1 Mr. Cowlan adds: Since the time of the 1983 Annual Meeting, there has been a change in the top leadership of the ITU. Richard Butler, the new Secretary General, won office with the strong support of the developing nations, and it is highly probable, under his direction, that the conditions which led to charges of “heavy-handedness” will be caused to disappear.
