Les réseaux militaires et la convergence de la sécurité internationale par les pratiques

Abstract

Western powers have created a wide range of military networks whose operating modes remain largely unknown to us. While the subfield of International Relations debates the ability of networks to generate convergence, this article addresses this debate with a longitudinal study of one such military network: the Multinational Interoperability Council (MIC). Our analysis reveals that, despite limited resources and influence, members of the MIC produce an identity, norms and capabilities for collective action that are specific to the network. They are able to mobilise them strategically in order to produce soft convergence in the area of military coalition building.

Résumé

Les puissances occidentales ont créé une vaste gamme de réseaux militaires dont nous ignorons largement les dynamiques de fonctionnement. Alors que la discipline des relations internationales débat sur les capacités de convergence des réseaux, cet article présente une première étude longitudinale d'un réseau militaire le Multinational Interoperability Council (MIC). Notre analyse révèle que, malgré une influence et des ressources limitées, les militaires du MIC produisent une identité, des normes ainsi que des capacités d'action collectives qui leur sont propres, et qu'ils ont mobilisées stratégiquement pour produire de la convergence douce, par le bas, en matière de création de coalition.
