Abstract

We show empirical and theoretical models of infrared galaxy evolution to explain observed number counts and cosmic background, and comment on the discrepancy between their interpretations. Then we discuss some serious observational problems caused by confusion. We introduce an analytic formulation for the bias caused by confusion.
