11 - Report on location of ESRO headquarters and establishments

Summary

January 27 1962 I accepted an invitation from the Bureau to study the problem associated with location of ESRO Headquarters and Establishments from technical, economic, scientific, social and financial points of view on the basis of proposals received from member States, and to report to the Bureau before the COPERS fourth session.

As it was necessary to visit proposed sites and acquire additional information and views on the subject of discussions with representatives of countries concerned, it was not possible to have the report ready and available to the fourth session.

Before accepting the assignment I had formed opinions as a representative of a COPERS member state and realized that any one of the proposals could meet ESRO requirements while it was very difficult to see over-riding reasons for choosing one location to the exclusion of the others. There were also implications of political nature which could not readily be overlooked, and I had considered principles for elimination of proposals and establishment constellations which could be agreeable to most countries without losing sight of the ESRO main purpose.
