Every year, around the time of the meetings of the American Anthropological Association, the New York Times asks a Big Name anthropologist to contribute an op-ed piece on the state of the field. These pieces tend to take a rather gloomy view. A few years ago, for example, Marvin Harris suggested that anthropology was being taken over by mystics, religious fanatics, and California cultists; that the meetings were dominated by panels on shamanism, witchcraft, and “abnormal phenomena”; and that “scientific papers based on empirical studies” had been willfully excluded from the program (Harris 1978). More recently, in a more sober tone, Eric Wolf suggested that the field of anthropology is coming apart. The sub-fields (and sub-sub-fields) are increasingly pursuing their specialized interests, losing contact with each other and with the whole. There is no longer a shared discourse, a shared set of terms to which all practitioners address themselves, a shared language we all, however idiosyncratically, speak (Wolf 1980).

The growth within the capitalist world-economy of the industrial sector of production, the so-called ‘industrial revolution’, was accompanied by a very strong current of thought which denned this change as both a process of organic development and of progress. There were those who considered these economic developments and the concomitant changes in social organization to be some penultimate stage of world development whose final working-out was but a matter of time. These included such diverse thinkers as Saint-Simon, Comte, Hegel, Weber, Durkheim. And then there were the critics, most notably Marx, who argued, if you will, that the nineteenth-century present was only an antepenultimate stage of development, that the capitalist world was to know a cataclysmic political revolution which would then lead in the fullness of time to a final societal form, in this case the classless society.

This paper argues that the experiences of colonialism in Africa have led to the emergence of a unique historical configuration in modern postcolonial Africa: the existence of two publics instead of one public, as in the West. Many of Africa's political problems are due to the dialectical relationships between the two publics. I shall characterize these two publics and attempt to explain some of Africa's political features within the matrix of these publics. In order to give some empirical content to the distinction drawn here, I shall illustrate the issues raised with examples from Nigeria.

With an eye to their own life goals, the native peoples of Pacific Islands unwittingly present to anthropologists a generous scientific gift: an extended series of experiments in cultural adaptation and evolutionary development. They have compressed their institutions within the confines of infertile coral atolls, expanded them on volcanic islands, created with the means history gave them cultures adapted to the deserts of Australia, the mountains and warm coasts of New Guinea, the rain forests of the Solomon Islands. From the Australian Aborigines, whose hunting and gathering existence duplicates in outline the cultural life of the later Paleolithic, to the great chiefdoms of Hawaii, where society approached the formative levels of the old Fertile Crescent civilizations, almost every general phase in the progress of primitive culture is exemplified.

It was the official line of Suharto's regime that Indonesia is a nation which has no indigenous people, or that all Indonesians are equally indigenous.Sarwono Kusumaatmadja (1993), Minister of State for the Environment, addressing an NGO forum. The internationally recognized category “indigenous and tribal peoples” (as defined in International Labour Organization convention 169) has no direct equivalent in Indonesia's legal system, nor are there reservations or officially recognized tribal territories. Under Suharto the national motto “unity in diversity” and the displays of Jakarta's theme park, Taman Mini, presented the acceptable limits of Indonesia's cultural difference, while development efforts were directed at improving the lot of “vulnerable population groups,” including those deemed remote or especially backwards. The desire for development was expressed by rural citizens through the approved channels of bottom-up planning processes and supplications to visiting officials. National activists and international donors who argued for the rights of indigenous people were dismissed as romantics imposing their primitivist fantasies upon poor folk who wanted, or should have wanted, to progress like “ordinary” Indonesians. Nevertheless, a discourse on indigenous people took hold in activist circles in the final years of Suharto's rule, and its currency in the Indonesian countryside is still increasing. With the new political possibilities opened up in the post-Suharto era, now seems an appropriate time to reflect on how Indonesia's indigenous or tribal slot is being envisioned, who might occupy it, and with what effects.This paper was first submitted to CSSH in November 1997. It was revised and resubmitted in November 1998, after the fall of Suharto, during a period when hopes for progressive change and skepticism about reformasi were present in equal measure. The situation in November 1999, as I make final revisions before the journal goes to press, has changed again in ways that I cannot fully explore. Most notably, the indigenous peoples' platform was highlighted by a national congress held in Jakarta in March 1999, and the founding of an indigenous peoples' organization, AMAN (Aliansi Masyarakat Adat Nusantara). Improved prospects for some kinds of legal recognition under the new government make reflection on the issues I raise in this article even more important.

Comparative history is not new. As long as people have investigated social life, there has been recurrent fascination with juxtaposing historical patterns from two or more times or places. Part of the appeal comes from the general usefulness of looking at historical trajectories in order to study social change. Indeed, practitioners of comparative history from Alexis de Tocqueville and Max Weber to Marc Bloch, Reinhard Bendix, and Barrington Moore, Jr. have typically been concerned with understanding societal dynamics and epochal transformations of cultures and social structures. Attention to historical sequences is indispensable to such understanding. Obviously, though, not all investigations of social change use explicit juxtapositions of distinct histories. We may wonder, therefore: What motivates the use of comparisons as opposed to focussing on single historical trajectories? What purposes are pursued—and how—through the specific modalities of comparative history?

Nepal is a predominantly rural nation: Most people live in villages and make their living as subsistence farmers. The Nepalese government, assisted by international donor agencies, administers projects directed at improving the conditions of life for these rural people. Images of villages and village life accompany the promotion of development ideals. Radio Nepal has actors playing the part of villagers in didactic skits aimed at convincing rural people that they should consult doctors for their health problems or should feed oral rehydration solution to children suffering from diarrhea. Schoolbooks contain illustrations of village scenes and talk about village life as they inform children about development programs. When development policy makers plan programs, they discuss what villagers do, how they react, and what they think. Together, these images coalesce into a typical, generic village, turning all the villages of rural Nepal into the village.

The accepted tripartite divisions of the formal study both of mankind's past and present are to a considerable extent based on man's development first of language and later of writing. Looked at in the perspective of time, man's biological evolution shades into prehistory when he becomes a language-using animal; add writing, and history proper begins. Looked at in a temporal perspective, man as animal is studied primarily by the zoologist, man as talking animal primarily by the anthropologist, and man as talking and writing animal primarily by the sociologist.

Cookbooks, which usually belong to the humble literature of complex civilizations, tell unusual cultural tales. They combine the sturdy pragmatic virtues of all manuals with the vicarious pleasures of the literature of the senses. They reflect shifts in the boundaries of edibility, the proprieties of the culinary process, the logic of meals, the exigencies of the household budget, the vagaries of the market, and the structure of domestic ideologies. The existence of cookbooks presupposes not only some degree of literacy, but often an effort on the part of some variety of specialist to standardize the regime of the kitchen, to transmit culinary lore, and to publicize particular traditions guid- ing the journey of food from marketplace to kitchen to table. Insofar as cookbooks reflect the kind of technical and cultural elaboration we grace with the term cuisine, they are likely, as Jack Goody has recently argued, to be representations not only of structures of production and distribution and of social and cosmological schemes, but of class and hierarchy (1982). Their spread is an important sign of what Norbert Elias has called “the civilizing process” (1978). The increased interest of historians and anthropologists in cookbooks should therefore come as no surprise (Chang 1977; Cosman 1976; Khare 1976a, 1976b).

In 1945, Bronislaw Malinowski urged anthropology to abandon what he called its “one-column entries” on African societies and to study instead the “no-man's land of change,” to attend to the “aggressive and conquering” European communities as well as native ones, and to be aware that “European interests and intentions” were rarely unified but more often “at war” (1945:14–15). Four decades later, few of us have heeded his prompting or really examined his claim.

This essay is about torture and the culture of terror, which for most of us, including myself, are known only through the words of others. Thus my concern is with the mediation of the culture of terror through narration—and with the problems of writing effectively against terror.

To ask how the “third world writes its own history” appears, at first glance, to be exceedingly naive. At best, it reaffirms the East–West and Orient–Occident oppositions that have shaped historical writings and seems to be a simple-minded gesture of solidarity. Furthermore, in apparently privileging the writings of historians with third-world origins, this formulation renders such scholars into “native informants” whose discourse is opened up for further disquisitions on how “they” think of “their” history. In short, the notion of the third world writing its own history seems to reek of essentialism. Seen in another way, this formulation can be construed as positing that the third world has a fixed space of its own from which it can speak in a sovereign voice. For many, this notion of a separate terrain is rendered problematic by the increasing rapidity and the voracious appetite with which the postmodern culture imperializes and devours spaces.

This essay is concerned with the construction of colonial categories and national identities and with those people who ambiguously straddled, crossed, and threatened these imperial divides.1 It begins with a story about métissage (interracial unions) and the sorts of progeny to which it gave rise (referred to as métis, mixed bloods) in French Indochina at the turn of the century. It is a story with multiple versions about people whose cultural sensibilities, physical being, and political sentiments called into question the distinctions of difference which maintained the neat boundaries of colonial rule. Its plot and resolution defy the treatment of European nationalist impulses and colonial racist policies as discrete projects, since here it was in the conflation of racial category, sexual morality, cultural competence and national identity that the case was contested and politically charged. In a broader sense, it allows me to address one of the tensions of empire which this essay only begins to sketch: the relationship between the discourses of inclusion, humanitarianism, and equality which informed liberal policy at the turn of the century in colonial Southeast Asia and the exclusionary, discriminatory practices which were reactive to, coexistent with, and perhaps inherent in liberalism itself.2

Sherry Ortner's account of the development of anthropological theory is admirable both because of the complexity of her argument and because it opens up a series of interesting possibilities for theoretical self-criticism among anthropologists. In this essay, I consider a theme which is not directly addressed in Ortner's piece, but which might usefully be considered in relation to it. The theme involves the significance of place in the construction of anthropological theory in the period since World War II.

Our ideas of tradition, culture, and ideology found their places in the social scientific discourse of the 1950s and 1960s as part of modernization theory. This supposed theory was heir to ancient occidental habits of mythological thinking about history, as is well known.1 But the reorientation of these ideas in the postwar years was guided more specifically by the novel division of the globe into three conceptual “worlds” in response to the Cold War.

Lenin spoke at the Second Congress of 1920 to multiple audiences. In continuity with the First International, he spoke in the utopian language of Bolshevism, of the successful revolutionary proletariat that had taken the state and was making its place in history without the intercession of bourgeois class rule. Recognizing the limits of socialism in one country surrounded by the military and economic might of “World imperialism,” however, Lenin also pressed for a broader, ongoing world-historic anti-imperialism in alliance with the oppressed of the East, who, it seemed, were neither sufficiently proletarianized, nor, as yet, subjects of history. There are many ways to situate this particular moment in Lenin's thought. One can see the budding conceits of Marxist social history, or “history from below,” in which millions in the East could become historical subjects under the sign of “anti-imperialism.” One can also see this gesture to those outside the pale as a flourish of the emergent Soviet empire, and as a projection of anxieties about Bolshevik control over a vast and varied Russian countryside with its own internal enemies. But Lenin also spoke to audiences who would make up the next, Third International, like the Indian Marxist M. N. Roy, who saw imperialism dividing the world into oppressed and oppressor nations. For this Third Worldist audience, looking increasingly to the new Soviet Union for material and military support for “national self-determination,” Lenin extends the historic mission of a future world socialism.

Use of the term ‘modernization’ in its present connotations is of relatively recent origin, becoming an accepted part of the vocabulary of American, if not international, social science only in the decade of the 1960s. Despite its relatively rapid rise to currency, the popularity of the term does not appear to be matched by any widespread consensus concerning its precise meaning. The proliferation of alternative definitions has been such, in fact, that the ratio of those using the term to alternative definitions would appear to approach unity. The popularity of the notion of modernization must be sought not in its clarity and precision as a vehicle of scholarly communication, but rather in its ability to evoke vague and generalized images which serve to summarize all the various transformations of social life attendant upon the rise of industrialization and the nation-state in the late eighteenth and nineteenth centuries. These images have proven so powerful, indeed, that the existence of some phenomenon usefully termed ‘modernization’ has gone virtually unchallenged. While individuals may differ on how precisely this phenomenon should be conceptualized and a number of critics have addressed themselves to the relative merits of alternative conceptualizations, both critics and advocates alike tend to assume the basic utility of the idea of modernization itself, treating only the manner of its conceptualization as problematic.

Between 1873 and 1935 dramatic changes took place in the character of production in the industrial nations of the world. Longstanding and newly formed states in Europe and America engaged in vigorous campaigns of territorial expansion, so that virtually all the globe came to be incorporated within the sphere of world markets. During the same period, the expansion in industrial countries of new techniques of mass production coincided with growth and consolidation of organizations of people who worked for wages. The expansion of world markets, the development of mass produc— tion, and the new social importance of wage laborers, while certainly not the only features of the era, are often viewed as its central, interrelated, and dynamic basis.1 In this context, the transformations of production which accompanied the rise of a world wheat market during these decades were quite unusual.

Modernization is a term which became fashionable after World War II. It is useful despite its vagueness because it tends to evoke similar associations in contemporary readers. Their first impulse may be to think of “the modern” in terms of present-day technology with its jet-travel, space exploration, and nuclear power. But the common sense of the word “modern” encompasses the whole era since the eighteenth century when inventions like the steam engine and the spinning jenny provided the initial, technical basis for the industrialization of societies. The economic transformation of England coincided with the movement of independence in the American colonies and the creation of the nation-state in the French revolution. Accordingly, the word “modern” also evokes associations with the democratization of societies, especially the destruction of inherited privilege and the declaration of equal rights of citizenship.
