Four reports on administration of West African trust territories during 1947, which had been deferred from the third session, were before the Council for consideration. In addition to these reports, covering Togoland and the Cameroons under British and French administration, a report on Western Samoa for the year ending March 31, 1948, had also been submitted. Following a new procedure suggested by its president, the Council reports were presented by the special representatives of the administering authorities, and members submitted both written and oral questions. Following general discussion a Drafting Committee on Annual Reports, consisting of representatives of all Council members, was appointed to prepare the Council's report on each territory.
