In response to a declaration in 2004 from a coalition of conservation and animal welfare organizations to ban imports of wild birds into the European Union, we propose that such blanket or indiscriminate bans are unlikely to be effective as a generic conservation approach to the wild bird trade. We further argue that such trade bans, particularly when imposed by Northern constituencies on Southern countries and communities, can act counter to broader values of equity and sustainable development. Here we draw attention to a range of problems and unforeseen consequences of trade bans and highlight the conservation potential of market-led mechanisms that seek to reform trade chains to make them more ethical and sustainable. We contend that it is time for conservation scientists to critically examine the evidence concerning the efficacy of these two strategies as they relate to the trade in wild birds.

Seahorses and their syngnathid relatives have provided a focus for efforts to ensure sustainable use of marine resources, with new international trade controls (CITES Appendix II) implemented in May 2004. We demonstrate how a study of international trade can be used to assess relative levels of threat and set domestic research and conservation priorities. Australia has remarkably high syngnathid biodiversity with at least 14 seahorse species, two endemic sea dragon species, and 90 species of pipefishes and pipehorses found in its territorial waters. Our objectives were to quantify species, trade routes, volumes, values and temporal trends in syngnathid trade to and from Australia. We found that Australia is probably the major global supplier of dried pipehorses Solegnathus spp.. These fishes, including at least one endemic species, are sourced from trawl bycatch and comprise Australia's largest syngnathid export, by both volume and value. Research is urgently needed to evaluate the impacts and sustainability of trawling on pipehorse populations. Australia is also the sole supplier of two sea dragon species, Phycodurus eques and Phyllopteryx taeniolatus, for the live aquarium trade. Although lucrative, the number of wild-caught individuals involved in this trade was relatively low and probably of low conservation risk relative to habitat loss. Exports of seahorses and other pipefish species, and imports of all syngnathid species, are minor on a global scale, although the burgeoning aquaculture industry for seahorses requires careful evaluation for its potential impacts on wild populations.

The population declines affecting Asian Gyps vultures are among the most rapid and geographically widespread recorded for any species. This paper describes the rates and patterns of mortality and population change over 4 years at three Oriental white-backed vulture Gyps bengalensis colonies in Pakistan: Dholewala (initially 421 pairs), Toawala (initially 445 pairs) and Changa Manga (initially 758 pairs). Vulture mortality led to the extirpation of two of these colonies (Changa Manga and Dholewala) in 3 years, and a decline of 54.3% in the third. Visceral gout, indicative of diclofenac poisoning, was the largest single cause of death in vultures examined. Annual adult mortality from diclofenac poisoning was significantly positively correlated with annual population declines at each colony indicating a direct causal relationship. Visceral gout occurred in temporal and spatial clusters suggesting multiple point sources of diclofenac exposure. The spatial and temporal distribution of dead vultures and approximate time since death were used to estimate minimum rates at which colonies encountered carcasses with sufficient diclofenac to cause mortality of 1.26–1.88 carcasses per colony per month. By estimating total carcass consumption at each colony, the percentage of carcasses contaminated with diclofenac was calculated as 1.41–3.02%, exceeding the minimum required to have caused the observed population decline. With populations declining by approximately 50% annually, the long term survival of Gyps vultures in South Asia will require the removal of diclofenac from vulture food and establishment of captive populations for future restoration once the environment is free from contamination.

We analysed the mtDNA control region (HV1) of 93 tissue samples from all five populations of the saiga antelope Saiga tatarica. The results show a slight but clear distinction between S. t. mongolica and S. t. tatarica, supporting the current designation of S. t. mongolica as a subspecies rather than a separate species. Levels of genetic diversity were low in S. t. mongolica, consistent with the small size of its population and long isolation. Although populations of S. t. tatarica have reasonable levels of genetic diversity, their conservation status is perilous. The Kalmykian and Kazakhstan samples each contained unique haplotypes, although the species as a whole appears polyphyletic, consistent with recent fragmentation and rapid population decline. An understanding of the population genetics of this species is an essential prerequisite for conservation action.

Silver arawana Osteoglossum bicirrhosum are increasingly popular on the international aquarium fish market, but the routine killing of mouth brooding adults to collect juveniles for the trade may threaten wild populations. We describe the aquarium trade and fishery for silver arawana in the Peruvian Amazon. This is the first such report on the species for South America, and is based on field interviews with trade participants and fishermen, and on a review of government statistics. The regional trade is large, expanding and valuable (over 1 million juveniles worth USD 560,000 exported in 2001), of considerable economic importance to the rural poor, and in urgent need of research, monitoring and management. Outright bans on arawana fishing are likely to be ineffective and to destabilize an export fishery that provides significant part-time employment for the rural poor and substantial foreign earnings. Experimental studies are called for that compare the impacts on arawana yields of alternate fishing techniques, such as catch and release of brooding males, as a basis for developing more effective management schemes in Amazonia.

Systematic conservation planning is widely considered the most effective approach for designing protected area and other ecological networks. However, many conservation practitioners still ignore these methods and we suggest that five perceived limitations of this process are affecting its uptake. These perceptions are that (1) systematic conservation planning software is difficult to use, (2) the process requires extensive biodiversity distribution data, (3) setting targets for representing conservation features is not possible, (4) the advantages of systematic conservation planning do not outweigh the costs, and (5) the resulting plans often identify unsuitable areas. Here we review these perceived limitations and argue they are all misplaced, although we recognize difficulties in the target setting process. We then illustrate the value of systematic conservation planning to practitioners using a case study that describes a low-cost exercise from Maputaland, South Africa. This preliminary conservation assessment measured the effectiveness of the existing reserve system and identified a number of candidate areas that could be the focus of community- or privately-run ecotourism or game ranching ventures. Our results also emphasize both the importance of producing planning outputs that are specifically targeted for stakeholders, and the role of systematic conservation planning in providing a framework for integrating different provincial, national and transnational conservation initiatives.

Considerable resources and efforts have been directed at biodiversity conservation in recent years, but measures of the success of conservation programmes have been limited. Based on information on population sizes, trends, threatening processes and the nature and intensity of conservation actions implemented during 1994–2004, we assessed that 16 bird species would have probably become extinct during this period if conservation programmes for them had not been undertaken. The mean minimum population size of these 16 species increased from 34 to 147 breeding individuals during 1994–2004. In 1994, 63% of them had declining populations but by 2004, 81% were increasing. Most of these species (63%) are found on islands. The principal threats that led to their decline were habitat loss and degradation (88%), invasive species (50%) and exploitation (38%), a pattern similar to that for other threatened species, but with exploitation and invasive species being relatively more important. The principal actions carried out were habitat protection and management (75% of species), control of invasive species (50%), and captive breeding and release (33%). The 16 species represent only 8.9% of those currently classified as Critically Endangered, and 1.3% of those threatened with extinction. Many of these additional species slipped closer to extinction during 1994–2004, including 164 that deteriorated in status sufficiently to be uplisted to higher categories of extinction risk on the IUCN Red List (IUCN, 2006). Efforts need to be considerably scaled up to prevent many more extinctions in the coming decades. The knowledge and tools to achieve this are available, but we need to mobilize the resources and political will to apply them.
