1 After High Commissioner Sergio Vieira de Mello was sent to Iraq on temporary assignment in mid-2003, Ramcharan was appointed acting high commissioner, in which post he continues as of February 2004. De Mello died tragically in a terrorist bombing in August 2003. In late February, 2004, Judge Louise Arbour of Canada was designated and then elected by the General Assembly as de Mello’s successor.
