2. The Fisheries Act of 30 May 1963 (Stb. 1963 No. 312) replaced, inter alia, the Fisheries Act of 1931 (Stb. 1931 No. 410). The 1963 Act has since been amended several times, by Acts of 14 April 1965 (Stb. 1965 No. 185), 8 May 1969 (Stb. 1969 No. 191), 28 August 1969 (Stb. 1969 No. 383), 25 February 1971 (Stb. 1971 No. 117), 1 May 1975 (Stb. 1975 No. 282), 10 March 1976 (Stb. 1976 No. 112), 8 April 1976 (Stb. 1976 No. 229), and 23 June 1976 (Stb. 1976 No. 377).

According to the preparatory parliamentary papers this reference is to the trend of unilaterally establishing large fishery-zones, and to the resolution of the Council of Ministers of the European Communities (of 30 October 1976) on concerted action by the EC Member States for the establishment of a 200 mile fishery-zone. 6. This list is given in the Explanatory Note to the present Decree, and to Article 2 in particular. Art. 2 of the Decree merely reads: “This Decree applies to fisheries in the areas designated by Art. 1 para. 4 sections (b) and (c) of the 1963 Fisheries Act”. These latter provisions define the terms “marine fisheries” and “coastal fisheries”, and include the following terms: “Sea”, “[Netherlands] fishery-zone”, “areas adjacent to the [Netherlands] fishery-zone and designated as sea-area by Royal Decree”, and “coastal waters”.
