Scholars of women and girls in African history, focusing on gender and power within religious or colonial (slavery) contexts, have drawn our attention to sexual violence against girls and women. Despite what historians of slavery and imperial violence have noted about their vulnerability and survival strategies in ‘colonial’ and ‘postcolonial’ contexts, questions remain about sexual predation and slavery in earlier periods. In the Mina (Gold) Coast, there is little known about the lived experiences of enslaved and ‘freed’ girls and women in the sixteenth century, and this is especially true for females held captive or in proximity to Portuguese slaving and gold trading bases of operation. Although only three inquisitional trials exist, sources which provide rare African female voices in the Portuguese colonial and evangelical world, their unprecedented baseline evidence for those under Portuguese slaving and religious authority tell us much about sexual violence, slavery, and religious orthodoxy.

Histories of advertising in Africa focus on the postwar and postcolonial periods. This essay examines an innovative marketing campaign in South Africa's eastern Cape in the 1930s. The campaign reveals congruence and conflict between increased marketing of consumer goods to African households and the contemporaneous growth of women's home improvement societies. The newspaper Umlindi we Nyanga used testimonials and written competitions to sell its Ambrosia brand of tea to rural women. Advertisers and consumers drew on local meanings of tea consumption and debates about feminine respectability to present tea-drinking women as ‘intelligent’ and ‘wise mothers’. The emphasis on intelligence linked tea to literacy, in part because text-based consumer culture offered rural women a way to visibly consume socially respectable goods. The essay concludes with a close examination of two testimonials written by leaders of home improvement societies, which hint at the contradictions implicit in the commercialization of the ‘wise mother’.

This article examines the transformation of mineral matter into mineral property from the vantage point of Ga-Mphahlele, a section of northern South Africa's platinum belt in which minerals are particularly complex to access. Building on Thomas Sikor and Christian Lund's work, I show that the demands of mining capital played a key role in facilitating a co-constitutive relationship between political authority and mineral property. Because of the geological difficulties accessing Ga-Mphahlele's platinum, mining companies have only shown an intermittent interest in the area's minerals, resulting in a volatile relationship between mineral property and political authority. In turn, this has meant that minerals have often been a relatively unstable property form. By adding the role of capital to Lund and Sikor's analytic lens for studying property and authority, this article tracks the relationship between chiefly authority, African land purchasing, platinum companies, and the emergence of mineral rights.

This article explores radio broadcasting and monitoring by and about Sudan People's Liberation Movement/Army (SPLM/A) leader John Garang during Sudan's second civil war, focusing on the core period of Radio SPLA broadcasting (1984–91). Through oral history, memoirs, and international monitoring reports, the article analyzes radio conversations between Garang and his critics — northern Sudanese, southern Sudanese, and international — to argue that radio battles directly shaped the struggle for political authority between Garang and the Sudanese government, and within the SPLM/A elite. Radio allowed Garang to speak to a dispersed audience within and beyond Sudan, presenting an alternative history of Sudan, publicizing his vision of a New Sudan, and asserting his pseudo-sovereign control of SPLM/A-held territory. However, Radio SPLA did not exist in a vacuum; Garang's rivals responded on government and international radio to criticize his leadership in targeted, personal terms. Radio thus powerfully mediated between personal, national, and international politics during the SPLM/A's liberation struggle.

This article examines the history of energy use in colonial Senegal from 1885 to 1945, and it considers how African populations and French colonial officials built a colonial energy economy through overlapping and competing infrastructures of local and imported fuels, labor, and networks of transportation. As the colonial state constructed a new system of infrastructure, from railways and roads to trains and trucks, the French extended their reach into the interior and increased the production of cash crops. At the same time, peasant farmers, migrant workers, and urban merchants incorporated colonial infrastructures into their own regimes of energy use while also fashioning an infrastructure of locally produced fuels. Through the entanglement of local and colonial infrastructures and labor, as well as the appropriation of various forms of technology, Africans and their colonizers forged a hybrid colonial energy economy — not organic, not industrial — specific to the context of colonialism.

This article examines state-society encounters in imperial Ethiopia through histories of exploitation and compromise. Focusing on the western province of Qellem, the article investigates Ethiopia's engagement with local rights claims over time, illustrating how the state was imagined, negotiated, and partially legitimated. The inherent incoherence within imperial state structures is traced back to the survival of nodes of indigenous power within territories conquered in the late nineteenth century. Peasant representatives, local elites, and Amhara governors and soldier-colonists engaged with the state to turn it to their benefit, or limit its excesses. Episodes of rebellion, withdrawal, and court arbitration punctuated a cycle of negotiation within which the role of the intermediary was key. Qellem experienced a state-making exercise that was contemporaneous with, and comparable to, the formation of European colonial states elsewhere on the continent. As such, this article provides a radical challenge to dominant historiographical perspectives on imperial Ethiopia.

This article studies the Ikoyi reservation in Lagos, Nigeria to assess changing relationships between the colonial state, urban space, and race between 1935 and 1955. Colonial authorities established reservations as special zones to house colonial officials and other white Westerners. The article shows that the Ikoyi reservation was a significant location where a wide range of actors contested relationships between statehood and race. These renegotiations contributed to making a late colonial state, a terminal form of colonial state in which explicitly racialised discourses of statehood and urban space were challenged while implicitly racialised standards and practices often persisted. Through a focus on Ikoyi, the article highlights the important relationships between segregationist projects and late colonial statehood.

This article examines the means by which perceived threats of sleeping sickness epidemics were used to justify extensive population resettlement through the formation of ‘concentrations’ in Ulanga District, Tanganyika, between 1939 and 1945. Underlying this specious spatial reordering of communities were ulterior motives that interpreted and pushed broader colonial development agendas of social engineering. The prominent role of leading colonial officers, notably A. T. Culwick, is emphasised and reexamined, especially in relationship to paternalism and the coercive aspects of closer settlement. This article explores the nature of legitimised coercion, contested meanings of the League of Nations mandate, and tensions within the administration. Local resistance to concentration challenged colonial hegemony and the self-fashioned form of benign autocracy constructed by officials like Culwick, who relied on a projection of prestige for political authority in his district and among his peers. Concentration was therefore a contested and contingent process with dissent evidenced both against and within government.

This article studies infrastructure development in the colony of German East Africa from the early 1890s to 1907. By focussing on questions of continuity and change in the transition phase from the precolonial era to German colonial rule, the article demonstrates that colonial road planning coexisted and often collided with established infrastructure systems. After 1891, colonial authorities sought to transform existing caravan paths into all-weather highways. The analysis applies an actor-centred approach to explain why almost all of these efforts failed. A focus on those actors being expected to construct or maintain (residents) and to use (transport workers) colonial roads reveals the non-compliance of colonial subjects, the persistence of African spatial practices, and the resulting contestation of colonial rule in everyday life. In this way, the article illuminates how Africans responded to European interventions which restructured space and how these responses complicated and frustrated colonial road works. Hence, the article challenges classical narratives of infrastructure as a ‘tool of empire’ and instead highlights the resilience of vernacular structures and their producers under colonial rule.

The Middle East conflict has been identified as one of the most polarizing issues in the history of foreign relations of Nigeria during the First Republic (1960–6). The Christian-majority southern regions supported close relations with Israel, while the Muslim-majority Northern Region aligned with Arab states. The Sardauna Ahmadu Bello, Premier of the Northern Region, is remembered as particularly hostile to Israeli incursions in Nigeria. Reviewing new evidence from the Israel State Archives, this article introduces more complexity into portrayals of the Sardauna's positions. Contending with the enormous challenges of decolonization, the Sardauna continually vacillated in his approach to Middle East relations, weighing opportunities against drawbacks in establishing ties. Examining the more accommodating approach that the Sardauna adopted beyond the public eye, we gain new insights into his attempts to achieve political and economic objectives with regard to the Northern Region, while navigating the contentious political landscape of Nigeria's First Republic.

This paper examines African peasant tobacco production in Southern Rhodesia from 1900 to 1980, from the cusp of colonialism to its end. It analyses shifting state policy towards African tobacco producers, the concomitant impact on peasant economies, accumulation patterns and the rural physical landscape and peasant responses. It focuses on the changing agricultural commodity value chains, cash crop asymmetries, and global market forces to explain colonial responses to peasant production and peasant agency. We argue that the symbolic value of each agricultural commodity, in entrenching the hierarchy of power relations and the institutionalisation of white control, mediated colonial responses to peasant production and concomitantly ‘peasant agency’. We use this case study to highlight the structural constraints on ‘agency’ and to explore how cash crop asymmetries helped structure agrarian encounters and power relations in colonial Africa. The paper uses archival sources from the National Archives of Zimbabwe, newspapers, and journals from the Tobacco Research Board (TRB).

On 24 December 1949, two thousand women marched on the prison at Grand Bassam in protest of the detention of militants of the Parti Démocratique de Côte d'Ivoire (PDCI). Considered the first mass demonstration by West African women against French colonial rule, the march on Grand Bassam was a watershed moment in the Ivoirian anticolonial movement. Though party officials have framed women's activism as a political ‘awakening’, women's militancy was in keeping with longstanding practices of public motherhood, whereby women's status as caregivers — both biological and symbolic — authorized their moral interventions in community life. Maternal authority enabled a variety of powerful political tactics, yet in an Ivoirian anticolonial context dominated by elite negotiations, it also circumscribed women's activism. This article examines the women's march on Grand Bassam as a case study for understanding the possibilities and limits of women's participation in the Ivoirian anticolonial movement.

In the early 1960s, when a majority of African countries were gaining independence, the training of personnel capable of implementing nation-building projects became imperative for new African governments, even though higher education opportunities on the continent remained scarce. In a context of competition with the former colonial powers and the USSR, the United States decided to set up scholarship programs for the training of postcolonial African elites. Through the analysis of one of these programs, the African Scholarship Program of American Universities (ASPAU), this article will show that in addition to the Cold War motivations of the US government, pan-African connections and university initiatives were essential in laying the groundwork for the project of educating Africans in the United States. It also highlights the too often overlooked role played by African leaders and academics in the concrete realization, reappropriation, and questioning of overseas training projects.

Throughout the 1960s and early 1970s, Bissau-Guineans fought a bloody war for independence. Typical narratives of the war emphasize the ethnic dimension of the liberation struggle, with Balanta freedom fighters opposing Portuguese-allied Fulbe. This dominant narrative is open to question, as it ignores the war as a ‘social condition’, and the role that local circumstances played in determining collaboration with the Portuguese, fighting in liberation militaries, or fleeing to neighboring states for personal safety. Oral and archival evidence suggests a more nuanced perspective that blurs the binary nature of this dominant narrative along ethnic fault lines, viewed as either resistance or collaboration. The argument presented in this article allows us to move past defining the war along ethnic or regional lines, and instead urges a view of the conflict as a complex, fractured experience for all Bissau-Guineans, shaped by the particularities of local circumstances.

Between the judicial reorganizations of 1924 and 1941, the colonial tribunals in Dahomey heard more than two hundred cases of rape. Teenage or younger girls engaged in street hawking were the most common victims of rape who reported their assaults to these tribunals. Many of the cases stand out because market women played the dominant role in transforming girl hawkers’ experiences of sexual assault into formal grievances. The history of sexual assault in colonial Africa has largely focused on how ‘customary’ and colonial courts have or have not punished the crime of rape. This approach privileges masculine authorities’ views of sex, consent, and gender violence. This article focuses on the investigative processes in cases of sexual assault. In doing so, two gendered histories emerge: firstly, a history of elder female caregiving to girls suffering the aftereffects of sexual assaults and, secondly, a history of the vulnerability of hawkers to quotidian sexual violence.

On 10 May 1964, on his return trip to the United States from Mecca, Malcolm X landed in Accra for a weeklong visit to the capital of the ‘Black Star of Africa’. This high-profile visit, which took place only nine months before Malcolm X's assassination, has assumed an important place in biographical accounts of his life, as key to understanding his religious and political transformation or ‘conversion’. Yet we know surprisingly little about how Malcolm X's visit resonated locally, what kinds of meanings it generated, especially in the new nation's capital. Based on newspaper accounts, private paper collections, and written and oral reminiscences, this article explores Malcolm X's visit as a significant moment for accessing the conflicting interpretations of race and liberation politics that converged, cohered, and collided in Ghana during the first decade of independence.

This article scrutinizes recent histories of colonial and international law that use metropolitan reactions to the ‘scandals of empire’ to project a reform-oriented version of European colonialism. In French West Africa, most scandals never reached the level of metropolitan debate; they hit dead ends in colonial bureaucracies. Analyzing one dead-end scandal, the M'Pésoba Affair, this article argues that colonial justice on the ground often adhered to a politics of expediency, not a reformist rule of law. To maintain their precarious grip on power, colonial administrators had to simultaneously appease their superiors, economic interests, and powerful African actors. Resolving the M'Pésoba Affair, for one, entailed navigating the complex entanglements of cotton production, chiefly disputes, Islamic policy, and interracial sexual relationships in a backwater of empire marked by anticolonial revolt and world war. Especially in moments of crisis, political constraints shaped the application of justice.
