1 The current State Department Historian is William Z. Slany, who directs the Office of the Historian, which is situated in the Bureau of Public Affairs.

2 It should be pointed out that the dispute does not lie directly with the Office of the Historian, which generally seeks to declassify and publish as wide a selection of documents as possible, but with policies set at a higher level within the State Department and, perhaps, in other departments.

3 It is relevant to note that, under current practice, FRUS volumes are compiled either by individual members of the Historian’s staff, or by retired foreign service officers. The latter work under contract for the declassification and compilation of particular FRUS volumes. The retired foreign service officers often have served in bureaus or overseas assignments in the areas assigned to them for production of FRUS volumes.

4 Last year’s report to the Executive Council noted a funding problem that threatened to excise executive agreements from future publication in TIAS. This problem has now been resolved, and TIAS is continuing to publish both treaties and executive agreements.
