Summary
Chapter 6 explains that, when contracting started, The Wolds prison was obliged to follow only four of HMPS's own operating procedures. This extract from a recent contract shows how much has changed. This extract is for one tiny area of activity: retail of goods to prisoners, using their own cash. And this is just part of one of 15 pages dealing with just this one small issue. It lists six mandatory Prison Service Orders, several mandatory Prison Service Instructions and the retail Management Manual – quite apart from general legislation, and yet another list of non-mandatory guidance. It may be that this weight of detailed prescription is necessary, but it shows how little room contractors have been left for innovation in the way they run prisons.
