The question of a gradually changing climate due to Man's emissions of ‘greenhouse’ gases has now become a major political issue. Scientific assessments during the early 1980s, and an international conference in Villach in Austria in October 1985, brought this issue firmly onto the political agenda. The World Commission on Environment and Development, popularly referred to as the ‘Brundtland Commission’, presented its final report to the United Nations in 1987, and their General Assembly discussed, on that basis, the matter of a Man-induced global change of climate for the first time in the autumn of 1987.

Our world of Mankind and Nature is becoming more and more seriously threatened as human populations and profligacy increase. Yet short of near-future calamity, there should be hope in global environmental education as a basis for countering such threats as those of world hunger, acidic precipitation, increasing desertification, nuclear proliferation, ‘greenhouse’ warming, and stratospheric ozone depletion. We need to educate people throughout the world to see these dangers in their global context and to act always within this perspective — be they decision-makers, legislators, or mere private citizens. For their actions and effects compound to make up those of their pandominant species, the likes of which our unique planet Earth can surely never have experienced before, and consequently its all-important Biosphere, constituting virtually the whole of our and Nature's lifesupport, is totally unprepared to withstand.

The above means that decisions and concomitant actions at the personal level can and often do affect the globe, to however infinitesimal a degree, and of this all people on Earth should be forewarned, acting on it with clear understanding and due responsibility. Particularly North Americans should realize that their effect is disproportionately large, as they use some 36% of the world's resources although comprising only about 6% of its population. Towards remedying such anomalies and effecting an improved sharing of responsibility among all the world's human inhabitants, an urgent need is, clearly, effective global environmental education. We need a world of concerned people with the knowledge that personal decisions and local actions can affect others very widely, and that each individual human being thus has a role in furthering solutions to environmental, as well as political and social problems.

With the need for such thinking and action so clear, and the stakes so very high, why is it that global perspectives are not better integrated into today's educational system? ‘The answer is that the barriers to such integration and concomitant action are many and strong, and due understanding of holism's fundamental importance is barely beginning to sweep our prejudice-bound world.’ These barriers include lack of student interest and pertinent enrolment, lack of international perspective among teachers and in the general press, and lack of television and other news-media coverage of such real world affairs. A general obstacle lies in the tendency of educational efforts to emphasize differences rather than similarities — scarcely conducive to fostering an interdependent, one-world ethic. Yet global issues should be our ultimate consideration, and holistic practice our means of furthering them for lasting survival.

It is clear that we humans no longer have the option of foregoing a global perspective, and that there is dire need for widely-increased global environmental education to inculcate greatly-increased respect and concern for the world environment. This is brought starkly to mind on realization that practically all the horrors which now beset our world were known fairly widely already twenty years ago — including threats to the stratospheric ozone shield, the ‘greenhouse effect’ on world climate, the effects of deforestation and devegetation with ever-increasing human population pressures, and many more — and that new ones keep on emerging. These latter include build-up of nuclear-waste and other pollutions, AIDS, everincreasing acidic deposition and salinization, flooding of lowlands and other effects of climatic changes, and further foreseeable problems that are likewise of our own making in being due to human overpopulation, ignorance, and/or profligacy.

In recent years, increasing attention has been paid to the effects of tourism and related developments upon the environment of ‘destination areas’. The increasing popularity of the concept of sustainable development has resulted in tourism being viewed as an activity which could easily be developed along those appropriate lines. It is argued, however, that such a viewpoint is often simplistic and naïve, because of a lack of understanding of the complex nature of tourism. While tourism is dependent upon the environment for much of its well-being, the prevailing lack of knowledge, responsibility, and long-term planning, has often resulted in development which is neither environmentally nor culturally sympathetic to the host area and community.

A broad definition of environment is necessary in this context, encompassing both the physical and human realms and also Nature's, as is an equally wide view of human leisure activities, which needs to include far more than tourism. It is necessary to take a critical view of some alternative approaches to mass-tourism, which have been suggested as appropriate for environmentally significant areas; for at least some of the problems resulting from tourism-related developments are more profound, and less easily solved, than has often been suggested. Solutions are inevitably a combination of compromise and positive planning and management, and successful examples are difficult to find. Improved understanding of the complex nature of tourism, and of its linkages to the environment, is crucial if a symbiotic relationship is to be attained and maintained.

It is necessary to appreciate that tourist destination areas evolve and change over time, both responding to, and being altered by, changes in tourism. They are not static environments, and need responsible and pro-active planning and management. Reliance upon local initiatives, uncoordinated planning, and self-regulation in a situation of ill-defined responsibility, will not result in a secure long-term future for either the tourist industry or the environment of the destination area. Coordination of policies, pro-active planning, acceptance of limitations on growth, education of all parties involved, and commitment to a long-term viewpoint, are prerequisites to the successful linking of tourism and sustainable development.

A predicted rejuvenation of the Lake Chad fisheries in central Africa, associated with the passing of severe drought conditions in its Sahel environs, is likely to increase significantly the pressure placed on other local resources. In the case of the tree resources, it can be demonstrated that the concentration of population and fish-processing activity along the western lakeshore, will further exacerbate the existing local deficit between demand and supply, leading to increased tree-loss with ultimately devastating results culminating in desertification.

The problem is outlined and discussed in the context of both local and national economic considerations. Particular attention is given to the relationship between increasing demand for fish products in Nigeria as a whole, associated with expansion of population and rapid urbanization, and the commercialization of fisheries production in the Chad Basin leading to much-increased fuel-wood usage. It is clear that Government must play an active, much-expanded role in regulating this situation if severe resource depletion and environmental degradation is not to occur in the foreseeable future.

As a result of the foregoing study, the following conclusions are reached: (A) The solar–hydrogen energy system is environmentally far more compatible than the fossil-fuel system; it is actually the only solution for the carbon-dioxide-induced ‘greenhouse’ effect and its threatening consequences. (B) The utilization efficiencies of hydrogen are greater than those of fossil and synthetic fossil fuels; therefore, in the hydrogen-energy system, less energy will be required to perform the same services. (C) The solar-hydrogen energy system is the most cost-effective system if effective costs (the costs which society pays for the energy services) are taken into account. It is not only more cost-effective than the synthetic fossil-fuel system—it is even more cost-effective than the present fossil-fuel system. (D) Clean coal technologies could be used for thermal-energy generation, satisfying approximately 30% of the world's total energy needs. Such a system, which employs coal for thermal-energy generation, and hydrogen from renewable energy sources in electricity generation and transportation sectors, would be the least-cost energy system for the transition period. (E) Transition to the solar–hydrogen energy system could help to save our economy and our planet.

The fuels that are being most favourably considered for the post-petroleum and natural-gas era, namely hydrogen (both gaseous and liquid) and coal and coal-derived synthetic fluid fossil-fuels, have been compared in this paper by taking into account production costs, external costs, and utilization efficiencies. The results show that hydrogen is a much more cost-effective energy carrier than coal or synthetic fossil-fuels. At the same time, and most importantly by far from our viewpoint, it is the most environmentally compatible of all.

Jordan lies at a meeting-point of three zoogeographical areas: the Palaearctic, the Afrotropical, and the Oriental—circumstances which were conducive to habitat diversity in Jordan and hence the diversity and often abundant occurrence of different floral and faunal elements.

The present paper gives information about the history and past occurrence of large mammalian species and their populations in Jordan, while also focusing on the present status of the large mammalian species, and gives the reasons for extinctions and the preventive measures that are being taken to conserve the populations remaining. In addition, this study gives a future prospective outlook for habitat and mammalian conservation, and the reintroduction programme that is being implemented in Jordan.

The first part of the paper sheds light on the past existence of large mammals in Jordan. The historical sequence of events starting from the Upper Palaeolithic and continuing right up to the present, and the succession of civilizations, had a negative impact on the large mammalian populations. This section gives tabulated data on the past occurrence of 26 species, supported by evidence of their past existence such as bone remains, rock drawings, engravings, mosaics, and frescos, found in various archaeological sites in Jordan.

The second part of the paper deals with the present status of large mammalian populations, their distribution being reflected through maps indicating recent sightings in some outstanding cases. Among those are reintroduced species such as the Arabian Oryx and the Syrian Wild Ass, and highly threatened species such as the Nubian Ibex. This part also investigates the reasons for extinction, which mainly link the destruction of habitats with the direct deterioration of mammalian populations. Habitat destruction was chiefly due to the rapid decline of the natural pasture areas, overgrazing, urban expansions, unorganized construction plans, human impact, mismanagement of the highlands, fire, and hunting. All of these factors led to deforestation and soil erosion, resulting in a patchy, fragile ecocomplex. The decrease of rainfall assisted the severe deterioration of natural forests.

The future outlook of this study includes plans to restore ecosystems and, with them, much of the overall ecocomplex. For this and other reasons it also stresses the urgent need to establish more reserves, both grazing and natural. This concluding part of the paper encourages the improvement of national parks, and urges the authorities to look seriously at the often disastrous effects of mismanagement. The importance of collaboration between Jordan and the various international agencies is emphasized, as well as the need to speed up work on the National Conservation Strategy of Jordan.

In a study that was recently completed at Resources for the Future, the impacts of a future change in climate on the total economy of the Missouri–Iowa–Nebraska–Kansas (MINK) region were assessed, as were the possibilities of response (including adaptation) to the climatic change. Impacts on agriculture, forestry, water resources, and energy, were emphasized. The study was future-oriented, focusing on the year 2030, by which time the effects of ‘greenhouse’ warming may be felt. The records of the AD 1930s were used to provide an analog of the kinds of climate change (warmer and drier) that climate models predict will occur in the MINK region.

Our results indicate that impacts of the projected climate change on agriculture, at least in the future, are expected to be profound, but that likely-to-be available technologies should facilitate substantial adaptation; that current water-resource limitations in the region would be exacerbated and lead to an eastward shift in irrigation; that impacts on forestry would be severe, and that opportunities for forestry adaptation would be very limited unless biomass production were to become economically viable; and that the net impacts on energy supply and demand would be small and adaptation to them relatively simple.

Climate change in the MINK region could, of course, go somewhat beyond the conditions represented by the AD 1930s analog, in which case the findings of this study may be too optimistic. However, the future-oriented ‘MINK methodology’ is not scenario-dependent, and can be used to test other, more severe (or benign), scenarios as well. Further, the capacity for adaptation to climate change demonstrated in this study, may remain applicable even in more stringent circumstances.

While there has been considerable research and development in management of specific natural resources and public lands containing multiple resources, relatively little progress has been made concerning management of privately-owned resources through land-use planning at the local level of government. This paper examines the issue of local government policies and capabilities in land-use planning for privately-owned, environmentally-sensitive areas (ESAs) in the Pacific Northwest of North America. ESAs are defined as landscape elements that are vital to long-term maintenance of biological diversity, soil, water, and other natural resources—especially as they relate to human health, safety, and welfare, both on-site and in a regional context.

A three-steps' approach of different geographical scales (i.e. watershed, state, and region) was used in a series of studies to facilitate examination of the relationship between political structure and ecological theory. When viewed collectively these studies showed that, while there is a political basis for regulating ESAs, attempts at regulation lack a theoretical and applied basis in systems-thinking and ecological science. To begin forging a stronger linkage between the political and scientific basis for ESA planning, two major ecological theories relevant to ESA management—hierarchy and subsidy–stress—were reviewed. These theories, when used in concert, were shown to be applicable in making objective choices concerning privately-held ESAs in the Pacific North-west. They can be used as a theoretical scientific basis for ESA planning, providing both qualitative and quantitative models. Hierarchy theory can provide guidelines for ESA planning by linking biophysical processes and patterns directly to appropriate scales of political jurisdiction. Subsidy–stress theory can be used to set specific performance standards that are needed in regulation of ESAs.

As a result of our three-steps' approach at different geographical scales, four requisites for improving ESA planning were found: (1) definitions for natural resources should be standardized between regional districts, countries, states, and provinces; (2) replicative methods for ESA inventories, including natural communities and ecosystem processes, should be used; (3) a common environmental information system should be available to land-use planners; and (4) the expertise to apply such information should be available. The basis for these four items is found in the ecological systems theories of hierarchy and subsidy–stress.

Human interactions with rain-forest on the Australian continent have played, and will continue to play, a vital role in their distribution and survival. The presence and significance of rain-forest in Australia lies in the evolutionary history of the Australian plate since the break-up of the Gondwanan supercontinent. Its continued survival and distribution illustrates and encapsulates the history of plant evolution and biogeography in Australia.

Since human arrival in Australia at least 40,000 years ago, human interactions with rain-forest have been marked by a number of phases — ranging from Aboriginal use of rain-forest resources to the impetus given by the hunt for the prized Red Cedar, and from the early European settlement on the east coast of Australia in the midto late-19th century to the wholesale clearing of rain forests for agricultural settlement and dairying in the late 19th century. In more modern times, human interactions with rain-forest have focused on adapting forest management techniques to rain-forest logging, restructuring the native forest timber industry in the face of mechanization, changing markets and resource constraints, convulsions as a result of conservationist challenges in Terania Creek and Daintree, and finally the implications of conserving rain-forests in the context of natural processes including fire, climate change, and the impact of human visitors and their recreation.

The course of the controversies over rain-forest conservation in Australia has meant that rain-forest logging either has been dramatically curtailed or is in the process of generally ceasing. The protection of rainforests from logging and forestry operations in the future seems secure, given the widespread community support for rain-forest conservation. Threats to rain-forest conservation in the future are likely to be found in more subtle processes: the impact of fire regimes on the spread and contractions of rain-forests, the impacts of exotic species such as Lantana (Lantana camara) and Camphor Laurel (Cinnamomum camphora), the impacts of human uses through tourism and recreation, the diminution of the viability of isolated pockets by ‘edge effects’, and the damage to the remaining stands on freehold property by conflicting land-uses.

Overlying all of these potential threats is the impact of global climate change. Climate change since the Tertiary has reduced the once widespread rain-forest communities of Australia practically to the status of relicts in refugia. Will the remaining rain-forests be able to withstand the projected human-induced climate changes of the future?

Non-use existence values are now widely considered to be an important justification for conservation in developed countries. Using the same approach to promote conservation in less-developed and developing countries, with their normally severe economic and social problems, is often wholly inappropriate, as existence values in less-developed and developing countries are usually very small. Conservation on grounds of ethics and aesthetics is a luxury which many of those latter countries do not feel able to afford, or often genuinely cannot.

The establishment of the Ichkeul National Park in northern Tunisia was based primarily on non-use, existence values, but the survival of its wetlands is now threatened by a programme of dam construction. However, the Lake and marshes of Ichkeul have a number of important values and functions. These include livestock grazing on the marshes, the Lake's fisheries, the existing and potential value of the Park as a tourist resource, the role of the rivers in water-table recharge, and the function of the marshes in the ‘free’ treatment of sewage and purification of water. It can be shown that the economic gains from taking measures to prevent degradation of the wetland, namely by releases of water from the dams to maintain the marshes, would outweigh the economic benefits from the use of water in agricultural irrigation, and effectively maintain much of the international significance of the National Park and its surroundings.

It is suggested that promotion of conservation in lessdeveloped countries is likely to meet with much greater success if economic arguments, based on a site's usevalues, are given priority in the approach of conservation organizations from developed countries. The significance of non-use values to nationals of the less-developed and many developing countries is still very minor, although, as their living standards improve, such prospects are likely to improve also. In many instances at least, by raising due awareness of the economic use-values of natural systems, it will be possible to provide a good case for a site's conservation.

Increasing public awareness of the need to protect Environmentally Sensitive Areas (ESAs), as well as the establishment of regional municipalities, provided the impetus for local governments to initiate ESA planning in Ontario. As of 1981, twenty municipalities—primarily regional municipalities and counties—had adopted ESA programmes.

This paper examines the current status of ESA-protection planning in Ontario and the problems encountered by municipalities in adopting and implementing ESA programmes. Using a questionnaire survey, data were collected concerning 66 municipalities, and a review was carried out of the ESA policies in 36 Official Plans. The results show that an additional 11 municipalities have adopted ESA programmes since 1981, and that most of these have been designated cities. The primary problems encountered by municipalities in implementing ESA-protection programmes have been a lack of landowner support, weakness of any provincial policy-directive, and shortness of funding. These problems are also faced by uninvolved municipalities, and play an important role in preventing them from adopting ESA programmes.

If a wider municipal adoption of ESA programmes is to be achieved, a stronger commitment will be needed from the Provincial Government in the form of guiding policies, financial assistance, and incentives to landowners who wish to protect their sensitive lands. A greater emphasis on landowner contact and public education programmes will also be required. Municipalities should cooperate with other conservation agencies and organizations in working towards this end.

Effective implementation of conservation and development strategies, such as buffer zones adjacent to national parks, requires tailoring these strategies to a park's individual external situation. A methodology is presented for conducting an assessment of adjacent land and local population issues for national parks. The methodology covers three principal subjects: (1) biological conservation issues, (2) the relationship between the park and local people, and (3) the socioeconomic situation of park neighbours.

The methodology was applied to lands adjacent to Braulio Carrillo National Park, Costa Rica. The application provides a brief summary of the Park's external situation, for use in management and planning, and identifies the most effective types of conservation and development strategies for the region. In this case, the methodology identified the principal issue facing the Park as being the rapid conversion of lowland forest to pasture on lands adjacent to the Park. Solutions to this problem include stopping the cycles of migration and colonization that drive people to settle forested lands, and increasing the importance of forest in local land-use systems.

Attitudes towards the concept of sustainable development—an approach to development which integrates economic, social, and environmental, considerations in development planning and decision-making—are evaluated according to six sectors of public interest: the private sector, the general public, government, the academic and research sector, labour, and the voluntary sector.

The study is empirical. Attitudinal data are gathered from a content analysis of public briefs submitted in 1983 and 1984 to the Royal Commission on the Economic Union and Development Prospects for Canada. For each sector, attitudes towards development planning are assessed, with particular attention given to attitudes affecting the integration of economic and environmental considerations in development planning.

The study shows that a commitment to private-sector views is strongly, although negatively, related to environmental concern. Private-sector interventions are not only the least sympathetic of all six sectors towards the integration of economic and environmental policies, but the majority of interveners in this sector are opposed to the very concept. Given this, there are major attitudinal obstacles to the acceptance of the concept beyond the rhetorical level.

Australia possesses a distinctive national parks and conservation reserves system, in which it is the State Governments rather than the Federal Government which owns, plans, and manages, national parks and other conservation reserves.

Most Australian States declared their first national parks in the latter quarter of last century, Australia's first national park being declared in New South Wales in March 1879. These critical declarations were followed by a slow accumulation of parks and reserves through to 1968. The pace of acquisition then quickened dramatically with an eight-fold expansion in the total area of national parks between 1968 and 1990, at an average rate of over 750,000 ha per annum. The present Australian system contains 530 national parks covering 20.18 million hectares or 2.6% of the land-mass. A further 28.3 million hectares is protected in other parks and conservation reserves. In terms of the percentage of their land-mass now in national parks, the leading States are Tasmania (12.8%) and Victoria (10.0%), with Western Australia (1.9%) and Queensland (2.1%) trailing far behind, and New South Wales (3.92%) and South Australia (3.1%) lying between.

The Australian system is also compared with the Canadian and USA systems. All three are countries of widely comparable cultures that have national parks covering similar percentage areas, but Canada and the USA have far fewer national parks than Australia and they are in general of much greater size. In addition, Canada and the USA ‘resource’ these parks far better than the Australians do theirs. The paper concludes that Australia needs to rationalize its current system by introducing direct funding, by the Federal Government, of national park management, and duly examining the whole system of reserves from a national rather than States' viewpoint.

Possible solutions to the commons problem have rarely been investigated systematically by the use of biological data on the status and sustainability of the resource. The edible White-spined Sea-urchin (Tripneustes ventricosus) resource of St Lucia, West Indies, is highly prized and vulnerable to exploitation, as is indicated by recent declines in its stocks. In the south-east of St Lucia the resource was almost entirely depleted in an area in which access was free and open. It was not depleted in the other two areas in which there were access controls. In one case, the area was under government control as a marine reserve; in the other, there was a locally practised ‘closed season’ and community-based management of access into a bay.

The results of our study indicated that both government controls and informal, community-level controls can lead to successful resource-management outcomes. These findings challenge the ‘conventional wisdom’ that commonly-owned resources are destined to be overexploited.
