Why is the HI Scale Height Constant with Galactocentric Radius?

The vertical distribution of neutral hydrogen has been studied over the last three decades (Schmidt 1957; Baker & Burton 1979; Lockman 1984; Savage & Massa 1987). The best fit curve to the HI z-distribution in the solar neighborhood has a FWHM of about 230 pc, and it extends appreciably beyond 500 pc (Dickey & Lockman 1990).
