In this study, we examine how local government debt responds to environmental policies in China. We show that when an environmental policy impacts the economy, local governments are likely to increase debt issuance, with this effect becoming stronger when local officials have greater career incentives within the Chinese bureaucratic system. Over-accumulation of local government debt, which leads to social welfare losses, is closely tied to the urgency local officials feel to secure promotions. Our analysis offers valuable insights for better coordination between fiscal and environmental policies.
Democrats prize experts in staffing the Executive Branch while Republicans prefer political operatives and media spokespersons. But across the issue spectrum, policies are increasingly complicated and technical, requiring knowledge of many previous rounds of institution-building and policymaking. New social problems require remixing of complex policy tools, often led by research and experts. Addressing climate change and public health, for example, requires professionalized expert workforces and technical analyses. Even seemingly value-based areas of policymaking such as economic development and racial discrimination increasingly require subject-matter experts and formalized training. And the issue of higher education itself has increasingly divided the parties. Chapter 6 documents how each policy area is increasingly dominated by complex proposals from liberals accompanied by conservative suspicion of expert-led governance. Policy knowledge and evaluation capacity have become increasingly tethered to the Democratic Party, with believably nonpartisan expertise now in short supply.
Research on the activities and influence of interest groups in state legislatures faces a data problem: we are missing a comprehensive, systematic dataset of interest groups’ policy preferences on state legislation. We address this gap by introducing the Dataset on Policy Choice and Organizational Representation in the United States (CHORUS). This dataset compiles over 13 million policy positions stated by tens of thousands of interest groups and individuals on bills in 17 state legislatures over the past 25 years. We describe the process used to construct CHORUS and present a new network science technique for analyzing policy position data from interest groups: the layered stochastic block model, which groups similar interest groups and bills together, respectively, based on patterns in the policy positions. Through two demonstrative applications, we show the utility of these data, combined with our novel analytical approach, for understanding interest group configurations in different state legislatures and policy areas.
Who is held responsible when international organisations (IOs) fall short of public expectations? Scholarship on IO blame avoidance assumes that member states can hide behind IOs. As clarity of responsibility is assumed to be lacking in IOs, public responsibility attributions (PRA) will usually target the IO rather than individual member states. We argue, by contrast, that even in complex IOs such as the European Union (EU), clarity of responsibility is not always lacking. Therefore, whether the IO in general or individual member states become the main target of public blame attributions depends on the type of IO policy failure. In cases of failures to act and failures to comply, the responsibility of individual member states is comparatively easy to identify, and they thus become the main blame target. Only in cases of failures to perform clarity of responsibility is lacking, and the IO will become the main target of public blame attributions. To assess the plausibility of this‘failure hypothesis’, we study public blame attributions in two cases of EU foreign policy failures and two cases of EU environmental policy failures.
The concept of a forest transition – a regional shift from deforestation to forest recovery – tends to equate forest area expansion with sustainability, assuming that more forest is good for people and the environment. To promote debate and more just and ecologically sustainable outcomes during this period of intense focus on forests (such as the United Nations’ Decade on Ecological Restoration, the Trillion Trees initiative and at the United Nations’ Climate Change Conferences), we synthesize recent nuanced and integrated research to inform forest management and restoration in the future. Our results reveal nine pitfalls to assuming forest transitions and sustainability are automatically linked. The pitfalls are as follows: (1) fixating on forest quantity instead of quality; (2) masking local diversity with large-scale trends; (3) expecting U-shaped temporal trends of forest change; (4) failing to account for irreversibility; (5) framing categories and concepts as universal/neutral; (6) diverting attention from the simplification of forestlands into single-purpose conservation forests or intensive production lands; (7) neglecting social power transitions and dispossessions; (8) neglecting productivism as the hidden driving force; and (9) ignoring local agency and sentiments. We develop and illustrate these pitfalls with local- and national-level evidence from Southeast Asia and outline forward-looking recommendations for research and policy to address them. Forest transition research that neglects these pitfalls risks legitimizing unsustainable and unjust policies and programmes of forest restoration or tree planting.
We explore the changes in central government administration due to European Union (EU) membership and its consequences for policy outcomes and economic efficiency in Finland and Sweden. Both countries became members of the EU in 1995. Upon joining the union, member states are expected to adopt common legislation and are encouraged to develop similar rule-making procedures. The actual implementation of EU directives varies considerably between member states, however. This is also the case for Finland and Sweden. Despite the two Nordic countries for historical reasons having had similar government systems, upon becoming members of the EU, they started to diverge. Using a model of delegation and comparing the more centralized Finnish system with the decentralized institutional setup in Sweden, we show that the Swedish approach leads to a stricter than optimal environmental policy, which in turn makes EU policy non-optimal from a global point of view, ceteris paribus. We also provide empirical support for our findings in the form of some example cases. We focus on environmental policy since this is an area that has been high on the EU agenda.
Through the pooling and exchange of resources such as expertise and knowledge between network participants, European Administrative Networks (EANs) are expected to play a significant role in enhancing policy learning. Yet, scarce empirical evidence has been presented concerning the learning process taking place within EANs. This paper addresses this gap through the analysis of the Network of the Heads of European Environmental Protection Agencies (EPA Network). Based on a unique survey dataset, social network analysis and exponential random graph models are used to trace the interaction patterns within the network and test which factors shape them. The analysis highlights the relevance of national political factors – i.e. the preferences of national governments and ministries – in shaping the learning processes taking place in the EPA Network. While the network is an important venue for disseminating knowledge between directly and indirectly connected actors, learning processes are mainly limited to like-minded peers.
The policy area addressing the climate crisis in the UK, ‘Net Zero’, will affect many aspects of people’s everyday life. Given that policy builds from where we are now, which for some (post austerity, and mid cost of living crisis) means in financial crisis, there is work to be done in enabling a socially inclusive Net Zero. In this article, we modify the Bristol Social Exclusion Matrix’s four forms of participation for social inclusion, drawing on the existing literature on the social risks of environmental policy, to articulate the risks of social exclusion in transition to Net Zero. This enables us to develop a ‘person-centred’ approach to understanding the risks of Net Zero, articulating the risks of exclusion, and who is likely to be affected by them. We conclude by outlining a framework for an inclusive transition, and commenting on the policy and research implications of our thinking.
While most literature on federal climate change policies has focused on failures to adopt broad policies, this article describes and explains successes in two important sectors. Regulations to improve the fuel economy of motor vehicles and efficiency standards for appliances and equipment have produced substantial reductions in greenhouse gas emissions, although they largely have other goals and hence can be considered implicit climate policies. We synthesize the existing literature with our analyses of case studies to offer three explanations for the adoption of effective policies in these two sectors. First, the policies delivered politically popular co-benefits, such as reducing consumers’ energy bills, enhancing energy security, and promoting public health. Second, they gained business acceptance because they were narrow in their scope, avoided long-term economic costs, and helped industry cope with state-level regulations; industry often strategically tried to influence these policies rather than resist them. Third, the legislation that initiated and expanded these policies received bipartisan support, which was aided by co-benefits and business acceptance; more recently, these laws have been strengthened through the actions of Democratic administrations. We conclude by comparing these policy areas to the passage of the Inflation Reduction Act of 2022.
The tendency of vote-seeking politicians to produce ever-more policies in response to the citizens’ demands has been identified as a central driver of the process of “policy accumulation.” If we accept this premise, policy accumulation should be a central feature of modern democracies but overall be less pronounced in autocracies. Due to its highly ambivalent nature, policy accumulation and its implications may thus constitute an important but so far neglected facets of the new system competition between democracies and autocracies. In this article, we test this argument in the context of the authoritarian regime of Singapore. Singapore is one of the very few autocracies that display elements of political competition and has a level of socio-economic development that is comparable to advanced democracies. Singapore thus constitutes a least-likely case for low levels of policy accumulation. By studying changes in Singapore’s environmental policy over a period of more than four decades (1976 to 2020) and by contrasting the patterns observed with the policy developments in 21 OECD democracies, we find that autocratic regimes do indeed tend to accumulate less than democratic regimes. More precisely, we find that Singapore (1) has only produced about one-fourth of the environmental policy measures of an “average” democracy and (2) is constantly the country with the lowest level of policy accumulation in our sample. These findings hold even when controlling for alternative explanations, such as the effectiveness of the administration and the government’s ability to opt for stricter and more hierarchical forms of intervention.
Governments need tools to analyze trade-offs for freshwater policy, yet valuation estimates from the literature can be difficult to deploy in a policy setting. Obstacles to benefit transfer include (i) difficulties in scaling up local estimates, (ii) water quality attributes that cannot be linked to policy, and (iii) surveys positing large, unrealistic water quality changes. Focusing on freshwater rivers and streams in New Zealand, we develop and implement a nationwide discrete choice stated preference study aimed at future benefit transfer. The stated provision mechanism and environmental commodity being valued are specified at the regional council level, which is the administrative unit for policy implementation. The survey is administered on a national scale with three attributes – nutrients, water clarity, and E. coli levels – which were chosen to align with government policy levers and salience to the public. Estimation results demonstrate positive and significant willingness to pay values for improvements in each attribute, with magnitudes that are comparable to a recent referendum vote on a water quality tax. To illustrate the utility of our study, we apply the results to a recent policy analyzed by New Zealand’s Ministry for the Environment and estimate nationwide annual benefits of NZ $115 million ($77 million USD).
In environmental politics, social movements play a crucial role, promoting participatory rights and confronting injustice, inequality, and the interests of the powerful. This article examines an underexplored topic in the literature on social movements, especially in Latin America: the use of litigation to force decisionmakers to comply with participatory formats, specifically in the course of opposition to hydroelectric dams. These projects often are destructive to the local environment and communities. This study examines four cases of environmental litigation that halted dam construction in Brazil and Chile, singling out causal pathways for successful collective action. It focuses on two dimensions of movement success: the implementation of participatory formats and the resulting cancellation of dam projects. In line with the joint effect model of social movement theory, the cross-case comparison of legal disputes shows that pursuing legal strategies in parallel to broad social mobilization and the support of institutional allies, can lead to successful outcomes.

The chapter briefly describes the evolution of EU environmental policy, before primarily focusing on the Birds Directive and Habitats Directive (i.e. the Nature Directives), in particular their objectives and key measures for habitats and species. These comprise two key pillars of measures: 1) general species protection; 2) the creation of the Natura 2000 network of protected areas as well as their protection from developments (through appropriate assessments) and the establishment of their necessary conservation measures. The main sources of funding for the Nature Directive and broader nature conservation are identified. Other supporting EU environmental policies and legislation are outlined, including in relation to environmental impact assessments, strategic environmental assessments, the Environmental Liability Directive, the Water Framework Directive, the Marine Strategy Framework Directive and other maritime policy instruments, air pollution, the Invasive Alien Species Regulation, and the Common Agricultural Policy. A summary is provided of the EU Biodiversity Strategies of 1998, and for 2010, 2020 (with a list of the targets and related actions) and 2030.
