Private wealth of the inhabitants of three regions and of the Thirteen American Colonies as a whole, in 1774, estimated from a statistical sample of probate inventories and supplementary data, is the focus. The author's prior interest in consumption and levels of living led to these innovative estimates which supplement national wealth estimates for the United States in later centuries. Levels of wealth compared on a per capita basis with other times and places, as well as wealth inequalities among regions and among individuals, and rates of growth in real wealth per capita are all considered. Some complexities of intertemporal and interspatial wealth comparisons are indicated, in particular the implications of the striking North-South differences in 1774 with their fateful implications for the American dilemma.

The paper examines the thesis, popular among Russian Marxists, that Russian serfdom had become unprofitable for the serfowners before the emancipation of the serfs in 1861. Four theoretical models are constructed in order to determine the effects on serfdom of population growth, rise in grain prices, certain restrictions on the serfs' labor obligations, and the replacement of labor services with money payments. Prices of serfs for the several regions and provinces are estimated by regression.With the exception of Lithuania, neither the theoretical nor the empirical results confirm the Marxist hypothesis.

The familiar transaction-costs model is extended to allow for the varying costs and benefits of supervision and pain incentives on the one hand, and ordinary rewards on the other, in differentially effort- and care-intensive activities. Applied to unfree labor, this model accounts for the observed patterns of slave governance and manumission in extractive, industrial, agricultural, and service activities in antiquity and in the New World. Applied to free labor, it accounts for wage work on large estates in labor-surplus medieval England or modern Italy, the choice between bonuses and penalties in industrial contracts, and the growing paternalism of our own time.

Indentured servitude appeared in Virginia by 1620. Initially a device used to transport European workers to the New World, over time servitude dwindled as black slavery grew in importance in the British colonies. Indentured servitude reappeared in the Americas in the mid-nineteenth century as a means of transporting Asians to the Caribbean sugar islands and South America following the abolition of slavery. Servitude then remained in legal use until its abolition in 1917. This paper provides an economic analysis of the innovation of indentured servitude, describes the economic forces that caused its decline and disappearance from the British colonies, and considers why indentured servitude was revived for migration to the West Indies during the time of the great free migration of Europeans to the Americas.

Climatic and dietary changes may have reduced the incidence of mold poisoning in England and France, 1750–1850, thereby stimulating fertility and reducing mortality. Because mold poisons developed in cereals, the staff of life was often the scepter of death. When people ate less rye and more wheat or less wheat and more potatoes, even without increasing their caloric intake or improving their nutrient balance, their chances of survival improved.

A general transaction cost framework is developed to analyze the costs of exchange and the role of government in the costs of exchange. Three general types of exchange are specified: personal exchange, exchange without third-party enforcement, and exchange with third-party enforcement. The framework is then employed to analyze government and the costs of exchange in history.

Comparative methods are used to examine two hypotheses derived from Wrigley and Schofield's Population History of England. Contrary to their expectations, economic shocks produced greater marriage responses in France than in England, and the early onset of family limitation in France did not increase the responsiveness of marital fertility to living standards in the aggregate. Mortality was strongly dependent on economic shocks only in France prior to 1740. The results question the usefulness of Maithusian models for early modern European economic history.

Early in 1932 the Federal Reserve System made a serious attempt to reverse the “Great Contraction” throught expansionary open market operations, but abandoned it a few months later. In this paper we offer an interpretation of the episode that throws new light on the Fed's behavior during the Depression. Key are the attitude of private bankers, Britain's abandonment of the gold standard, and the brief open market campaign. To protect bank profits the Fed abandoned the program which set the stage for the complete financial collapse of the United States in early 1933.

Previous studies of the political business cycle have examined time series data to determine whether a pattern of pre-election boom and post-election slump exists. The studies do not investigate the behavior and mechanisms by which a politician may effectuate a political business cycle. We focus on one time period, 1969 to 1972, and conclude that President Nixon's personality and operating environment explain why he manipulated the economy for political gain. The mechanisms he utilized to improve macroeconomic conditions before the 1972 election include monetary policy, fiscal policy, and wage-price controls.

Although it has been labeled the “First Industrial Revolution,” British growth and industrialization was slow between the 1760s and the 1820s. The explanation seems to lie with low capital formation shares in national income, low rates of accumulation, and thus little change in the capital-labor ratio. What accounts for the modest investment rates? Lack of thrift? Weak investment demand? This paper argues that the answer is to be found in the enormous debt issues used, to finance the French Wars.

During Amsterdam's development as the commercial center of Europe in the seventeenth century, an informal “information exchange” appeared among the economic and political institutions of the city. Informational economies of the types discussed by Stigler, North, and Pred led to the emergence of Amsterdam as the focal point of information flows throughout Europe. They also encouraged a high level of innovation within all functional areas of Amsterdam's information exchange—especially in long-term data analysis—which contributed to the general modernization of capitalism.

Recent revisionist treatments of nineteenth-century French economic growth are examined and reveal that the pattern of economic growth in France was indeed substantially different from the unusual pattern in Great Britain. Labor productivity in French industry was probably lower than in Britain, contrary to the claims of O'Brien and Keyder, and neither growth of per capita income nor the level of income in France in 1910 was remarkable. The article thus supports a position between that of early writers and that of the recent revisionists.

Colonial economies suffered from a scarcity of specie that traditionally has been attributed to a chronic external drain. An analysis of the Canadian currency in the early nineteenth century suggests that the explanation for the specie scarcity lies in the multi-coin monetary standard imposed by the currency laws. Gresham's Law accurately predicts the coins that circulated in Canada, and it is concluded that the colonists suffered from a lack of quality rather than quantity of specie.

Between 1812 and 1815, the United States authorized five Treasury note issues. In total, over $36 million in denominations of $3 to $1000 were emitted. The last issue included small circulating notes in denominations of less than $100. Because of the shortage of adequate circulating medium and revenue to conduct the War of 1812, these notes proved to be extremely useful as they were transferable by delivery and receivable for duties, taxes, and public use at par plus accrued interest. They also served as interest-bearing reserves for banks since they were convertible into any kind of money and bore interest simultaneously. The success of the Treasury notes was demonstrated by the fact that they were fully subscribed and accepted by the banks and merchants. In addition, the small Treasury note issues of 1815 indirectly served to increase the circulating medium of the country. They were used to buy goods and services by individuals, pay custom duties by merchants, and acted as cash reserves for banks, preventing bank notes from being discounted. They thus became the first circulating paper currency issued by the United States after ratification of the Constitution.

This paper documents a secular increase during the antebellum period in the fraction of New York's population that received public poor relief. The increase was concentrated among able-bodied adults who required only short-term assistance during periods of sickness or unemployment. Cross-sectional patterns suggest that the rise of market production and the spread of wage labor in both urban-industrial and rural-agricultural sectors, rather than urbanization or industrialization, may have been responsible for the upward trend in short-term, ablebodied pauperism.

The importance of tariff protection in the U.S. cotton textile industry is examined quantitatively for the period around 1833. In sharp contradiction to past writings it is found that the industry was almost entirely dependent on protection.

The hypothesis that the fear of foreclosure of farm mortgages provided an important impetus to American agrarian reform movements of the late nineteenth and early twentieth centuries is reconsidered. This hypothesis is consistent with the observation that farm income, although volatile, on average improved over this period.Indeed, despite low average foreclosure rates, the temporary effects of foreclosures on specific regions in which there was unrest appears to have been dramatic. An examination of indebtedness data and measures of unrest both for the period of the Alliance movement and for the era of the Nonpartisan League in North Dakota appears to support the hypothesis linking the fear of foreclosure to agrarian unrest.

The turn of economic events in the early 1970s correlates with a revival of ideas about the existence of long swings in economic development. The subject of Kondratieff cycles has attracted the pens of social scientists of very different persuasions. This paper draws on Walt W. Rostow's interpretation—with its emphasis on the role of exporters of food and raw materials in the world economy—to explore Australian long waves over the last 110 years. I conclude that the case for their existence is not confirmed and moreover that Rostow's cycle-mechanics offer a doubtful explication of movements in the Australian series.

We examine in this paper both the causes and consequences of inheritance laws in the colonies. We argue that the continuation of intestate inheritance laws over the colonial period was due in part to their compatibility with economic efficiency. In the North, multigeniture helped motivate family labor, whereas the passive acceptance of the British inheritance system of primogeniture in the South rested on its promotion of large plantations that could capture economies of scale. In terms of effects, a strong bequest motive in the colonies adopting multigeniture reduced the variability in demographic experiences across colonies with different inheritance systems.
