Every responsible worker and every militant of our party, every element of the population in our land in Guinea and Cape Verde, should be aware that our struggle is not only waged on the political level and on the military level. Our struggle – our resistance – must be waged on all levels of the life of our people. We must destroy everything the enemy can use to continue their domination over our people, but at the same time we must be able to construct everything that is needed to create a new life in our land. While we destroy the enemy, their agents and the things that serve their interests, we have to build for ourselves, to ensure the satisfaction of the needs of our people, to train able men and women, constantly to raise standards of living in our land. Along with political resistance and armed resistance, we must constantly strengthen economic resistance, cultural resistance and physical resistance. Destroy the economy of the enemy and build our own economy, destroy the negative influences of the culture of the enemy and develop our own culture, destroy the physical ills which colonialism has brought us in order to build a stronger and more capable new being.

1. In the liberated areas develop agricultural production both by extending the cultivated areas and by improving farming methods, with more care in farming and by increasing the range of crops. Pay special attention to the development of food crops (rice, maize, manioc, potato, beans, vegetables, bananas, cashew nut, oranges and other fruit trees). Pay special attention to the care of cattle and breeding livestock (pigs, chickens, sheep, etc.) to cattle fodder and to the preservation of grazing land. Demand an effective control over fires, to avoid the destruction of our forest and bush. Employ all the spare time of the armed forces with help to farmers, above all at harvest time. Do everything possible to finish the harvest quickly to avoid its destruction by the enemy, and persuade the population to store and preserve food products in the best way possible. Develop craftwork (making of wallets, baskets and panniers, chairs and other furniture, weaving of strips, cloths and other woven goods, pieces in ceramic, pottery, pitchers, etc. – all the useful items that our people can make by traditional methods).
