AIR FREIGHT SECURITY
All air travel has a high level of security and sending loans or exhibitions by air is subject to tight regulations. It is advisable to engage a transport agent with experience of international air travel to museum standard who can advise and guide you through the process.
Freight
All air freight is examined in the cargo area before being loaded onto the aircraft. This means that everything is either opened and searched, X-rayed or subject to decompression. This is clearly not advisable for fragile or valuable cultural objects or items that have been carefully packed. The exception is for organizations or companies that have met the required security standards and have been awarded special status by the UK government's Department of Transport. They become security-approved air cargo agents. This special status is called ‘known consignor’ or ‘regulated agent’ in the UK, ‘known shipper’ in the USA, and has equivalents in many other countries.
Regulated agents
Regulated agents have permission to undertake special security procedures privately before the goods come to the airport. They are authorized to carry out security checks on the items and pack on-site and before travel. Details of regulated agents and information on how to apply for certification in the UK are available on the UK's Department for Transport website (see ‘Resources’ below). A regulated agent must comply with the following requirements:
• secure premises
• controlled access to site
• background checks on staff
• staff security training
• safety packing and sealing procedures
• secure storage of air cargo
• secure transport to airport.
