of racial knowledge. This entails focusing on its different forms of institutionalised and epistemological whiteness, and what has shaped the omission or marginalisation of a full understanding of the racialisation of welfare subjects and regimes in the discipline. Throughout, the article offers alternative analyses and thinking that fully embrace the historical and contemporary role of race, racism, and nation in lived realities, institutional processes, and global racial orders. It concludes with pointers towards a re-envisioning of Social Policy, within a framework in which postcolonial and intersectional theory and praxis are championed. Only then might a decolonised curriculum be possible in which race is not peripheral to core teaching and learning.

This article provides a critique of Eurocentric knowledge formations that currently dominate the sociological imagination and its analyses of the ‘other’. It proposes a deep questioning of the colonial underpinnings of the discipline and argues that a series of conceptual, methodological, and institutional concerns must be addressed if we are profoundly to transform teaching and learning agendas in universities. It will argue that decolonising sociology cannot merely rely upon cosmetic changes, but rather it must demonstrate a wider commitment to anti-racism and social justice.

Welfare conditionality, whereby eligibility for income support payments is linked to prescribed forms of behaviour or values, is intended to encourage responsible behaviour in marginalised populations. However in practice, it may have consequences that worsen rather than improve their life chances. One of the most invasive forms of conditional welfare is income management (IM), involving the quarantining of up to 90 per cent of income that cannot be spent on excluded items in order to reduce substance abuse and gambling and enhance financial management and parenting capacity. This qualitative study examines the views of IM participants and community stakeholders in the regional community of Ceduna, Australia. Its findings are presented – pertaining to practical experiences of IM, the impact of IM on participant wellbeing, and community divisions around IM – and the study discusses whether or not it has advanced key program objectives. It is concluded that the negative effects of IM exceed any perceived benefits.

Active labour market policy (ALMP) has emerged as a major topic of inquiry among comparative scholars in recent decades, alongside other social investments. However, few conclusive results have been produced regarding the political explanations of these policies, and not least the role of partisan politics. To help remedy this problem, this article proposes a new understanding of ALMP as a profoundly versatile set of ‘multi-purpose tools’ that policymakers across the political spectrum can use as a means to very different distributional ends. Specifically, it highlights how ALMP programmes vary in terms of 1) their target groups, 2) their intended labour market outcomes, and 3) their modes of production in politically salient ways. Informed by the new framework and by recent research, the article then develops a refined theory about how governments with different left–right placement, operating under economic and institutional constraints, affect ALMP development in different directions.

More and more studies indicate that leisure plays a fundamental role in active ageing. Our study describes the current leisure patterns of older adults, comparing them with other age groups. Consequently, 445 adults, stratified by age (young, middle-aged and older adults), were selected and subsequently administered a set of tests. The results indicate that older people claim having more time for their leisure activities; however, the diversity of activities performed is lower, showing a negative gradient based on age. The leisure patterns of older people reflect a predominance of passive leisure, little cultural leisure time and moderate levels of social and physical leisure activities. Older people’s leisure seems to be influenced by ageist stereotypes and attribution biases. Our findings imply that these results could be used to design and implement programs aimed at promoting leisure styles that contribute to increase active ageing.

There is an increasing emphasis on activating workers on sick leave and on using their residual work capacity. This article compares activation via graded-work schemes in Germany, Austria, Switzerland and the Netherlands, with a focus on the role of employers. The analysis of literature sources and survey data reveals an ongoing reform activity, as well as great diversity in terms of employer obligations and incentives in the countries studied. These differences are very consequential for the intensity of employer efforts to activate sick-listed workers, even when comparing countries that otherwise share many institutional features. The distinction between public and privatised systems of sickness insurance, on the contrary, seems to be less relevant for the question of employer participation in activation. The findings are consistent with the expectation that less comprehensive employer participation is correlated with stronger selectivity in activation efforts. Depending on the prevailing approach in the individual countries and on developments to date, policy-makers are confronted with different challenges and priorities.

The Care Act 2014 gave local authorities in England broad duties around wellbeing, and responsibility to ensure the availability of good quality, personalised social care and support services for people who need them. These responsibilities are for all people needing support, whether that is publicly or privately funded. In exercising their duties, councils have a responsibility for ‘market-shaping’: that is, understanding the supply and demand for care, and the types of services and support needed now and in the future, and steering the market accordingly. Changes to the implementation of the Care Act removed some of the levers that might have brought self-funders into the mainstream of local authority responsibilities. This article draws on sixty-four qualitative interviews undertaken as part of a larger study on market-shaping and personalisation of care, and reflects on the experience of self-funders and the approach to them adopted by local authorities and provider organisations. The findings indicate that self-funders are still largely bystanders to local authority market shaping strategies, despite being both impacted by those strategies and significantly influencing the markets in which they operate.

This article offers a practical methodological ‘toolkit’ for creating more diverse reading lists for social policy teaching. It reports on the findings of the award-winning ‘Reading List Diversity Mark Project’, carried out at the University of Kent in 2018–20, which investigated how many Black, Asian and other ethnic minority authors were included on undergraduate reading lists. Through the application of critical race theory (CRT), we argue that inclusive curricula matter. We then analyse the reasons for the marginalisation of race and ethnicity in the social policy curriculum. A distinctive aspect of the project was the nature of our staff-student collaboration and we discuss how this shaped its design and outcomes. We argue that our approach could be implemented at other institutions and conclude with suggestions about how to achieve a more diverse social policy curriculum.

Recent years have witnessed significant increase in numbers of older men imprisoned in England and Wales; a phenomenon experienced across the western world. Those aged fifty and over represent the fastest-growing demographic group in prison in England and Wales. This article summaries explanations for and implications of this increase and the characteristics, needs and lived experiences of this population, before critically reflecting on current policy and practice responses; and how responses highlight definitional and policy ambiguities around older prisoners. The article discusses a multi-agency initiative developed at one prison in northern England that recognised the uniqueness of older prisoners, modified regimes and changed physical environments. Impact is benchmarked against Her Majesty’s Inspectorate of Prisons four tests of a healthy prison, followed by discussion of findings and implications for policy and practice. The article argues for expanded collaboration to better manage challenges posed by older prisoners, supported by a national strategy.
