1 The general position of Hostiensis was made clear by him in his lecture on x. i. 33.6 (a decretal sent to the Byzantine emperor) which Watt's paper should have included. Here Hostiensis said: ‘Potestas pontificis consistit in jure quo debet esse imbuta, regalis vero in potentia facti, quo debet esse suffulta, et sic patet, quod una eget reliqua et utraque adinvicem concordante omnia recte in regimine ecclesiae Dei. Debet tamen pontificalis precedere tamquam major et dignior et illuminatrix ad modum lucemae illuminationis, et regalis sequi tamquam minor sive rudior ad modum clave indevotos et rebelles percutientis seu malleantis’.
