Summary

I sent you my proclamation from the 8th of this month. First magistrates of the people, it is in you that they have placed their cherished interests. I arrive at the head of an armed force to deliver you. The common defense, the honor of the country is forever a duty that each must perform. This duty is imperious today. Surround yourselves with men of energy, men of courage, men who do not want their country to become a theater of outrages and misfortune. To arms! It is the only cry that one must hear; it is the battle cry of all Frenchmen. Set in the hand of all your fellow citizens the means of destruction with which one can oppose the enemy and recognize your superiority to him. Rally yourselves! Remember the very simple principle that unity provides strength! One talks of happiness, of a war of philosophy. No one allow themselves to mistake this shrewd language and of those who have heard it, there is no one who did not groan at its credulity. Again, to arms! The government deploys its forces, we must support them with all of our efforts and all of our resources.
