Editorial note

Council Regulation (EEC) No 348/81 of 20 January 1981 seeks to restrict international trade in order to conserve cetacean species. From 1 January 1982 the introduction into the Community of the products listed in the Annex will be subject to the production of an import licence, although no licence will be issued in respect of products to be used for commercial purposes (Article 1(1)). Member States must notify the Commission by 1 July 1981 of the names and addresses of the authorities competent to issue import licences (Article 1(2)). The Regulation establishes a Committee on Cetacean Products to examine any question relating to the application of the Regulation submitted to it by its chairman (Article 2). The Commission must submit to the Council a report on whether the list of products in the Annex should be extended, and on the possibilities for supervising compliance with its provisions (Article 3(1)). Acting by qualified majority, the Council may decide to extend the list of products in the Annex (Article 3(2)). Pending such a decision by the Council, Member States may take measures concerning whales or other cetacean products not covered by this Regulation for the protection of the species (Article 3(3)).
