According to the HTA-Europe report, health technology assessment (HTA) has the potential to influence health policy in the fields of research and development, regulation of pharmaceuticals, devices, and services, quality assurance, reimbursement, education and training of healthcare providers, and consumer education (1). To identify and bridge the gaps between HTA production and implementation, the goal of Working Group 6 was to approach the use of HTA in policy and practice on the aggregate policy level as well as in the local context, such as in hospitals. Members of Working Group 6 included both users (e.g., members of decision-making bodies) and producers (e.g., members of HTA agencies) of HTA reports. The aim of the working group was to identify three types of information on HTA implementation and impact. These included identifying successful examples of the implementation of HTA results, examples of structures that require HTA information as part of the decision-making process, and finally, identifying groups and persons who use HTA frequently and are willing to share their experiences with other HTA users and producers.
Diethyldiethoxysilane as a New Precursor for SiO2 Growth on Silicon

Diethyldiethoxysilane (DEDEOS) is a potential single molecular precursor for SiO2 growth. Additionally, DEDEOS may be applicable in a deposition scheme that will allow precise atomic layer control of SiO2 film thicknesses. Deposition of SiO2 on silicon using DEDEOS was studied in three regimes. In the first regime, the adsorption and decomposition of DEDEOS were studied using temperature-programmed desorption (TPD) and Fourier-transform infrared spectroscopy (FTIR) under UHV conditions. TPD and FTIR results indicated that DEDEOS deposits ethyl and ethoxy species on the surface which decompose by a β-hydride elimination mechanism. In the second regime, step-wise SiO2 growth using DEDEOS was studied by laser-induced thermal desorption (LITD) and TPD as a function of repetitive growth cycles composed of DEDEOS deposition at 300 K followed by thermal annealing to 820 K. The amount of SiO2 growth per cycle initially decreased as a function of cycle until reaching a constant value after approximately 10 cycles. Finally, DEDEOS deposition of SiO2 was studied in a high pressure chamber at surface temperatures between 873 K and 1003 K and at a pressure of 0.5 Torr. The deposition of SiO2 as a function of exposure was found to display a fast initial growth step followed by a slower step which continued indefinitely. The activation energy for SiO2 growth by DEDEOS in the slower growth step was found to be 49 ± 6 kcal/mol. This activation energy is very similar to the activation energy of 45 kcal/mol observed for SiO2 growth by tetraethoxysilane (TEOS).
Germanium Deposition on Silicon: Surface Chemistry of (CH3CH2)2GeH2 and GeC14

Diethylgermane, (CH3CH2)2GeH2, and germanium tetrachloride, GeCl4 may be useful precursors for chemical vapor deposition (CVD) or atomic layer controlled deposition of germanium. To explore the surface chemistry of these alternative precursors, the adsorption and desorption kinetics of (CH3CH2)2GeH2 (DEG) and GeCl4 on Si(111) 7×7 have been examined using laser-induced thermal desorption (LITD), and temperature programmed desorption (TPD) techniques. Fourier transform infrared (FTIR) spectroscopy has also been employed to monitor the decomposition of DEG on porous silicon surfaces. The FTIR spectra revealed that DEG dissociatively adsorbs on porous silicon surfaces at 200 K to form SiH, GeH, and SiCH2CH3 surface species. No spectral features were observed for GeCH2CH3 surface species. The TPD studies following DEG exposures on Si(111) 7×7 observed CH2=CH2 and H2 desorption products at 700 and 800 K, respectively. The production of CH2=CH2 (ethylene) was consistent with a βhydride elimination mechanism from surface ethyl species, i.e. SiCH2CH3(ad) → SiH(ad) + CH2=CH2 (g). Similar TPD experiments following GeCl4 exposures monitored the desorption of only SiCl2 at approximately 920 K. Desorption of SiCl2 indicates that the chlorine on GeCl4 has transferred to the silicon surface. Atomic Ge was also observed to desorb at 1200 K following both DEG and GeCl4 adsorption. LITD experiments measured initial reactive sticking coefficients of So ∼0.05 for DEG and So ∼1.0 for GeCl4 at 200 K. As expected from a precursor-mediated adsorption model, the sticking coefficients decreased versus increasing surface temperature. The sticking coefficients for these germanium containing precursors were higher than the corresponding sticking coefficients for (CH3CH2)2SiH2 and SiCl4. Possible recipes for the CVD or atomic layer controlled deposition of germanium on silicon can be proposed based on the surface chemistry and adsorption and desorption kinetics for DEG and GeCl4.

D. A. Cruse's ‘Some thoughts on agentivity’ (1973: 11–23) makes the useful distinction of [volitive] and [agentive] NPs. Recognizing this difference is the first step in avoiding some of the difficulties encountered by Jackendoff (1972), Fischer and Marshall (1969) and others in their discussion of how an NP is characterized as [volitive] in a clause and how some predicates can characterize an NP in an embedded clause as [volitive]. These discussions have been relatively inconclusive because of the very common assumption that [ ±volitive] or something like it should be represented as a feature of predicates, or predictable from one. If one believes that lexical selectional features are semantic (as McCawley (1968) argues), one arrives at the kind of ‘referential’ criterion for volitivity that Cruse rightly wishes to shun and that other writers have found so dismaying (see e.g. Jackendoff, 1972: 221). The way to avoid this is to suppose that [volitive] is not a ‘feature’ at all, but rather abbreviates an assumption entailed (or ‘presupposed’) by saying certain things. In this way, some sentences can be marked as contradictory, but many will simply seem queer outside of an explicating context, set of special assumptions, and so on. It follows that a great many sentences starred in recent grammatical literature as inherently bad regardless of context ought not to be. We mark: I asked John to be tall.

In the case grammars of English proposed by Charles J. Fillmore and John Anderson perfect aspect is scarcely mentioned. Fillmore explicitly relegates it to a ‘modality’ component separate from the core ‘proposition’. Progressive (be ing) has not fared so badly – non-occurrence with (be ing) is frequently used as a defining test of a [+state] feature in a clause – and the readings assigned it are fairly constant and independent of the features of clauses in which it occurs. A model which treats progressive as ‘added on’ to any [–state] clause does not seem to miss any obvious generalizations or leave unaccounted-for any major divergences in semantic interpretation. With (have en), however, readings vary considerably depending on the character of the clause and the task of paraphrasing the ‘meaning’ (have en) ‘adds to’ a clause has frustrated many a grammarian of English, especially those who try to link ‘completion’ to it. In what follows, I will argue that we do need a [completive] semantic feature, but that it should be introduced into Anderson's subcategorization rules (1971: 211) and is only peripherally related to the readings assigned (have en). Adding an ‘aspectual’ feature to the subcategorization rules is not without warrant, since such features as [state] and [direction location] can be said to be aspectual, at least in the broadest sense of the term (‘having to do with “the temporal distribution or contour” of the action’ - Hockett's definition cited in Lyons, 1968: 315). Clearly relevant to the expression of aspect in this broad sense are manner and degree (or extent) adverbials, especially what I will call ‘aspect-manner’ adverbials: slowly, evenly. The relation of some manner adverbials (‘agent-manner’) and agency has been recognized and somewhat belaboured, though the parallel relation of degree adverbials and ‘completion’ has not. Again, these forms, like (have en), have been regarded as peripheral to the basic core of features, though some dependency relation between ‘agent-manner’ and agent has been suggested.
