[The Agreement was signed on behalf of France and the I.A.E.A. in Vienna, on December 16, 1976. The Representative of South Africa signed the Agreement in Paris on January 5, 1977 [The I.A.E.A. Board of Governors approved the Agreement on September 17, 1976.

[The Agreement contains provisions to ensure that the technological information transferred will trigger the application of safeguards in the recipient country with respect to any facility or equipment designed, constructed, or operated on the basis of such technology, as well as resulting nuclear fuel. Fuel which is used in the nuclear power station will be reprocessed outside South Africa, and the plutonium produced will be stored outside South Africa under I.A.E.A. safeguards.]
