It is possible to distinguish between empire, as a form of political order, and imperialism, as a process of aggressive expansion. Mill's liberalism allows for a legitimate empire, in which a civilized state rules a less civilized foreign people paternalistically to prepare them for liberal democratic self-rule. However, it rejects paternalistic imperialism, in the sense of aggression designed to establish such an empire. Apparent textual evidence to the contrary really demonstrates Mill's commitment to three distinct theses: that imperialism may benefit those subject to it, and this can mitigate its evil; that it is easier to justify non-aggressive, empire-creating wars of conquest in response to aggression by barbarian powers; and finally, that civilized states are justified in engaging distant uncivilized peoples non-aggressively, even though the latter's aggressive tendencies mean that such engagement renders empire-justifying wars more likely.

John Stuart Mill claims that free institutions are next to impossible in a multinational state. According to Will Kymlicka, this leads him to embrace policies kindred to those of Friedrich Engels, aimed at promoting mononational states in Europe through coercive assimilation. Given Mill’s harm principle, such coercive assimilation would have to be justified either paternalistically, in terms of its civilizing effects upon the would-be assimilated, or non-paternalistically, with reference to the danger that their non-assimilation would pose to others. However, neither possible interpretation is plausible; Mill takes Europe’s civilized status to shield Europeans from paternalistic coercion, and he opposes coercive assimilation where it could conceivably be justified in the name of defense. Although this much suggests that Kymlicka misinterprets Mill by ignoring his definition of nationality, it leaves scope for Kymlicka to argue that Mill favors policies that promote mononationality through neglecting the languages and cultures of national minorities.

Face for Mr. Chiang Kai-shek, one of the most influential Chinese plays to have garnered attention in recent years, serves as a reminder of the importance of campus theatre in the formation and development of modern Chinese spoken drama from the early twentieth century onwards. As an old-fashioned high comedy that features witty dialogues and conveys philosophical and political ideas, it stands in opposition to such other forms of theatre in China today as the extravagant, propagandistic ‘main melody’ plays, as well as the experimental theatre of images. This article argues that the play’s focus on Chinese intellectuals of the Republican era and their ideas encodes nostalgia both in its dramatic content and theatrical form: the former encodes nostalgia for the Republican era through a nuanced representation of Chinese intellectuals of that period, while the latter encodes nostalgia for orthodox spoken drama (huaju) in the form of a comedy of ideas. Maximizing Hedonism maintains that the most pleasurable pleasures are the best. Francis Bradley argues that this is either incompatible with Mill’s Qualitative Hedonism, or renders the latter redundant. Some ‘sympathetic’ interpreters respond that Mill was either a Non-Maximizing Hedonist or a Non-Hedonist. However, Bradley’s argument is fallacious, and these ‘sympathetic’ interpretations cannot provide adequate accounts of: Mill’s identification with the Protagorean Socrates; his criticisms of the Gorgian Socrates; or his apparent belief that Callicles is misguided to attempt to show that the pleasures of the intelligent can be more valuable than the pleasures of fools without also being more pleasurable.

This paper is based on a presentation of the same title given by Jane Bradbury, Head of Knowledge and Information at the law firm Slaughter and May, at the inaugural seminar of the BIALL Knowledge Management Group on 9th May 2016. The article has been compiled by the other two authors, Jon Beaumont and Tim Barlow, and so not all of the opinions expressed are attributable to Jane. The authors are also indebted to Anne Ashdown, of recruitment firm tfpl, who presented at the same seminar on the subject of recruitment for legal knowledge management (KM) roles and whose observations are also incorporated in the article. The paper considers the increasing impact of KM on the work of library and information professionals in law firms. It discusses the related role of professional support lawyers (PSLs), the knowledge “hot topics” which are driving evolution of the profession, the transferability of information skills, and opportunities for development and career progression beyond the traditional boundaries of library and information management.

Population structure of the important commercial brown shrimp, Crangon crangon, was investigated in samples from five UK sites using a multidisciplinary approach based on morphometrics, allozyme electrophoresis and amplified fragment length polymorphism (AFLP). Multivariate analysis of the morphometric data revealed variation in the tail shape of C. crangon from Wansbeck (north-east England), which was found to have longer inner uropod and telson lengths in comparison with all other sites. Linear discriminant analysis was also able to place 86% of the Wansbeck individuals in the correct group. Crangon crangon were screened at two allozyme loci (Gpi and Pgm) revealing higher levels of polymorphism at both loci than previously reported. Allozyme allele frequencies showed evidence of population subdivision between east and west coast UK sites (FST=0.011). Data from three AFLP loci (Cra47, Cra56 and Cra70) confirmed population differentiation (FST=0.083) and combined allozyme and AFLP genetic data identified C. crangon from Wansbeck as different from all other sites. Random genetic drift and selection in populations with restricted gene flow are likely to be the main causes of the differentiation observed. The results do not support an earlier report of six distinct populations based solely on morphometric analysis.
