Summary

This chapter provides an overview of the Chinese legislature and its history. It describes how entrepreneur-legislators are elected and the competitiveness of the process. It discusses legislators' responsibilities and rights, and shows that their formal power is still largely nominal. The chapter also briefly discusses the functions of the Chinese People's Political Consultative Conferences, which provide networking opportunities for private entrepreneurs.The last section provides a case study of private entrepreneurs in office using a recent survey of local legislators from one province.
