This Agreement was transmitted to the Congress on January 10, 1977.

[Congressional approval was given to governing international fishery agreements negotiated between the United States and Bulgaria, Romania, Republic of China, German Democratic Republic, Poland, and the Union of Soviet Socialist Republics by House Joint Resolution 240, which became Public Law 95-6 on February 21, 1977.

[The Fishery Conservation and Management Act of 1976, Public Law 94- 265, appears at 15 I.L.M. 634 (1976). A valid and applicable permit is required for foreign fishing vessels to fish in the fishery conservation zone. The Act also requires that all applications for such permits be published in the Federal Register. Applications from the Union of Soviet Socialist Republics appear in the Federal Register, Vol. 42, No. 25 (February 7, 1977), pp. 7466-7917, and Vol. 42, No. 35 (February 22, 1977), pp. 10672-76.]
