I CERTIFY

(1) That the Protocol on Environmental Protection to the Antarctic Treaty, with four annexes, was done at Madrid on October 4, 1991, in the English, French, Russian and Spanish languages;

(2) That the Government of the United States of America, as depositary for the aforesaid Protocol, has received from the Government of Japan a communication drawing attention to an error in wording in the second sentence of Article 13, paragraph 1, of Annex 3 of the English language text of that Protocol;

(3) That an examination of the English language text of the aforesaid protocol reveals that the use of the word “amendment” in Article 13 of Annex 3 is not consistent with amendment provisions in the French, Russian and Spansih language texts where a word equivalent to “measure” is used and therefore the Government of the United States of America believes that the use of the word “amendment” in Annex 3 is a typographical error and that the word “measure” should be substituted.

(4) That, accordingly, the English language text of the aforesaid Protocol shall be deemed to be corrected as set forth in Article 13, paragraph 1 of Annex 3, which appears below:

“1. This Annex may be amended or modified by a measure adopted in accordance with Article IX (1) of the Antaractic Treaty.
