L'État-nation, Une forme de fermeture sociale

Abstract

The study begins with a critical examination of two opposing, theories of nationalism. Next, the relationship between the State and nationalism in the form of the nation state is seen as a process of social formation during which a compromise is established between public and private elites, and the people: loyalty is exchanged for the right to participate in social rights. In the third part, the author considers the future of a number of Southern states in relation to the fundamentals of nation formation.

L'tude commence avec l'examen critique des deux thories opposes du nationalisme. Ensuite la liaison de l'tat et du nationalisme sous forme d'tat national est intcrprte comme un proccssus de formation sociale au cours duquel un compromis d'intrts s'tablet entre les lites, prives et publiques, et le peuple : change de loyaut contre droit de participation en droits sociaux. La troisime panic considre, par rapport aux fondements de la formation des nations, lc devenir des nombreux tats du Sud.

Der Autor kritisicrt zuerst die zwei gngigsten Theorien des Nationalismus. Anschlicend wird die These entwickelt, da sich die Vcrknpfung von Staat und Nationalismus im Nationalstaat als Proze einer sozialen Schlieung intcrpretieren lsst, in deren Verlauf cin Intcrccnkomprimiss zwischen Staatscliten und Bcvlkerung zustande kommt, nmlich der Austausch von Loyalittszusicherung gegen Partizipationsund Sozialrcchtc. Drittens wird dicse Auffassung verdeutlicht, indem auf die Grnde fr das Scheitern der Nationenbildung in vielen Staaten des Siidens eingegangen wird.
