[The Convention was concluded at the Inter-American Specialized Conference on Human Rights, held at San Jose, November 7-22, 1969. On November 22, 1969, representatives of the following countries signed the Convention: Chile, Colombia, Costa Rica, El Salvador, Ecuador, Guatemala, Honduras, Nicaragua, Panama, Paraguay, Uruguay, and Venezuela. Costa Rica r a t i f i e d the Convention on April 8, 1970.

The Resolution and Recommendation concerning the Convention, adopted in the Final Act of the Inter-American Specialized Conference on Human Rights, appear at 9 International Legal Materials 123 (1970).
