Dual citizenship in old and new states

Abstract

The paper analyzes dual citizenship in two principal manifestations in the worldde facto dual citizenship, as induced by international migrations and de jure dual citizenship, as a byproduct of Soviet imperial collapse. Factors of a social, political, cultural and economic nature that condition approaches towards dual citizenship taken by governments, political elites and grass-root actors are discussed in reference to established democracies (USA, France, Germany) and to newly independent states (the Ukraine).

L'article analyse la double citoyennet dans deux principales manifestations, telle qu'elle rsulte de facto des migrations internationales et de jure dans l'espace des tats issus de l'effondrement dc l'empire sovitique. Il analyse les facteurs sociaux, politiques, culturels et conomiques de cette double citoyennet en relation avec l'action des gouvernements, des lites politiques et des acteurs de base, avec rfrences aux dmocraties bien tablies (tats-Unis, France, Allemagne) et aux nouveaux tats indpendants (ex. Ukraine).

Dieser Aufsatz untersucht die doppelte Staatbrgerschaftdie de facto doppelte Staatsbrgerschaft als Folge der internationalen Auswanderung und die de jure doppelte Staatsbrgerschaft als ein Nebenprodukt des Zusammenbruchs der Sowjetunion. Er setzt die sozialen, politischen, kulturellen und wirtschaftlichen Komponenten der doppelten Staatsbrgerschaft in Bezug zur Handlung der Regierungen, politischer Fhrungskreise und engagierter Personen und verweist auf gut etablierte Demokratien (Vereinigte Staaten, Frankreich, Deutschland) und neue unabhngige Staaten (z.B. die Ukraine).
