Executive Summary
Burkina Faso has several tobacco control measures in place as the result of a set of regulations – the “Raabo” – promulgated by the executive branch in 1988, which includes basic provisions for smoke-free policies, advertising bans and warning labels. However, like many countries in Sub-Saharan Africa, the regulation is weak in terms of its basic parameters, implementation and enforcement. As a result, the tobacco control in recent years has been pursuing comprehensive, FCTC-compliant tobacco control legislation (the country ratified the treaty in 2006). In 2010, the Council of Ministers approved a draft bill that had received significant input from the tobacco control community, which was then passed on to the National Assembly for legislative approval. At the same time, however, another bill was introduced into the National Assembly that had significant input from the tobacco industry. The latter of the two bills was approved by the legislature.
Concomitantly, tobacco control advocates continue to pursue the enforcement of existing smoke-free legislation. Although Burkina Faso has traditionally been a highly centralized government, in the last few years the government has taken sizeable steps to decentralize. As a result, significant powers, particularly in the area of health, have been devolved to the 359 mayors of the main municipalities. The ATSA team has been working with a sample of 45 of these elected officials and their staff to educate them about tobacco issues and to encourage and help them enforce smoke-free policies. They hope that success in some or all of the 45 municipalities will be a catalyst for change across the country.

A new allele of one of the metallothionein genes of D. melanogaster, Mtn•3, sheds light on the recent evolution of this gene. In comparison to the previously studied Mtnl allele found in Canton S, this new allele, Mtn•3, produces a transcript that is 49 bases longer and 65–70 % less abundant. We detected Mtn•3 in several laboratory strains as well as in isofemale lines derived from natural populations. Sequence comparison showed that Mtn•3 differs from Mtnl in that it has: (a) base-pair substitution and an extra 49 bp-segment in the 3' untranslated region, (b) a substitution in the coding region that replaces the terminal Glu40 in Mtnl with Lys40, and (c) two base-pair substitutions in the promoter region. The Mtn•3-type was detected in six species of the melanogaster group by restriction analysis, and this result was confirmed by sequencing the D. simulans Mtn gene. Thus Mtn•3, which produces a less abundant transcript, appears to be the oldest of the two alleles. We also found that the duplications previously isolated from natural populations all derived from Mtnl, the more recent allele. Thus, two evolutionary steps: Mtn•3 to Mtnl and Mtnl to Dp(Mtnl), are accompanied by an overall 5- to 6-fold increase of RNA accumulation. The two changes seem to have occurred in non-African populations since Mtn•3 but not Mtnl was detected in our sample from tropical Africa, while Mtnl and Dp (Mtnl) are prevalent in European and North American samples.

The electronic structure of thin film wurtzite GaN has been studied using a combination of angle resolved photoemission, soft x-ray absorption and soft x-ray emission spectroscopies. We have measured the bulk valence and conduction band partial density of states by recording Ga L- and N K- x-ray emission and absorption spectra. We compare the x-ray spectra to a recent ab initio calculation and find good overall agreement. The x-ray emission spectra reveal that the top of the valence band is dominated by N 2p states, while the x-ray absorption spectra show the bottom of the conduction band as a mixture of Ga 4s and N 2p states, again in good agreement with theory. However, due to strong dipole selection rules we can also identify weak hybridization between Ga 4s- and N 2p-states in the valence band. Furthermore, a component to the N K-emission appears at approximately 19.5 eV below the valence band maximum and can be identified as due to hybridization between N 2p and Ga 3d states. We report preliminary results of a study of the full dispersion of the bulk valence band states along high symmetry directions of the bulk Brillouin zone as measured using angle resolved photoemission. Finally, we tentatively identify a non-dispersive state at the top of the valence band in parts of the Brillouin zone as a surface state.
