Summary
Much of the remainder of this book will detail how, despite the law’s clear underlying intent, FOIA is largely used for purposes other than democratic oversight. Indeed, the actors thought so central to the project of government transparency – the news media – make up a tiny fraction of FOIA requesters government-wide. But before that stark reality is laid bare, it is worth exploring what the news media and other oversight requesters are still accomplishing using FOIA, regardless of its limitations. As it turns out, FOIA remains a powerful tool for many journalists.
