1. In July 1960 the law-drafting commissions of the two chambers of the Supreme Soviet of the USSR published the draft of a law bearing the same title as this article. At the same time there was also published a draft of Principles of civil procedure of the Soviet Union and the union republics; the latter however, will not be dealt with in this article.

The draft of the Principles was “published for discussion” in the Deputees' Journal (Sovety deputatov trudiashchikhsia), in three law reviews and in an economic review.
