Domestic tobacco producers have faced increasing competition from imported tobacco since the late 1970s. Much of the debate has centered on the unknown quality of imported tobacco. This study provides a discussion and clarification of the concept of quality, and demonstrates a method of measuring the average quality of imported tobacco. The results show that since 1977, imported tobacco has been steadily decreasing in average quality and moving toward lower quality producing countries and types of tobacco. The reasons for this decline are discussed along with the policy implications.

The impact of hypothetical changes in yields, costs, and demand that might result from the organization of Oklahoma vegetable growers into cooperatives or other multifarmer marketing associations is estimated using a sector programming model. A comparative static analysis is used to evaluate the impact of these changes on planted acreage, growers' revenues, and consumers' and producers' surplus. The results of this analysis indicate that changes in demand are most effective in increasing revenues for Oklahoma growers.

Energy supplementation provides a means of reducing production risk of growing stocker cattle on winter wheat pasture. This study addresses the issue of risk aversion and energy supplement input use. Differences in supplementation practices induced by risk aversion and the effects of cattle and feed market conditions are examined. Results show that supplementation practices are likely to be similar across producers, irrespective of their risk attitudes. Cattle and feed market conditions, however, markedly affect supplementation practices. These findings provide information for assisting stockmen in identifying efficient supplementation strategies.

The beef cattle investment decision provides an excellent opportunity to increase the economic efficiency of beef cattle production. The investment questions that face beef cattle producers are of interest to beef cattle producers, educators, and financial institutions involved in lending to beef cattle producing firms. This study develops a decision support aid utilizing expert system technology to assist beef cattle producers in making well-founded investment decisions with respect to the firm's beef cattle herd.

Produced as a joint product, economic theory suggests that manure value could influence livestock management decisions such as herd size and optimal market weights. This study examines the concept of manure value and its connection with optimal replacement age or market weight. A model of a swine finishing operation representative of North Carolina conditions is developed. Over the range of conditions considered, manure value is negative and does not affect market weights. The marginal per head change in manure value is small relative to the marginal per head change in net returns from pork production. Further, economies of scale with respect to irrigation cause manure value to increase with herd size.

An adaptive regression model is used to examine the relative importance of cash and government support prices in determining cotton production over time. The results show that the cash price is more important as a source of price information for cotton producers than the government program price. The cash price was shown to have a greater influence on acreage response in every year, including periods thought to be dominated by government commodity programs.

The 1990 Farm Bill introduced planting flexibility options while at the same time imposing slightly different program participation provisions from those of the previous farm bill. An article published by Duffy, Cain, and Young (1993) in this journal presents a methodology to model farm-level decision making and program participation. Their model does not truly represent the set-aside and flex requirements when compared to actual program provisions. This comment addresses those shortcomings and proposes appropriate modifications to the model.
