Asistencia humanitaria: hacia el derecho de tener acceso a las víctimas de desastres naturales

Si confiamos en los cálculos realizados recientemente, más de dos millones de personas, aproximadamente, murieron a causa de la hambruna que afectó a Corea del Norte de 1997 a 1998. En 1997, las Naciones Unidas estimaron que 4,7 millones de norcoreanos corrían el riesgo de morir de hambre. La comunidad internacional respondió a esto prometiendo ayuda alimentaria. En junio de 1997, la Federación Internacional de Sociedades de la Cruz Roja y de la Media Luna Roja lanzó una solicitud de ayuda más amplia. En enero de 1998, el Programa Mundial de Alimentos (PMA) hizo su llamamiento más importante, fijándose como objetivo colectar 380 millones de dolares EE.UU. para ayuda alimentaria, casi el doble de lo solicitado en 1997. Sin embargo, la comunidad internacional se topó con cierta resistencia al tratar de brindar ayuda a los norcoreanos desnutridos que corrían el riesgo de morir de hambre.
