3 Forty-five States or members of the League of Nations were parties on Sept. 1, 1930. The number is now 49. The Protocol of Signature of Dec. 16,1920, was signed on behalf of the Argentine Republic on Dec. 28, 1935.

4 On Jan. 5,1931, the Cuban Government offered for deposit a ratification of the Revision Protocol with a reservation as to the fourth paragraph and other reservations. The necessary consent of other States was not forthcoming, however, and on March 14, 1932, the Cuban reservations were withdrawn.
