Traditionally, IP has been instrumental for protecting creations of the mind, with only inventors of original works enjoying exclusive rights.     The topic of investor protection has occupied investors, businesses, regulators, academics, and courts since the 1930s.     Some goods and services seem to be fundamentally public, such as legislation, criminal punishment, and fighting wars. By contrast, other functions, such as garbage collection, do not.
