Summary

As noted above (p. 384) the formation of the Committee of Economists was announced at the 24 July meeting of the Economic Advisory Council. Its terms of reference were ‘To review the present economic condition of Great Britain, to examine the causes which are responsible for it, and to indicate the conditions of recovery’. After informal discussions with its members over holiday arrangements and the like, on 13 August Keynes suggested a possible plan of attack.

Dear Robbins,

My proposals for the procedure of the Economists' Committee of the Economic Advisory Council are as follows.

1. To meet at 11 o'clock on Thursday, September 11, at the offices of the Economic Advisory Council in Whitehall Gardens; to consider at this meeting a list of topics prepared beforehand by the Secretary; to amend and approve this list; to consider on what matters we are all of us prima facie in agreement; to divide between us the task of writing short memoranda on the matters where we agree; to elucidate the issues where we appear to have some disagreement amongst ourselves, either in principle or quantitatively; and to divide up the task of preparing memoranda merely for the purposes of our own discussions, and not for publication, which would aim at bringing to a head the precise character of our disagreements where they seem to exist.
