The use of informers and agents provocateurs by both the government and the police has not been uncommon in British history. Edward Thompson has made lengthy references to the employment of spies by the authorities in the period from 1790 to 1830. The highest levels of the London Corresponding Society were penetrated in 1794 by an informer known as “Citizen Groves”, and, following this, use was made of informers in combating the Luddite movement, and in the Pentridge Rising, the Despard and Spa Fields Affairs, and, most important of all, the Cato Street Conspiracy of 1820. The use of political spies is also known to have occurred during the First World War and immediately afterwards, and allegations were made in Parliament in this respect during the period of the General Strike in 1926. The recent opening of the files of the Metropolitan Police for the 1930's has revealed that informers were also used during the unemployed disturbances of these years, in particular in the attempt to prevent the outbreak of violence during the marches on London organised by the National Unemployed Workers' Movement (NUWM) in 1932, 1934 and 1936, and on the occasion of the National Joint Council of Labour demonstration in Hyde Park in February 1933, although in these instances it has not been possible to establish the identity of the person or persons concerned.

The task of this paper is to examine trade union policy and the 1852 lock-out in the British engineering industry. The focus of attention will be upon the development of worker militancy and how this led to the lock-out. Although a history of the British engineering worker has long been extant, the causes of the 1852 dispute remain controversial. In The Story of the Engineers, J. B. Jefferys emphasizes the opposition of workers to systematic overtime and piece-work. Henry Pelling, in a more recent work, attributes the dispute to the opposition of skilled men to the employment of unskilled labour. I hope this paper throws more light on the origins of the 1852 lock-out.

Il est peu d'historiens aujourd'hui qui n'admettent le caractère socialiste de la Commune, ou qu'elle fut à tout le moins l'ébauche d'une révolution socialiste. Nul cependant encore qui ait cherché à traiter vraiment de ce chapitre décisif en la matière que fut l'histoire, pendant les événements de 1870-1871, de l'Association Internationale des Travailleurs à Paris, du rôle exact de l'organisation la plus éminemment ouvrière et socialiste en ces temps. Sur ce rôle, sur cette histoire, que de questions pourtant, d'opinions divergentes, contradictoires! Questions, de nos jours comme autrefois! la première, et non des moindres, pourrait être par exemple résumée en ces conclusions de quelques contemporains, sur lesquelles, selon les cas et leurs goûts, s'appuieront les historiens.

Historians of the Second Republic have long given over stage center in their accounts to Paris. Indeed, the role of the capital in most histories of the period has been so great that we often seem to be reading not about the French revolution of 1848, but the Parisian revolution. Correspondingly, the role of the provinces has rarely been recognized: Paris acts and France reacts. It is from Paris, not only the seat of government but also France's most important and most turbulent city, that all the great revolutionary stimuli proceed. Until lately, we have been accustomed to thinking of the provinces as conditioned to salivate at the sound of the Parisian bell – voting in negative response to Parisian radicalism, sending off volunteers to help crush the June insurgents, and so forth.

Décembre 1872. Depuis sept mois, la loi Dufaure a mis l'Internationale en dehors du droit commun. Les informateurs de la police, soucieux de prouver la réalité de la grande conjuration contre l'ordre, surveillent méticuleusement toutes les organisations populaires. L'un d'eux rapporte la discussion qui s'est tenue au Cercle Fraternel de Pierre Scize, dans le faubourg lyonnais de Vaise: «Voici ce que l'on aurait dû faire et l'on [sic] aurait pas perdu», déclare l'ouvrier coopérateur Terrasse, ancien trésorier, en 1867, d'un groupe de 1'Internationale: «il aurait fallu que les grandes villes se lèvent pour protester et dire à Versailles de laisser administrer Paris seul, et s'il s'administre bien, vous serez dissous [sic]. Si l'Assemblée avait vu toutes les villes se lever pour défendre Paris, elle se serait vue obligée de céder à la Commune.»

Paris and its Commune have so completely dominated historians' accounts of what transpired in France during the spring of 1871 that until the last decade scant attention was paid to the behavior of the provinces. Next to Paris, it was Lyon that produced probably the most significant movement – the Commune of March 22nd-25th and its sequel, the insurrection in the quarter of La Guillotière on April 30th. In each of these incidents legal proceedings and investigations were begun by the regular judicial authorities, but the Army took over the trial proceedings by virtue of a decree of August 8, 1870, which had placed the Department of the Rhône in a state of siege. The affairs were given separate trials before a conseil de guerre in 1871. Dossiers were compiled on all those individuals killed or ordered arrested in connection with the revolutionary events of March and April and were deposited in the Archives Départementales du Rhône, Series R, under the incident's name and date. There were enough judicial investigations undertaken, and fortunately done in such a thorough manner, that the author found in them the basis for a most fascinating crowd study.

L'effroi suscité par la Commune chez la plupart des gouvernements d'Europe est chose bien connue. Les circulaires de Jules Favre de mai et juin 1871, adressées aux ambassades françaises à l'étranger en vue de réaliser «un concert commun pour l'étude et la solution […] des problèmes redoutables que de sinistres événements viennent de poser» trouvèrent au sein des cabinets et des ministères un accueil empressé, en tout cas toujours compréhensif. Les réactions furent particulièrement chaleureuses à Vienne, Berlin, Saint-Pétersbourg, où l'initiative du ministre français des Affaires étrangères, J. Favre, promettait de donner un nouvel élan aux poursuites dirigées contre tout mouvement «socialiste», rouge. Les chefs des gouvernements des trois capitales, Bismarck, Gortchakov et Beust (auquel devait bientôt succéder Andrássy) mirent sur pied un plan d'action concertée: leurs négotiations à ce sujet étaient menées parallèlement à celles qui aboutirent à l'Entente des trois Empereurs de 1872–73, dont le but principal était, une fois encore, une alliance destinée à tenir la France dans un certain isolement.

Les événements qui se produisirent en France lors du printemps de 1871 eurent une triple répercussion sur la situation en Espagne. Ils constituèrent en premier lieu la pierre de touche des tensions existant entre les groupes politiques dressés contre la Reine Isabelle II en 1868. Ils encouragèrent ensuite une réaction de plus en plus violente des groupes sociaux au pouvoir contre les organisations ouvrières de l'A.I.T. surtout, qu'on assimilait purement et simplement aux Communards, Ils constituèrent enfin, du fait même de cette réaction d'une part, par le truchement des émigrations provoquées par les persécutions déclenchées contre l'Internationale et son idéologic d'autre part, l'un des facteurs essentiels de la propagation de cette idéologie. C'est à l'étude détaillée de cette triple répercussion de la Commune sur la situation espagnole aux environs de 1870 que nous allons procéder.

The Commune marked a decisive moment in America's historical and political consciousness and in her image of her own revolutionary tradition. The impact of the Commune is best appreciated when the response it evoked is placed in the context of America's reaction to France's revolutionary efforts from the summer of 1789 to the spring of 1968. In these two centuries the prevailing attitude in the United States shifted steadily from an openness toward the necessity of revolutions to a position of fear and dread of this historical action. Americans at all times used the French experience as a mirror to examine their own conflicts and contradictions, their greatest expectations, their gravest anxieties, their receptivity to innovation, and their hostility to change. Each crisis in France polarized opinion in the United States and on some occasions such as the Commune the resulting tensions concretely influenced the course of the nation's history.

La Belgique de 1871 était le pays le plus industrialisé du continent. En 1830 la bourgeoisie, alliée aux catholiques, avait réussi à imposer au pays un régime parlementaire, qui, limitant à l'extrême le pouvoir du souverain, assurait l'exercice effectif de l'autorité à une faible minorité de bourgeois aisés et de grands propriétaires. Depuis ce moment, l'industrie s'était encore développée, augmentant la puissance de la bourgeoisie capitaliste qui avait gouverné le pays presque sans interruption de 1848 à 1870. Au moment où nous parlons ici, les divergences internes au sein de cette bourgeoisie avaient permis aux conservateurs catholiques de se hisser au pouvoir, où ils resteront jusqu'en 1878.

L'une des particularités de la proscription communaliste en Suisse par rapport à celle des autres pays, c'est d'être, pour une bien plus large part, issue des mouvements qui soulevèrent diverses villes de province. Cela signifie qu'elle n'a pas débuté au lendemain de la Semaine sanglante, mais bien avant déjà, au fur et à mesure qu'échouaient les différentes Communes provinciales. Le décalage chronologique entre l'insurrection parisienne et les mouvements qui agitèrent le reste du pays fit qu'au moment où celle-ci résistait encore victorieusement, toute une série de réfugiés de Lyon, du Creusot, de Marseille ou d'ailleurs se morfondaient à Genève, prêts à saisir la première occasion pour rentrer dans leur pays et y déclencher un nouveau soulèvement.
